POSITION DESCRIPTION TITLE: EXTENDED TITLE: FLSA STATUS: Program Manager Program Manager, Gateway to College Exempt CATEGORY: Professional GRADE: D JOB SUMMARY: Manage the day-to-day operations of the Gateway to College program. Plan, organize, and develop goals and procedures for the Program. Represent the program with administrators, outside agencies, and others on relevant matters. The Gateway to College Program is a start-up program serving at-risk high school students and high school dropouts ages 16 to 20. The program manager will work closely with college and school district staff, and the grant funder, to implement a learning experience providing students an opportunity to earn a high school diploma while earning college credits. The program manager will act as the instructional leader by making instructional quality a top priority and will drive efforts to improve instruction by introducing and supporting effective teaching strategies for improved student outcomes. ESSENTIAL FUNCTIONS: YEARLY PERCENT OF TIME 25% 1. Administer and assess the instructional program to ensure alignment with curriculum; Provide general leadership of the Gateway to College outreach, recruitment, student orientation, and selection processes. Plan and implement promotion and outreach strategy; review performance data using feedback from students, teachers, parents, and school district to make decisions related to improvement of instruction and student performance. 2. Manage and supervise the Program’s financial resources including the preparation and disbursement of the budget and all internal accounts. Locate and apply for grants to support school priorities; write and negotiate contracts. 20% 3. Provide personnel management direction and guidance to staff including orientation, performance appraisal, professional development, coaching and counseling. Participate in setting performance goals and priorities that contribute to departmental mission. 20% 4. Establish and manage student accounting and attendance procedures for the school program. Implement Independent School District guidelines for proper student conduct and disciplinary procedures and policies that ensure a safe and orderly environment. 20% 5. Coordinate the school food service and transportation program with Independent School District’s; ensure compliance with the free and reduced food service program and transportation requirements. 10% 6. ESSENTIAL QUALIFICATIONS: EDUCATION: Bachelor’s degree in Education, Psychology, Social Sciences, Public Administration, or related field. EXPERIENCE: Five (5) years experience as a professional in an educational leadership position, preferably in a K-12 school setting. CERTIFICATIONS/LICENSURES: Must have a valid Texas Teaching Certificate, Texas driver’s license and must be insurable by the district’s auto liability insurance carrier. Note: All applicants must pass pre-employment drug screen and fingerprint criminal background check. SPECIAL SKILLS AND ABILITIES: 1. Skills/Abilities: Knowledge of Texas Education Agency rules/regulations, state testing requirements, state and federal accountability system, school district and college curriculum, test analyses and their application to curriculum development; Demonstrated experience in community outreach and marketing, and in-depth knowledge of community social services; Ability to process and analyze information accurately; Ability to work with diverse student population with limited English skills; Strong interpersonal, organizational, leadership, and teambuilding skills; Strong conflict resolution and problem solving skills; Ability to communicate effectively both orally and in written form; Ability to work collaboratively in developing partnerships and teamwork; Ability to clearly and effectively present ideas in meetings and presentations. 2.
