POSITION DESCRIPTION TITLE: FLSA STATUS: Captain Exempt CATEGORY: GRADE: Professional H (Law Enforcement) JOB SUMMARY: Manage and supervise police personnel and operations at respective campus and/or district-wide to include implementation of a comprehensive police program. ESSENTIAL FUNCTIONS: YEARLY PERCENT OF TIME 35% 1. Manage, plan, and supervise the day-to-day field and/or office activities of assigned staff (i.e. detective/investigator, officers, dispatchers, clerical personnel, security specialist and traffic office personnel). Oversee all aspects and facets of District Wide security surveillance and intrusion alarm systems, including emergency call boxes and related software. 2. Establish rapport and maintain effective working relationships with subordinates, peers, and outside law enforcement agencies in order to coordinate investigations, case preparation, presentation, prosecution of offenders, and resolution of issues/concerns. Recommend to the Chief of Police the initiation of administrative and criminal investigations; prepare incident reports; and keep control of lost and found inventory. 20% 3. Research and make recommendations to increase efficiency of investigative practices, deployment of personnel to crime scene, and/or other safety and security issues. Develop, implement, monitor, and evaluate procedures to ensure that district policies, procedures, regulations, and laws are used to guide the operational activities of the department. 15% 4. Provide personnel management, direction and guidance to staff including performance appraisals, coaching/team work, personal and professional development, and conflict resolution; ensure the maintenance of professional skills and certification. 10% 5. Oversee the Office TECLEOSE mandated training and other in service training as directed by the Chief of Police. Maintain and submit daily, weekly and monthly crime and other required status reports, to include Uniform Crime Reports and CLERY Act reports as directed by the Chief of Police. 10% 6. Act as the representative of the Chief of Police at various functions, meetings, presentations and other community and college events. 5% 7. ESSENTIAL QUALIFICATIONS: EDUCATION: Bachelor’s degree in Criminal Justice, Law Enforcement, or related field. EXPERIENCE: Seven (7) years directly related experience, of which four (4) must be related to criminal investigations. CERTIFICATIONS/LICENSURES: Active Peace Officer License from the State of Texas and eligible to be commissioned. Valid Texas Driver’s License, proof of liability auto insurance; and must pass a psychological, physical, and drug test examination administered by the District. SPECIAL SKILLS AND ABILITIES: 1. Skills/Abilities: Comprehensive knowledge of pertinent federal, state and local laws, City ordinances and codes, including rules for securing, handling and preserving evidence, and legally accepted practices for making arrests and protecting prisoners’ rights. Knowledge of supervisory techniques, office management practices, and personnel administration procedures. Communicate persuasively and effectively orally and in writing in order to clearly and concisely articulate complex facts and relationships in legible detail and summary reports and records, testify in court in an objective and professional manner, follow and give work instructions, and conduct training. Must be able to safely operate a motor vehicle The ability to use a mobile or hand-held radio Proficient and qualified to carry an approved firearm and expandable baton and any other accessory emergency equipment as authorized by the department Ability to work in a diverse environment and be sensitive to issues of diversity and inclusion. 2. Equipment Used: Motor vehicle, mobile or hand-held radio, an approved firearm, expendable baton and any other accessory emergency equipment as authorized by the department to include but not limited to handcuffs, flashlight, and extra ammunition; and occasional use of a personal computer and other equipment associated with a general office environment. 3. Software Used: A variety of spreadsheet, word-processing, database, e-mail, and presentation software. PHYSICAL REQUIREMENTS: While performing the duties of this job, the employee must occasionally sit, climb or balance, stoop, kneel, crouch, or crawl. The employee is regularly required to stand, walk, reach with hands and arms, talk and/or hear. The employee must occasionally lift and move light to heavy objects (10 to over 50 pounds).
