POSITION DESCRIPTION TITLE: FLSA STATUS: Dispatcher Non-Exempt CATEGORY: GRADE: Classified C JOB SUMMARY: Operate the two-way base station radio communications system. Receive incoming calls regarding emergencies/non-emergency assistance within the College District and general public. Determine situation and level of priority; dispatch units in accordance with established procedures and notify appropriate personnel as needed. ESSENTIAL FUNCTIONS: YEARLY PERCENT OF TIME 25% 1. Responsible for operating the district two-way radio communications system. Receive incoming telephone calls regarding crimes, disturbances, fires, medical or police emergencies/non-emergency assistance within the College District and general public. Determine situation and level of priority and dispatch police officers and/or security personnel to situations requiring police intervention and/or assistance. Relay information and messages to and from emergency sites, to officers and emergency response personnel or other law enforcement agencies. May maintain contact with caller until responders arrive. Handle inquiries from officers on stolen vehicles, vehicle registrations, and request for traffic and criminal warrant checks on individuals. 2. Provide onsite technical support to the Police Department. Enter, update, and retrieve information from the NCIC/TCIC network and computerized data system, as requested. Maintain recorded details of telephone calls/radio dispatches, and messages. Receive, mark, and store evidence for officers on pending criminal cases. Issue and collect vehicle and/or facilities keys to/from officers, security guards, faculty, staff and custodial personnel. 25% 3. Observe and reset the building intrusion detection/alarm system and card reader access. Observe scanned maps of the district fire alarm system and video surveillance system which includes parking lots, buildings, vehicles and individuals. Dispatch officers to check when necessary. 25% 4. Provide onsite clerical support by maintaining a variety of logs; tracking room 20% request activities, property control records and inventory of police department property. Process and log background checks. Assist with coverage of front office when short staffed. Issue temporary parking permits and equipment to students with disabilities. Receive and issue lost and found property and answer district phone calls after normal business hours. 5. EXPERIENCE: One (1) year experience. CERTIFICATIONS/LICENSURES: Certified in Law enforcement information databases: National Crime Information Center (NCIC) and Texas Crime Information Center (TCIC) database; National Law Enforcement Telecommunication System (NLETS) by State agency or within six (6) months from the date of hire. SPECIAL SKILLS AND ABILITIES: 1. Skills/Abilities: Must pass state and national fingerprint-based record check. Must pass background investigation. Must not have any criminal convictions as mandated by TCIC/NCIC/TLETS. Strong ability to communicate effectively, both, oral and written. Knowledge and ability to use radio communications systems. Ability to listen to and understand information from others. Ability to speak clearly so others can understand. Strong interpersonal skills. Ability to analyze complex or difficult situations quickly, objectively, and act accordingly. Ability to cope with situations firmly, courteously, tactfully and with respect for others. Position requires working day shift, evening shift, graveyard shift and extended work hours to include weekends and holidays. Must be able to be contacted by phone when needed. Position requires being reliable, responsible, dependable, and fulfilling obligations. 2. Equipment Used: Personal computer and a variety of equipment associated with a general office environment. 3. Software Used: A variety of word processing, spreadsheet database, e-mail, and presentation software.
