POSITION DESCRIPTION TITLE: FLSA STATUS: Director, Purchasing and Contract Management Exempt CATEGORY: Administrative GRADE: D JOB SUMMARY: Direct and oversee the activities of the College’s Purchasing function to include procurement, contracts, and insurance related functions. ESSENTIAL FUNCTIONS: YEARLY PERCENT OF TIME 30% 1. Direct and oversee the Purchasing Department function to include strategic and tactical operations, including, but not limited to procurement planning, compliance with state law, district purchasing policies and procedures, maintaining ongoing sources of supply in support of College operations. 2. Develop and manage non-employment contractual agreements for consultants, lease, rental, interlocal and service agreements, including negotiations, contract development and contract management. Seek legal review from attorney representing the College when required. 25% 3. Responsible for the strategic planning and operational management of the department. Research, plan, recommend, and implement departmental budget. Review and recommend policies and procedures in adherence with federal and state law, through the appropriate decision making channels. 15% 4. Responsible for management of assigned commodities to include develop and preparation of commodity specifications of items to bid, direct and ensure a fair competitive process to provide the College with “best value” purchases for all commodities. 15% 5. Maintain ongoing management of current insurance policy coverage to ensure minimum exposure to the College on property, auto and general liability. Provide coordination between legal counsel and insurance carriers. 5% 6. Conduct vendor performance evaluations annually to ensure compliance with contract provisions. Maintain communication with awarded vendors; implement corrective action, as needed. 5% 7. EXPERIENCE: Seven (7) year related purchasing experience. CERTIFICATIONS/LICENSURES: Professional Certification in Purchasing from ISM, NIGP, NAEB, or other nationally known professional purchasing organizations. SPECIAL SKILLS AND ABILITIES: 1. Skills/Abilities: Must possess abilities in the following areas: analyzing financial data; exercising a high degree of innovation and creativity; read, analyze, and interpret general business periodicals, professional journals, technical procedures and/or government regulations; write reports, business correspondence, and procedure manuals; communicate effectively (oral and written), and maintaining a professional attitude. 2. Equipment Used: Personal Computer and other equipment associated with a general office environment (copier, telephone, fax, etc.) 3. Software Used: A variety of word-processing, spreadsheet, database, e-mail, and presentation software.
