Task A:
Dear Secretary,
The war is taking its toll on our men. Thousands have lost their lives. My commanders in the field
tell me that, without fresh troops, the war will be lost. I am considering asking Congress to pass a
conscription law that will allow us to draft men into the army. There is a problem, however. The
Constitution does not state that the federal government has the power to force men into military
service. I need your advice on this matter before I send the proposal to Congress. Please provide me
with what you think is the best Constitutional explanation for why the conscription law will be
found to be either constitutional or unconstitutional. Do we have the power to draft?

Pretend that you are a Secretary in the President’s Cabinet. Respond to the President’s
request by telling him whether you think a law requiring men to serve in the military is
constitutional and why.
Task B:
A new bank is coming to town and they have hired your advertising firm to come
up with a brochure (bookmark) that will promote and attract customers to the bank.
Design a brochure that promotes (places special emphasis on) the services that the bank
will provide to customers.
