II.

Bill Jonson, CAG Chair, called the meeting to order at 8:20 a.m. New members of the CAG introduced themselves. Jan Platt reported that she is on the National Estuary Board.

III.

The minutes of the meeting of January 9, 2001 were reviewed and approved as issued.

IV.

Old Business: a.

Status of approval of the Letter of Intent Application. Joe Feaster reported that the Letter of Intent had been forwarded to the State Scenic Highway

Advisory Council (SHAC). This group approved the document and has returned it with comments to District Seven. An official response is being drafted for the District Seven Secretary.

V.

Eligibility Document Training: a.

Joe Feaster, Buddy Cunill, and Lynn Marie Watley presented a training session on the preparation of the Eligibility Document.

The reported that the program manual and forms are on line at the FDOT web site. c.

Background Assessment: This is the first of the two major sections of the

Eligibility Document. This information is likely already available in existing documentation of the CAG members. d.

Intrinsic Resource Assessment: This is the second of the two major sections of the Eligibility Document. As part of this section an impressions survey will be performed. This includes impressions of the

“average citizen” – both good and bad. The group identified the following groups to survey: Welcome Center users, Hotel guests, commuters, and recreation users. e.

The Intrinsic Assessment also includes a field inventory of the byway.

The format isn’t as important as the data. f.

As the group prepares the assessments, research opportunities will be identified. Research then forms the basis for the “corridor story”. Some of the themes for the Courtney Campbell corridor story would likely include: it was totally man made, we wouldn’t build one today, the eco systems adapted to the man made structures in positive and negative ways. g.

One of the requirements is the development of a video – potentially prepared by a High School video team. h.

Mr. Cunill suggested that the group prepare the eligibility document as succinctly as possible. i.

When we prepare the final draft it is submitted for review prior to final submission.

VI.

Special Nature of the Courtney Campbell a.

Mr. Cunill observed that the Courtney Campbell is different than most other scenic highways. This one is a destination for recreational uses. For this reason he thinks that Recreation is the key intrinsic element of the causeway.

VII.

Eligibility Document Preparation Status: a.

Ed Royer reported that he took photos of many aspects of the causeway.

Additionally he has been researching the history of the causeway. b.

Commissioner Platt suggested the CAG include the Keep Hillsborough

Beautiful. This group is conducting a clean up project of the causeway on

4/21/01. They do a causeway clean-up twice a year. c.

Joe Feaster took the action to obtain a copy of the LINKS environmental assessment from Todd Mecklenborg. d.

Ed Royer is completing his internship. His work will be turned over to

Tim Kurtz who will coordinate the completion of the intrinsic assessment.

VIII.

Next Meeting a. Meet on May 4 at 8:30 a.m. in the FDOT Clearwater Construction Office

Conference Room. The group asked that a presentation on the LINKS project be made at this meeting.
