Bill Jonson, CAG Chair, called the meeting to order at 8:40 a.m. Chris
Gasinski was introduced as the replacement for Joe Feaster as FDOT’s
representative.
III.
The minutes of the meeting of July 20, 2001 were reviewed. The agenda for
the next meeting included an incomplete sentence. It should have said “ the
draft Background document will be reviewed.
IV.
Old Business – Corridor Impressions Survey
a. Katie Cole distributed the results of the Corridor Impressions Survey. 139
surveys were returned including 60 responses by email. Participants
included tourists, commuters, and college students.
b. The group decided to keep the survey open for another month.
c. Council member Saul-Sena suggested that she would contact the
newspapers in Tampa to encourage an article that could open the survey to
more people.
d. Bill Jonson will contact the Tampa Bay Regional Planning Council to
determine if the survey can be made available on their site. [Response this
can be put on their web site.]
e. Ms. Cole was given another 20 or so surveys by Mr. Bjiers. She will
update the summary information.

V.
New Business
a. The group reviewed Mr. Sergeant’s letter of July 15, 2001. The group
then decided to include in plan options alternative transit options in the
Corridor Management Plan.
b. The group decided to obtain additional letters of support from the
following organizations (listed with CAG responsibilities):
i. Tampa Chamber of Commerce – Saul-Sena
ii. Hillsborough Convention and Visitors – Saul-Sena
iii. Tampa Bay Partnership – Cole
iv. Three Pinellas County Chambers of Commerce – Cole
v. Tampa Bay Regional Planning Council – Jonson
vi. Pinellas County Convention and Visitors Bureau – Cole
c. The group noted that we comply with the provisions of the Florida
Sunshine Law by issuing a public notice of all meetings (via city staff
assistants in Clearwater and Tampa), meetings are open to any member of
the public, and minutes are published.
d. Mr. Feaster shared a copy of bylaws from the A1A Pride group. He
suggested that we should adopt bylaws to comply with state byways
requirements.
e. The group discussed establishment of a separate 501(3)c for any funds that
would be received by the group. Ms. Saul-Sena suggested that a better
approach would be to ask the Tampa Bay Regional Planning Council or a
community foundation to serve as our depositary. Bill Jonson will consult
with the Clearwater City Attorney for suggestions. [TBRPC will host a
custodial account for the CAG if required. They do this for other
organizations.]
f. Background Assessment –
i. Ms. Saul-Sena took copies of the draft to share with the
Hillsborough County and the Hillsborough MPO.
ii. All members were asked to send comments back to Sue Dutill.
iii. Ms. Dutill will send Bill Jonson an electronic copy of the narrative
for distribution.
g. Ms. Saul-Sena suggested that an intern might be available to assist the
CAG in the spring. She will ask the Hillsborough MPO to assist with the
next phase of the documentation effort.
h. Mr. Bjers reported on the status of the Beach at the east end of the
causeway as a result of a meeting with Clearwater City officials.
i. Parking will be restricted to the waterside of the beach.
ii. Public restrooms are on hold pending financing.
iii. A proposal for a one way in and one way out is being considered.
This option would require those leaving the beach to exit to the
east only. They would have to make a U-turn if they want to
return to Clearwater. Another option is for a consolidated exit with
the Clearwater Christian College that could have a traffic light.

Bill Jonson volunteered to check on the status of the traffic study
for this intersection.
i. Mr. Jonson spoke for the group in expressing appreciation to Joe Feaster
for his assistance with the Scenic Highway process.
VI.
Next Meeting
a. Meet on November 14 at 8:30 a.m. in The Florida Department of
Transportation’s Clearwater Construction Office, at 3204 Gulf to Bay
Boulevard Clearwater, Florida 33759.
