Bill Jonson, CAG Chair, called the meeting to order at 8:45 a.m.
III.
The minutes of the meeting of May 28, 2002 were reviewed. They were
approved as issued.
IV.
Old Business
a. Mr. Palozzi reported on the status of the Eligibility Document approval
process. He is awaiting comments from State FDOT Scenic Highway
Coordinator, Mariano Berrios. Comments received from local District 7
officials are of a minor nature.

i. Councilmember Saul-Sena observed that the group needs someone
to oversee administration of the project on an ongoing basis.
ii. The group heard a report of the discussions with the Tampa Bay
Regional Planning Council. The group moved and voted
unanimously to officially ask the TBRPC to become our sponsor.
iii. Chairman Jonson will pass this request on to TBRPC.
c. Additional Support Letters

V.
New Business
a. Reclaimed water availability for the causeway: The group discussed the
options for using reclaimed water on both sides of the causeway.
Clearwater’s Advanced Wastewater Treatment facility is located at the
west end of the causeway. Tim Kurtz offered to check the possibility of
this plant supplying the west end of the causeway. The group noted that
the STAR project is delivering reclaimed water along Spruce to
Manhatten.
b. Tampa Interstate Project
i. Elaine C. Illes was introduced as the design consultant on the
FDOT District Seven Interstate Urban Design Guidelines. She
distributed a Tampa Interstate Study Current Status of Design
Aesthetics document to the group (attached as the last two pages of
these minutes).
ii. The process included community involvement and consideration of
noise abatement. The group made plant tours of vendors to see
what was available.
iii. The process involved creating a standard pallet for the design from
the fencing to the concrete finish.
iv. The final design is still evolving. The highest standards are in the
Ybor area. She reported that the Westshore area is lacking budget,
but the City has committed to maintaining the landscaping. Some
of the areas have very limited opportunities for landscaping. She
reported that 40-50% of the cost of landscaping is for installing the
irrigation system.

v. The group asked about extending these designs to other roadways
like US 19.
vi. Ron Glass at FDOT has expressed an interest in integrating this
into the interstate process. Ms. Illes noted that the process is more
important than the funding.
vii. The final design will be starting for the Courtney Campbell and the
airport intersection in the fall. This is a good time to influence the
process. The group suggested that area businesses weigh in to
influence the FDOT to make the Causeway a significant
“gateway” to Tampa with additional landscaping. The project is at
30% concept design.
viii. Councilmember Saul-Sena took the action to contact the Dana
Shores Homeowners Group about supporting the project.
c. Scenic Highway Presentation:
i. The group reviewed the need for a short PowerPoint presentation
on the Courtney Campbell Scenic Highway project. Ms. SaulSena and Ms. Cole will draft a 12-minute script outline. Mr.
Gregory volunteered to have URS prepare the presentation.
VI.
Next Meeting - 8:30 a.m. July 26 at the URS seventh floor Board Meeting
Room, 7650 West Courtney Campbell Causeway in Rocky Point area. The
meeting will cover the following:
a. Report on the presentation script – Linda Saul-Sena
b. Existing Maintenance Activities – Carla Price, Tim Kurtz, and Mike
Palozzi
c. Status of the Technical Committee update – Brian Smith and Ned Baier
