A Requirement to accompany new ITUT standards with implementation
guidelines
Background
• Uganda hosted a meeting of Question 15/13
on Applying IMT and IMS in developing
countries mobile networks in April 2012
• Meeting was preceded by a workshop whose
aim was to increase awareness and
understanding on IMT and IMS
• Meeting was attended by regulators and
operators mainly from Africa
Challenge
• The meeting observed that most operators in
Africa ( mainly developing countries) cannot
cope with speed of rolling out new
technologies and standards
• ITU could help by increasing awareness by
requiring that each new standard developed
should be accompanied by implementation
guidelines ( e.g guide on migrations)
Proposal
• Uganda is therefore wishes to make a
proposal to the effect that a resolution is
adopted making it a requirement that new
standards should henceforth be accompanied
by implementation guidelines
Possible implications
• Likely to add value to the work of Study
groups
• Make it easier for developing countries to
adopt new technologies
• Should only be applicable to new standards
