Conclusions:
This report presents the Annual Action Plan for 2013-14.
A rigorous development process has resulted in a
balanced and effective Annual Action Plan for 2013-14
and associated performance targets to deliver the
priorities and objectives as laid out in the Corporate
Plan 2012-2015
Recommendations:
I propose that you approve the Annual Action Plan
2013-14 as set out in Appendix D and the targets
and recommendations for performance indicators
as set out in Appendix E.

Annual Action Plan 2013/14
1.1
This report presents the second annual action plan for 2013/14 designed to
deliver the Corporate Plan 2012-2015. It builds on and develops further the
work of the first Annual Action Plan 2012/13 which is currently being
delivered. The plan is intended to be operational from 1 April 2013 to 31
March 2014.
1.2
Over the winter Staff, Managers, Heads of Service, members of Corporate
Leadership Team and Portfolio Holders have been reviewing the progress of
the Annual Action Plan 2012/13 and developing the next. In addition,
meetings have been taking place with town and parish councils which have
also informed this process.
1.3
Some activities in the Annual Action Plan 2012/13 have already been
completed or are anticipated to be completed by the end of March 2013.
These therefore do not appear in the Annual Action Plan 2013/14. Progress in
delivering the activities in the Annual Action Plan 2012/13 and achievement
against targets will be reported in our Annual Report for 2012/13 which will be
produced later this year and presented to Cabinet and Overview and Scrutiny
Committee.
1.4
Some activities in the Annual Action Plan 2012/13 are anticipated to still be in
the process of being delivered during 2013/14, or were always designed to be
activities that would require more than one year to complete, or are expected
to run for the full period of the Corporate Plan 2012-15. These activities have
been rolled forward into the Annual Action Plan 2013/14. Some activites may
have been slightly amended to take account of changing circumstances or
new opportunities that have arisen.
1.5
Some longer term activities in the Annual Action Plan 2012/13 met milestones
as planned during 2012/13 and have been reworded to show the milestone
that should be achieved during the Annual Action Plan 2013/14.

Some new activities have been added to the Annual Action Plan 2013/14.
1.7
The Annual Action Plan 2013-14 attached as Appendix D is the result of that
review.
1.8
The performance indicators and their targets designed to assist in managing
the achievement of the objectives in the Corporate Plan 2012-15 have also
been reviewed and recommendations for targets for 2013/14 or changes to
the indicators are presented in Appendix E.

Managing Delivery of the Annual Action Plan 2013/14
2.1
The Annual Action Plan 2013/14 will be delivered by applying the revised
Performance Management Framework. Implementation of the framework is
under continuous review and improvement as required by Cabinet and
Management Team.

Conclusion
3.1.
A rigorous development process has resulted in a balanced and effective
Annual Action Plan for 2013-14 and associated performance targets to deliver
the objectives laid out in the Corporate Plan 2012-2015

Implications and Risks
4.1
Agreeing a clear Annual Action Plan for 2013/14 is a key part of the process
to ensure the Council achieves the objectives in the Corporate Plan 2012-15
and reduces the risk of failure.

Financial Implications and Risks
5.1
There are no direct financial implications associated with this report. However,
there are performance measures and targets, and activities included in the
Annual Action Plan 2013/14 that are specifically related to finance. In addition,
corrective action needed during delivery of the plan or an activity within it may
have financial implications that would need to be made clear at the time any
action is agreed.

Sustainability
6.1
There are no direct implications for sustainability in this report. However, the
Annual Action Plan it presents seeks to increase the sustainability of the
social, economic and environmental situation in North Norfolk

Equality and Diversity
7.1
There are no direct implications for equality and diversity in this report. If any
activity in the Annual Action Plan 2013/14 requires review of a service being
delivered or a change to a policy of the Council an Equality Impact
Assessment on any proposed changes will be carried out.

There are no implications for Crime and Disorder in this report.
