(1) In all cases of promotion,the continuous
ad hoc service re nde red in th e feeder post, i
any, pri or to regul ar appoi ntmen t to t he pos t
shall be t uke n into ac co unt tow ards the length
of servi ce uS pre scribed in th ese rules for
pro m oti on subjec t to the condition that th e
adhoc appoi ntme nt/promotion in the feeder
category had been made after following
proper acceptable process of selection in
accordanc e with the provisions of R&P Rules :
Provided that in all cases where a
jun ior
pe rson
becomes
eligible
for
con siderat ion by v irtu e of his/ her total length
of servic e (includin g th e servic e rend ered on
NL: F~:-1
-7-service/appointment) in the feeder post in :
vi ew of l he provision referred to above, all
persons sen ior to him/her in th e respectiv e
cuLeg ory/pos t/cadre shall be deemed to be
el ig ib le for consideration and placed above
th e junior person in the field of consideration :
Provided further that all incumbents to
be considered for promotion shall possess the
minimum qualifying service of at least three
yetlrs' or that prescribed in the R&P Rules for
the post, whichever is less:
Pro vid ed further that where a person
bec omes ineligible to be considered for
pro motio n on account of the requirements 0 .

him/her shu ll also be deemed to be ineligible
for consid eration for such promotion .
Explanation:- The last proviso shall not render

junior
incumbents
ineligible
for
considera ti on for promotion if the senior
ineligible person(s) happened to be Exservicem en recruited under the provisions of
Rul e-3 of the Demobil ized Armed Forces
Personnel ~ Reservation of Vacancies in th e
Himtlchal State Non-Technical Services) Rules,
1972 an d having been given the benefit of
seniority th ereunder or recruited under the
provisions of Rule-3 of the Ex-Servicemen
(Reservation of Vacancies in the Himachal
Pradesh Technical Services) Rules, 1985 and
htlving been given the benefit of seniority
thereunder.
(2) Simil arl y, in all cases of confirmation
cont in uo us ad hoc . serv ice rendered on the
fe eder pos t, if tlny, prior to the regular
appoin tm en t against su ch po st shall be taken
into acco un t towards the length of service, i
the adhoc appointment /promotion had been
made after proper selection and in accordance
with the provision of the R& P Rules:
Pro vided that inter-se-seniority as a
result of confirmation after taking into
account. ad hoc service rendered as referred
to above sha ll remain uncha nged.
