Role:

Under the general supervision of the Vice President of Finance, accomplishes the Human Resources strategic objectives by planning, organizing, and implementing the assigned functions required to operate and maintain departmental activities and services. As a member of the College’s senior administrative team (ATeam), the Human Resource Director provides strategic recommendations based on human resources analysis.

As the Executive team member collaborates with the College’s leadership team members in the work of research, planning, development and implementation to enhance the College’s Human Resources functions, policies, procedures. Plan, organize, direct, control or coordinate the personnel, training, and human resources policies and procedures for the College. Other duties as assigned.

Administrative responsibilities: Plans, organizes and directs the activities and staff of the Human

Resources Department, including recruitment and selection, classification and compensation, employees benefits, environmental, health and safety, organizational development and training, payroll rate processing, labor relations, affirmative actions, and risk management. Work involves the application of professional knowledge and personal judgment to a variety of technical personnel and managerial problems and issues. Ensures compliance of applicable tribal, state, and federal laws and regulations related to confidentiality, integrity and accountability. Works collaboratively with unit supervisors, academic chairs, academic dean, vice presidents to implement policies related to academic credentialing, professional development, staffing needs, contracts, and relate personal processes and procedures.

Supervisory responsibility: Manages the development and implementation of Human Resources department goals, objectives, policies and priorities for each function. Directs and coordinates the

Human Resource Department’s work plan; assigns projects and programmatic responsibilities; reviews and evaluates work methods and procedures, meets with staff to identify and resolve problems. Develops and administers the department’s annual budget. Coordinates the institutions major attraction events; Annual Employee Recognition and Christmas Celebration.

Responsible for conducting wage surveys within labor markets to determine competitive wage rates.

Analyzes wage and salary reports and data to determine competitive compensation plan. Responsible for records of personnel transactions such as hires, promotions, transfers, performance reviews, and terminations. Explains Human Resource department programs, policies and activities; negotiations and resolved sensitive and controversial issues.

Oversees employee benefit program responsibilities by directing the administration of the group health insurance and life insurance plans, COBRA, HIPPA, FERPA, and FMLA. Analyzes existing benefit policies of organization and prevailing practices among similar organizations to establish competitive benefit programs. Serves as HIPPA and FERPA privacy officer and ADA coordinator. Conducts internal investigations and resolves disputes; responds to Federal Equal Opportunity Employment Commission

(EEOC), Navajo Nation Office of Navajo Labor Relation (ONLR) and Navajo Labor Commission (NNLC) complaints.

Minimum Qualifications:

Education:

A minimum of a Bachelor’s Degree in Business Administration - Human Resource Management from an accredited college or university in Human Resources or Personnel Administration. Preferred

Master’s degree in Business Administration – Human Resource Management.

Experience:

The preferred Human Resource candidate will demonstrate a minimum of five (5) years of senior level administrative experience to include fiscal management experiences in higher education and/or fiscal management experience with non-profit institutions. Demonstrates in excellence in managing human

resources, and reporting. Higher education experience is highly desirable but not mandatory.

While performing the duties, the employee regularly is required to sit; use hands to fingers, handle or feel; reach with hands and arms and talk to hear. The employee occasionally is required to stand, stoop, kneel, crouch or crawl. Employee must occasionally lift and/or move up to 25-pounds.
