Office of Financial Management Washington State Major Project Status Report January 23, 2008 Agency Number: 686 Agency: State Board for Community & Technical Colleges Project Number: 05-1-852 Project Title: Anderson Hall Replacement Bill Reference: 488-05-809 Project Description: The new Wenatchi Hall will replace Anderson Hall with a new facility that has over 80,000 gross square feet of teaching and learning space. This has become the home for our allied health programs that consist of nursing, radiation technology, medical laboratory technology, chemical dependency studies, medical assistant, nursing assistant, fire science, and emergency medical technician (EMT). We also included space for biology, mathematics, student services, and administration. This project was consistent with the Wenatchee Valley College master plan and is critical for delivering the strategic mission of the college. We started the pre-design process through a locally funded capital campaign in 2002 so that we could request design and construction funds in the ensuing biennia. Our project MACC was established at $13,868,000, but due to a variety of issues at bid time the low bid was at $15,365,000. Through value engineering and other cost reduction strategies we were confident that we would be able to complete the building without reducing square footage or programs, and still achieve the level of design quality we have selected and were successful in that endeavor. On July 13th Wenatchi hall received its occupancy permit. After furniture delivery and installation we moved into the building the first few weeks of August. After a few grand opening celebrations the first of September we were ready for classes at the end of September. The commissioning process worked well indetifying areas that needed work but as a whole the project was constructed well with quality as a focus. Discussion of Project Quality Over the past three years we have elevated the design quality and look of our campus construction projects, bringing the standard to a 50-year benchmark using timetested materials and processes. This includes using concrete, steel, and brick to enhance the look and feel of the campus and create a collegiate learning environment. Our consultants were selected with that standard in mind and have performed a variety of construction projects around the state that have withstood the test of time. Our design standards are becoming evident upon touring our facilities, from the brick selections, color pallets, DDC control systems, and door hardware. We selected a commissioning agent for the project who was hired during design to ensure that the building will function the way it was designed. They ensured that the systems function as designed while working directly with the contractor. We also had an independent testing firm who checked the quality of work. Though we did not pursue a LEED silver designation, the standard was used during design and sustainability was a requirement placed upon our consultants. 3
