COUNTERINTELLIGENCE TARGET LIST
1. FISS Infrastructure/Personnel
a. When OPLAN is implemented, JTF Korea J2 will develop a list of specific offices and
institutions within the FISS structure that can provide information of FISS targeting and operations within
the JOA.
b. When OPLAN is implemented, JTF Korea J2 will develop and update a specific listing of FISS
personnel whose knowledge of Counterintelligence(CI), if captured, would be of interest to enemy
interrogators.
c. Collection Priorities and Targets. CI elements/agencies supporting this OPLAN will collect
information IAW the priorities/targets listed below. Priorities/targets may be altered as the situation
develops.
(1) Weapons of mass destruction.
(2) All Special Operations Forces.
(3) Anti-US partisan and radical groups.
(5) Hostile clandestine operatives/groups in theater of operations.
(6) Other subversive activities as listed in Appendix 1 to Annex B (EEI).
d. Specific items of desired information concerning subjects outlined in Paragraph 1.c.
(1) Plans and objectives (specific targets and times have top priority).
(2) Identification of terrorist or intelligence groups, membership, area of operations, and
influence.
(3) Identification and location of key personnel linked to anti-US and radical groups.
(4) Methods of operation for sabotage operations.
(5) Organizational structure.
(6) Training and related facilities.
(7) Weapons, explosives and documents.
(8) Logistics and communications.

(9) Identification of patron states and/or groups.
(10) Intrusion attempts into DOD computer systems.
