Establish range allotments. 2. Approve Allotment Management Plans/Operating Agreements except for inter-district or inter-forest permits. The schedule of range improvements and activities should be extrapolated from the results of the current integrated analysis that evaluates the site specific effects of the projects needed to implement the Forest Plan on the area(s) included in the range allotment. This schedule along with objectives, management, monitoring, and evaluation elements should be documented in an operating agreement with the grazing permittee. 3. Approve applications for and issue term permits except for inter-district or inter-forest permits. Term permits and supporting documentation should be consistent with current sample packages. Cover letter will document discussions with permittee regarding needed changes in stocking and/or management. 4. Confirm waivers of term grazing permits. 5. Approve annual validations for term permits. An annual validation is required for all permitted use. Changes from the term permit should have rationale and supporting documentation attached to the validation. Rationale should document how the changes will contribute to accomplishment of the integrated resource goals for area. Documentation should also describe how the effectiveness of the change will be monitored. 6. Approve nonuse of term permits for the following purposes: a. Permittee convenience for up to three consecutive grazing seasons on a year by year basis. b. Resource protection c. To conduct research, administrative studies, or other fact finding, for the length of the proposed activity. 7. Modify term permits. Changes from the term permit should have rationale and supporting documentation attached to the modification. Rationale should document how the changes will contribute to accomplishment of the integrated resource goals for area. Documentation should also describe how the effectiveness of the change will be monitored. Approve seasonal extensions of term permits. All pre-season, post-season, or subsequent post-season extensions should have rationale and supporting documentation attached to the supplemental application approving the extension. Rationale should document how the extension will contribute to accomplishment of the integrated resource goals for area. Documentation should also describe how the effectiveness of the extension will be monitored. 9. Suspend or cancel up to 100 percent of a term permit for violation of terms or conditions. Permittee should receive timely notice of the basis for the pending action and have an opportunity to meet with District Ranger to discuss the circumstances of the violation prior to finalization of the action. Lenders holding escrow waivers should receive notification of pending action. 10. Approve applications for and issue temporary grazing and livestock use permits. 11. Issue free livestock use permits. 12. Suspend or cancel up to 100 percent of a temporary grazing, or livestock use permit for violation of terms or conditions. 13. Make seasonal extensions of temporary grazing, or livestock use permits. 14. Approve refund or credit of grazing fees. Refunds or credit should be allowed only with timely notification of the permittee. Documentation of the notification will be noted on or attached to the application. 15. Issue bills for collection of grazing fees including fees for unauthorized and excess livestock use. Bills for collections and followup of late payments should follow procedure outlined in FSH 2238, R-3 SUPP 125. 16. Approve permit modifications for range improvements. 17. Establish requirements for and approve performance bonds. Performance bonds should be used only when administrative penalties are not appropriate to insure payment for damage or costs to prevent or mitigate damages.
