Zero Code Page 3 of 4 FSM 2200 – Range Management Chapter – Zero Code 2204 - RESPONSIBILITIES 2204.3 - Forest Supervisors District Rangers on the Carson National Forest are delegated the following authorities. These authorities are not to be delegated to an Acting District Ranger, except when the District Ranger is scheduled to be gone for more than 21 calendar days or the District Ranger position is vacant. 1. Approve applications for and issue livestock use and temporary grazing permits, and cancel such for violation of the provisions and requirements under which they were issued. 2. Approve applications for, issue and validate term grazing permits in accordance with established policy. 3. Approve request for refund or credit toward the following year's fees of unused grazing fees. 4. Confirm Waiver of Term Grazing Permit and Escrow Waiver of Term Grazing Permit Privileges. 5. Approve base property for term grazing permits. 6. Approve nonuse for personal convenience for up to six consecutive years, and nonuse agreements for resource protection. 7. Suspend or revoke up to 100 percent of term grazing permit privileges for violations applicable to laws and regulations, or the provisions and requirements under which it was issued. 8. Modify term grazing permits in accordance with established policy. 9. Approve pre and post grazing season extensions. Extensions in-excess of five days must be billed for in advance of use. 10. Issue Bills for Collection for grazing fees including fees for excess and unauthorized use. 11. Approve Annual Operating Instructions. 12. Approve Range Allotment Analysis, monitoring methodologies, and data collected from these approved methodologies. 13. Approve Environmental Analysis for Allotment Management Plans. 14. Approve application for and issue private land grazing permits and on/off grazing permits. Cancel such for violations of the terms and conditions under which issued. 15. Special delegations to Jicarilla, El Rito, and Canjilon District Rangers: a. Approve maintenance agreements for wild free-roaming horses. Appoint non-Forest Service personnel to assist in specific situations of short duration in the administration of the Wild Free-Roaming Horse and Burro Act.
