District rangers have responsibilities and authority to: 1. Approve applications for and issue Term Grazing Permits (FSM 2231.11 and 2231.03). Term Permits involving increases over current obligations and/or grants will be reviewed by the Forest Ranger Staff. 2. Approve non-use of Term Grazing Permits for: a. Permittee convenience for up to 3 consecutive grazing seasons on a year-by-year basis. b. Resource protection agreements for not longer than the remaining period of the Term Grazing Permit after review by the Forest Range Staff. c. The conduct of research or other fact finding for the length of the proposed activity after Forest Ranger Staff review. d. Conservation reserve up to the length of the approved agreement. 3. Confirm waivers of Term Grazing Permits. 4. Modify Term Grazing Permits (FSM 2231.61). 5. Cancel/suspend up to 100 percent of the Term Grazing, Temporary Grazing, or Livestock Use Permits for violations of terms and conditions after review by the Forest Range Staff. 6. Approve applications for and issue Temporary Grazing and Livestock Use Permits. 7. Make seasonal extensions of Term Grazing, Temporary Grazing, Livestock Use Permits (all extenstion will be charged). 8. Approve refund or credit for unused fees. 9. Establish requirements for and approve performance bonds. 10. Issue Bill of Sale to purchasers of impounded livestock. 11. Approve Annual Operating Plans. 12. Issue free Livestock Use Permits.
