Establish minimum base property and livestock ownership requirements to qualify for a term permit (FSM 2230). 2. Establish upper and lower limits and approve special limits for term permits (FSM 2230). 3. Close areas to livestock grazing or open previously closed range, when justified by the Forest Land Management Planning process. 4. Approve allotment management plans involving wilderness, primitive, or wilderness study areas. 5. Approve agreements under the 1966 Memorandum of Understanding with Bureau of Land Management (FSM 2251.4). 6. Approve agreements and Memorandum of Understanding with Soil Conservation Service, Bureau of Land Management, and Extension Service (FSM 1531.12e). 7. Approve plans and enter into agreements for control of estray or unbranded livestock, noxious weeds, and forage destroying insects. 8. Approve management plans involving wild free-roaming horses. 9. Adjust or abolish wild free-roaming horse and burro territories in accordance with Forest Plans 10. Issue term permits to Indian tribes on the basis of rights reserved by treaty. 11. Approve nonuse for Conservation Reserve up to the length of the approved agreement. 12. Establish criteria for issuing, extending, modifying, suspending, or canceling term, temporary grazing, or livestock use permits. 13. Establish audit schedules for National Grassland Grazing Association. 14. Determine the adjusted value of permanent range improvements; negotiate and settle cases involving compensation for permittee interests. Establish and terminate livestock driveways. 16. Negotiate and authorize exchanges of grazing uses with Federal and State agencies. 17. Establish base property requirements within limits established by the Regional Forester. District Rangers are delegated authority as follows. This authority cannot be redelegated. 1. Establish range allotments. 2. Approve Allotment Management Plans. 3. Approve applications for and issue term permits (FSM 2231.1). 4. Approve nonuse of term permits for the following purposes: a. Permittee convenience for up to three consecutive grazing seasons on a yearby-year basis. b. Resource protection. c. To conduct research, administrative studies, or other fact finding, for the length of the proposed activity. 5. Confirm waivers of term grazing permits. 6. Modify term permits. 7. Suspend or cancel up to 100 percent of a term, temporary grazing, or livestock use permit for violation of terms or conditions. 8. Approve applications for and issue temporary grazing and livestock use permits. 9. Issue free livestock use permits. 10. Make seasonal extensions of term, temporary grazing, or livestock use permits. 11. Determine allowable administration costs and conservation practice requirements on National Grasslands and Land Utilization Projects (FSM 2245.03). 12. Approve refund or credit of grazing fees.
