2204 - RESPONSIBILITY
2204.3 – Forest Supervisors.
District Rangers of the Bighorn National Forest have responsibility and authority to perform the
following activities, as long as Forest Plan goals and objectives are being met:
1. Establish range allotments.
2. Approve Allotment Management Plans with Forest Supervisor's review.
3. Approve applications for and issue term permits (FSM 2231.1).
4. Approve nonuse of term permits for the following purpose:
a. Permittee convenience for up to three consecutive grazing seasons on a year-by-year
basis.
b. Resource protection.
c. To conduct research, administrative studies, or other fact finding, for the length of the
proposed activity.
d. To cooperate with Conservation Reserve Program, nonuse may be granted for term of the
CRP agreement.
5. Confirm waivers of term grazing permits.
6. Modify term permits.
7. Suspend or cancel up to 100 percent of a term, temporary grazing, or livestock use permit for
violation of terms or conditions. Actions will be guided by R2 Interim Directive 04-9 dated 9/04
to FSH 2209.13, paragraph 16.2.
8. Approve applications for and issue temporary grazing and livestock use permits.
9. Issue free livestock use permits.
10. Make seasonal extensions of term, temporary grazing or livestock use permits.
11. Approve refund or credit of grazing fees.
12. Prepare and issue Bills for Collection for grazing use.
