With several bridges included in one project and more than one bridge installation over the same stream, a unique name is desired, and a unique number (mile post) is essential. Structural Engineers are encouraged to participate in the planning activities to assure adequate design information is provided. 1.11 - Road Management Objective. Utilize decisions documented on Road Cards and road management objectives to meet FSM, FSH. and decision document direction. Use the list of road management objective elements contained in R10 Supplement 1 to FSH 7709.55, Transportation Planning Handbook, if a revision or change is made to the intended purpose of the road or the design parameters for the structure. Assure that revisions to the road management objectives are approved by the appropriate line officer. 1. National Environmental Policy Act. Ensure that projects involving new construction of transportation structures have undergone, or are currently undergoing, environmental disclosure as required by the National Environmental Policy Act (NEPA). Road Cards, including road management objectives for each road, will normally be developed during the NEPA process. For reconstruction, or structure replacement projects that do not require a NEPA environmental disclosure, develop the categorical exclusion documents in accordance with FSM 1909.15, chapter 27, and R10 Supplement 1, to FSH 7709.55. Assure that revisions to Road Cards and road management objectives are approved by the appropriate line officer. 2. Permits. Follow the procedures and requirements of FSM 5460, R10 Supplement 32, for all required Federal and State of Alaska permits. Permits that may be needed include: a. Federal. 1) Corps of Engineers - 404 Permit 2) Environmental Protection Agency - 402 Permit 3) EPA/COE (Joint) - 402/404 Permit b. State of Alaska. 1) Tidelands Permit 2) Title 16 Permit 3) Coastal Management Act Certification 4) Clean Water Act 401 Certification R10 SUPPLEMENT 7709.56b-91-1 EFFECTIVE 5/6/91 1.1-1.42 Page 2 of 3 1.14 - Project Development Process (Flow Chart). To the extent practical for each project, follow the Transportation Structure Project Process (exhibit 01). Work described in chapters 1-6 is primarily the responsibility of the Forest; however, Regional specialists should be consulted throughout the process. 1.3 - DESIGN REQUIREMENTS. For projects that will likely require multi-span structures or single-span structures with unique construction features, schedule the work with sufficient lead time to allow for complete design in-house, or under a separate A/E design contract. Do not plan on or use design/construct contracts for multiple-span structures, or other structures with potentially complex designs. 1.42 - Report Preparation, Review, and Approval. Following completion of all preconstruction engineering work, submit the Project Engineering Report, roadway design notes and drawings, bridge drawings, special project specifications, cost estimates, and other design notes to the Regional Office for approval in accordance with FSM 7720. Where standard bridge drawings are used, list all desired standard drawing numbers to be included in the final package, and drawings will be provided by the Regional Office.
