The Result ■ Higher availability and efficiency thanks to a modern control and electrical system including the appropriate service package ■ Easier consistent operation and monitoring thanks to the communication between the electrical system and the control system via IEC 61850 ■ Comprehensive plant automation thanks to the integration of the MAN steam turbine into SPPA-R3000 Turbine Controls The Plant The combined cycle power plant, Vuosaari A, was commissioned in 1991 in Helsinki by Helsingin Energia, one of the largest energy companies in Finland. Vuosaari A has two Siemens V64.3 gas turbines, at 58 MW each, and a MAN steam turbine, at 45 MW. Together with Vuosaari B, the power plant produces the majority of electricity and district heat in Helsinki. The Task As the power plant was constructed in the 1990s, some components had reached the end of their lifetime and spare parts were no longer available. Additionally, control systems of several manufacturers were in use, which meant that the operating staff had to work with different HMIs. By modernizing the power plant with a single control system that is able to communicate with the new electrical systems and the turbine control, Vuosaari A will have a uniform monitoring and operation system. This new system will also support the high availability of the CCPP. Our Solution The modernization project at Vuosaari A comprises the state-of-the-art SPPA-T3000 Control System, including migration from existing Teleperm ME, several components from the SPPA-E3000 Complete Electrical Package product range and SPPA-R3000 Turbine Controls. These modern, comprehensive turnkey solutions, including a service package, support the high efficiency and availability of the power plant. By using SPPA-T3000 as the control system for Vuosaari A, an all-encompassing concept was realized. All electrical components were fully integrated via IEC 61850 in the unit control. This was the first project in which this communication protocol was used in Finland. The turbine control of the two Siemens gas turbines and the MAN steam turbine were modernized with SPPA-R3000. Additionally, the hydraulic interface of the steam turbine was adapted to the new turbine control system. In addition to the electrical systems, SPPA-R3000 is also integrated in the hardware, engineering and the HMI of the modern control system. The result is a uniform control system for all automation tasks. All components can be monitored and operated via a single user interface from the control room and from several work stations in the power plant. This makes these tasks much easier for operators and supports the high availability and efficiency of Vuosaari A. The competence of a turnkey supplier, as well as the experience and know-how of the project team, contributed towards the first class execution of this project.
