of the auction of the right of conclusion of the lease agreement of two land
plots constituting the single lot, for their integrated development for housing
purposes
The Russian Housing Development Foundation (hereinafter – the RHD
Foundation), pursuant to the resolution of the Board of the RHD Foundation (Minutes
No. 105 dated 28.05.2014), announces the holding of the auction opened according to
the composition of participants and form of submission of bids for the right of
conclusion of the lease agreement of two land plots constituting the single lot, for their
integrated development for housing purposes (hereinafter accordingly – the auction,
the lease agreement, the Plots).
Information about the Plots:
Information about the Plot No.1
Address (location): Ryazan region, Ryazanskiy district, near the village of
Varskie.
Cadastral (or conditional) number: 62:15:0060214:35; land plot area is: 755 000
sq. meters; land category: human settlements lands; type of approved use: for housing
construction.
The Plot boundaries are specified in the cadastral passport of the land plot No.
6200/301/13-210570 dated 28.10.2013 issued by the Affiliate of the Federal State
Budgetary Enterprise “Federal Cadastral Chamber of the Federal Service for State
Registration, Cadastre and Cartography” for the Ryazan Region.
Pursuant to the cadastral passport of the land plot No. 6200/301/13-210570
dated 28.10.2013: The land plot is partially situated within the Zone: «Protective zone
of the power supply network facilities (HV power line 110 kV)», 62.15.2.11, the
information about which is included into the state real-estate cadastre on the basis of
the Map (Plan) No. n/a dated 17.11.2010, the Power of Attorney No. 4-253 dated
21.09.2010, other document No. 62.15 dated 06.02.2012, other document No. 6215
dated 03.05.2012. In the state real-estate cadastre there is no information about the
parts of the Plot which are situated within the Zone: «Protective zone of the power
supply network facilities (HV power line 110 kV)», 62.15.2.11, the information about
which is included into the state real-estate cadastre on the basis of the Map (Plan) No.
n/a dated 17.11.2010, the Power of Attorney No. 4-253 dated 21.09.2010, other
document No. 62.15 dated 06.02.2012, other document No. 6215 dated 03.05.2012.
Westward the Plot borders upon a dirt road and non-arable plains. The southern
part of the Plot borders upon a forest. The eastern part borders upon non-arable fields
and a forest. Along the northern border of the Plot there are power transmission line
poles. The northern part of the Plot borders upon a dirt road and a woodland. Along
the western part of the Plot there is a traprock. Westward the Plot borders upon the
Foundation's land plot with cadastral number 62:15:0060214:33, within the boundaries
of which there are two capital construction objects – soil-reclamation canals.

The holder of the right of the Plot is: the Foundation (Certificate of state
registration of right No. 62-МД 811246 dated 13.11.2013), restrictions
(encumbrances) of the right: not registered.
Information about the Plot No.2
Address (location): Ryazan region, Ryazanskiy district, near the village of
Varskie.
Cadastral (or conditional) number: 62:15:0060214:34; land plot area is: 1 059
000 sq. meters; land category: human settlements lands; type of approved use: for
housing construction.
The Plot boundaries are specified in the cadastral passport of the land plot No.
6200/301/13-210565 dated 28.10.2013 issued by the Affiliate of the Federal State
Budgetary Enterprise “Federal Cadastral Chamber of the Federal Service for State
Registration, Cadastre and Cartography” for the Ryazan Region.
Westward, the Plot borders upon the industrial buildings territory. The southern
part of the land plot borders upon the territory of Ryazan agricultural college and
asphalt road to the village of Krasniy Voskhod. The land plot borders upon traprocks
eastward and north-westward. Northward the Plot borders upon agricultural lands. The
Plot is situated close to the Foundation's land plot with cadastral number
62:15:0060214:33, within the boundaries of which there are two capital construction
objects – soil-reclamation canals.
Along the motor road in the southern part of the Plot there is an underground gas
pipeline to the village of Krasniy Voskhod. Northward there is an underground
communication cable on the Plot.
The holder of the right of the Plot is: the Foundation (Certificate of state
registration of right No. 62-МД 811245 dated 13.11.2013), restrictions
(encumbrances) of the right: not registered.
According to the drawing «Summary chart (main drawing) of the Master Plan.
Diagram of the borders of designed zones of placement of local capital construction
objects (social infrastructure)» of the Master Plan of the rural settlement Varskovskoe
of Ryazan municipal district of Ryazan region approved by the decision of the Council
of Deputies of the rural settlement Varskovskoe of Ryazan municipal district of
Ryazan region No. 131 dated 26.05.2011, the Plots are situated in the following zones:
– middle-rise and low-rise residential housing;
– individual residential housing;
– general education schools;
– nursery educational institutions;
– zone of business, public and commercial use;
– city public green spaces.
According to the urban zoning map of the Rules of land use and development of
the rural settlement Varskovskoe of Ryazan municipal district of Ryazan region
approved by the decision of the Council of Deputies of the rural settlement
Varskovskoe of Ryazan municipal district of Ryazan region No. 39 dated 27.05.2013,
the Plots are situated in the following zones:

– Ж-1 – individual residential housing;
– Ж-2 – low-rise apartment housing up to 3 storeys;
– Р-2 – public green spaces;
– ОД-2 – zone of business, public and commercial use.
The special conditions of use of the Plot territory include the necessity, when
designing and constructing, of taking into account the presence of protection zones of
utility facilities, the aerodrome noise zone, the fire break between woodlands and
residential housing, the standard distance from the main gas pipeline to the bases of
buildings. Within the boundaries of the Plots there are meliorative drainage system and
a mire.
1. Terms and conditions of the auction
The auction organizer is the Foundation.
Initial price of the right of conclusion of the lease agreement is 4 956 000 (four
million nine hundred fifty six thousand) rubles, including VAT 18%.
The amount of increase of initial price (bidding step): 200 000 (two hundred
thousand) rubles.
The lease payment for the Plot is determined in the amount of 9 (nine) rubles 06
kopecks, including VAT 18% per 1 square meter of the area of the Plots per annum,
and is not subject to be changed during the whole lease term.
The purchase price of 1 square meter of the total area of the land plot intended
for housing or other types of construction, which was formed from the Plots as a result
of their division, is determined as follows: the amount of the redemption price of such
plot amounting to 36 kopecks, VAT exempt, per 1 square meter of the total area of
land plot shall be increased by the amount of lease payment per 1 square meter of the
Plots due and payable during the lease term of the Plots, including VAT 18%, less the
lease payment paid under the lease agreement.
The duration of lease agreement is 15 (fifteen) years from the date of signing of
the Plot acceptance and transfer certificate.
The length of period of payment of the lease payment in the amount of 50% of
the rate of market lease payment is four (4) quarters.
2. Terms and conditions of the integrated development of the Plots
2.1. The maximum term of preparation of territory planning plan and the territory
surveying projects within the boundaries of the Plots is eight (8) months from the date
of signing of the Plots acceptance and transfer certificate.
2.2. The maximum term of performance of work for the territory improvement by
means of the construction of the engineering infrastructure facilities, being subject,
upon the completion of construction, to the gratuitous transfer into the municipal, state
ownership or registration as a private ownership unit, is 15 (fifteen) years from the
date of signing of the Plot acceptance and transfer certificate.

The other terms and conditions of the transfer are determined pursuant to the law
of the Russian Federation.
2.3. The maximum term of implementation of the housing or other construction,
subject to the type of approved use of the Plots intended for the housing or other types
of construction, is 15 (fifteen) years from the date of signing of the Plot acceptance
and transfer certificate.
2.4. The form of security for obligations for the integrated development of the
Plots intended for housing, including those for the payment of lease payment, is a bank
guarantee in the amount of annual lease payment for the Plots for a period of
performance of obligations as provided in clauses 2.1-2.3 of this Announcement,
increased by three (3) months.
2.5. The preparation of documentation of the territory planning, the architectural and
construction designing and housing shall be carried out in compliance with the
requirements to the parameters and characteristics of the intended territory development
within the boundaries of the Plot, including those to the density and parameters of
territory development, to the characteristics of development of the social, transport
servicing and engineer and technical procurement systems necessary for the territory
development, to the minimal volume of the housing, to the other technical and economic
ratios of the housing, also the requirements to the construction materials and building
technologies applied, in part of the power efficiency and ecological compatibility thereof,
including:
2.5.1. Housing construction, including low-rise economy class housing.
2.5.2. Minimal volume of the total area of residential premises is
195 000 sq. meters
2.5.3. A portion of the economy-class residential premises shall be no less than
10% of the total area of residential premises.
2.5.4. The housing and other types of construction on the Plots are implemented
by stages, with determination of minimal volume of commissioning of the housing
objects by years starting from the third year of the lease, on accrual basis, including:
– during 3 (three) years of the lease – of total space no less than 15 000 square
meters;
– during 4 (four) years of the lease – of total area no less than 30 000 square meters;
– during five (5) years of the lease – of total area no less than 45 000 square meters;
– during six (6) years of the lease – of total space no less than 60 000 square meters;
– during seven (7) years of the lease – of total space no less than 75 000 square
meters;
– during eight (8) years of the lease – of total space no less than 90 000
square meters;
– during nine (9) years of the lease – of total area no less than 105 000 square
meters;
– during ten (10) years of the lease – of total area no less than 120 000 square
meters;

– during eleven (11) years of the lease – of total space no less than 135 000 square
meters;
– during twelve (12) years of the lease – of total space no less than 150 000 square
meters;
– during thirteen (13) years of the lease – of total space no less than 165 000 square
meters;
– during fourteen (14) years of the lease – of total space no less than 180 000 square
meters;
– before the end of the fifteenth (15) year of the lease - of total area no less than 195
000 square meters
2.6. The list of requirements as provided in clause 2.5 of this Announcement is
determined in the draft lease agreement.
2.7. The restrictions on implementation of the economic, entrepreneurial and
other kinds of activities, ownership, use and disposal of the Plots, the other restrictions
related to the special legal treatment of the Plot, are determined pursuant to the law of
the Russian Federation. The restrictions prescribed are to be complied with by the
auction winner.
2.8. The Plots' lessee has an exclusive right to acquire into ownership or take
into lease the land plots intended for the housing or other types of construction, formed
from the Plots transferred to the lessee for its integrated development for housing
purposes, other than as provided in the lease agreement.
3. Procedure for execution of participation in the auction
3.1. In order to participate in the auction, the bidder or his representative shall
submit to the auction organizer the following documents, in accordance with the list:
3.1.1 An application in the approved form;
3.1.2 A payment document (original) with the mark of the payer’s bank,
confirming the applicant’s transfer of the stipulated deposit as security for the payment
of the right to conclude a lease agreement purchased at the auction;
3.1.3 An extract (original) from the Unified State Register of Legal Entities – for
a legal entity, an extract from the Unified State Register of Individual Entrepreneurs –
for an individual entrepreneur, issued not later than one month before the date of
application for participation in the auction;
3.1.4 A copy of the identification document of the applicant’s representative;
3.1.5 Documents containing the proposals on the territory planning, surveying
and development pursuant to the rules of land use and development and the norms of
urban planning within the boundaries of the Plots. The mentioned documents shall be
verified by the signature of the applicant (or its authorized representative) stamped
with the seal of the legal entity.
3.1.6 Copies of permits for the commissioning of the capital construction objects,
copies of acceptance certificates of the capital construction objects for the last three
years, preceding the final date for the submission of bids for participation in the

auction, copies of forms of the federal statistical observation (form No. C-1) to
confirm the bidder’s compliance with the requirements as provided in clause 5.1 of
this Announcement;
Copies of permits for the commissioning of the capital construction objects, as
well as copies of acceptance certificates of the capital construction objects, shall be
certified by the signature of the bidder (or his authorized representative) and attached
with the seal of the bidder – legal entity.
Copy of form of the federal statistical observation (form No. C-1) shall bear the
acceptance mark, applied by the body of statistical observation and certified by the
signature of the bidder (his authorized representative) and attached with the seal of the
bidder – legal entity.
In addition, if the construction has been carried out by the bidder (developer) with
the involvement of a contractor on the basis of a contract, the bidder (developer) shall
submit the following documents:
1) Copies of permits for the commissioning of the capital construction objects;
2) Copies of acceptance certificates of the capital construction objects (form No.
КС-11)
3) Copies of the forms of the federal statistical observation (form No. C-1);
If the bidder (developer) is simultaneously the person engaged in the
construction, the bidder (developer) shall submit the following documents:
1) Copies of permits for the commissioning of the capital construction objects;
2) Copies of the forms of the federal statistical observation (form No. C-1);
3.1.7. An extract from the register of members of self-regulating organization
(original), enumerating the types of work for the organization of construction,
reconstruction, complete overhaul of the capital construction objects (the construction
of which is provided by the invitation to tender), which affect the safety of the capital
construction objects and for which the member of the self-regulating organization has
a permit, confirming the bidder’s compliance with the requirement as provided in
clause 5.2 of this Announcement;
3.1.8 Application (declaration) (original) of applicant’s conformity to the
requirements as provided in clauses 5.3-5.6 of this Announcement, singed by the
applicant (his representative) and attached with the seal of the applicant – legal entity.
The bidder compliance with the requirement as provided in clause 5.3 of this
Announcement is declared in terms of confirmation of absence of the arbitration court
judgment concerning the bankruptcy administration of the bidder or extension of the
period thereof, the recognition of the auction participant as insolvent (bankrupt), and
the opening of the bankruptcy proceeding.
The application (declaration) shall be presented in original signed by the applicant
(or its authorized representative) stamped with the seal of the legal entity.
3.2. Pursuant to part 3 of article 16.7 of the Federal Law No. 161-FZ dated
24.07.2008 “On Facilitation to Housing Construction Development” (hereinafter – the
Federal Law), the persons who are the parties to a simple partnership agreement shall
be allowed to the participation in the auction.

To participate in the auction, the applicant, who is a party to a simple partnership
agreement, or his representative, shall submit to the auction organizer the following
documents:
3.2.1. A notarized copy of the simple partnership agreement;
3.2.2. A bid in the approved form, executed by the bidder;
3.2.3. A payment document (original) with the mark of the payer’s bank,
confirming the applicant’s transfer of the stipulated deposit as security for the payment
of the right to conclude a lease agreement purchased at the auction;
3.2.4. A copy of the identification document of the bidder’s representative;
3.2.5. Documents containing the proposals on the territory planning, surveying
and development pursuant to the rules of land use and development and the norms of
urban planning within the boundaries of the Plots. The said documents shall be
certified by the signature of applicant (his representative) and attached with the seal of
the applicant – legal entity;
3.2.6. Copies of permits for the commissioning of the capital construction objects,
copies of acceptance certificates of the capital construction objects for the last three
years, preceding the final date for the submission of applications for participation in
the auction, copies of forms of the federal statistical observation (form No. C-1) to
confirm the applicant’s compliance with the requirements as provided in clause 5.1 of
this Announcement (documents to be submitted in respect of persons who are parties
to the simple partnership agreement that meet the specified requirement);
Copies of permits for the commissioning of the capital construction objects, as
well as copies of acceptance certificates of the capital construction objects, shall be
certified by the signature of the bidder (or his authorized representative) and attached
with the seal of the bidder – legal entity.
Copy of form of the federal statistical observation (form No. C-1) shall bear the
acceptance mark, applied by the body of statistical observation and certified by the
signature of the bidder (his authorized representative) and attached with the seal of the
bidder – legal entity.
In addition, if the construction has been carried out by the bidder (developer) with
the involvement of a contractor on the basis of a contract, the bidder (developer) shall
submit the following documents:
1) Copies of permits for the commissioning of the capital construction objects;
2) Copies of acceptance certificates of the capital construction objects (form No.
КС-11)
3) Copies of the forms of the federal statistical observation (form No. C-1);
If the bidder (developer) is simultaneously the person engaged in the
construction, the bidder (developer) shall submit the following documents:
1) Copies of permits for the commissioning of the capital construction objects;
2) Copies of the forms of the federal statistical observation (form No. C-1);
3.2.7. An extract from the register of members of self-regulating organization
(original), enumerating the types of work for the organization of construction,
reconstruction, complete overhaul of the capital construction objects (the construction

of which is provided by the invitation to tender), which affect the safety of the capital
construction objects and for which the member of the self-regulating organization has
a permit, confirming the applicant’s compliance with the requirement as provided in
clause 5.2 of this Announcement (documents to be submitted in respect of persons,
who are parties to the simple partnership agreement that meet this requirement).
3.2.8. In addition, in respect of each person, who is a party to a simple
partnership agreement, the following documents shall be submitted:
– an extract from the Unified State Register of Legal Entities – for a legal entity,
an extract from the Unified State Register of Individual Entrepreneurs – for an
individual entrepreneur, issued not later than one month before the date of bidding for
participation in the auction (original);
– a statement (declaration) (original) confirming that the bidder, who is a party to
a simple partnership agreement, complies with the requirements as provided in clause
5.3-5.6 of this announcement, singed by the bidder (its representative) and attached
with the seal of the bidder – legal entity.
The statement and declaration shall be submitted in original copies signed by the
bidder or his authorized representative and attached with the seal of the bidder – legal
entity.
In case of submission of bid for participation in the auction by the bidder’s
representative, a power of attorney (original) executed in the approved form shall be
produced.
If the bid for participation in the auction is submitted by a person who is a party
to a simple partnership agreement, the powers of such person shall be confirmed by an
original of the power of attorney executed in accordance with the law of the Russian
Federation, issued to such a person by the other members, or a notarized copy of the
simple partnership agreement containing the relevant powers.
The bid and list of documents provided are to be executed in two counterparts.
3.3. The bids (approved form) with enclosed documents as specified in clause 3.1
of this Announcement are accepted by the auction organizer on business days from
11.00 a.m. till 6.00 p.m. (lunch break 1.00-2.00 p.m.) starting from May 30, 2014 at:
city of Moscow, Slavyanskaya Square, house 4, bldg 1, entrance No 4, room 105. The
bidding deadline is June 26, 2014, at 6.00 p.m.
3.4. From the date of publication of this Announcement and till the date of
termination of acceptance of bids, a person who desires to participate in the auction
has a right to:
– examine the auction documentation, copies of the cadastral passports and copies
of the certificates of state registration of right of the Plots, on business days from 11.00
a.m. till 6.00 p.m. (lunch break 1.00-2.00 p.m.), at the address as specified in clause
3.3 of this Announcement. This Announcement, the auction documentation, copies of
cadastral passports and copies of certificates of state registration of right of the Plots
are published on the Foundation’s web site;

– by written request received by the auction organizer no later than a date
preceding the date of bidding deadline, obtain the explanations concerning the auction
documentation;
In this case, if the request is made by a legal entity, then the request text shall
contain: a reference to the registration number of the tender, address of the Plots, name
of the legal entity, full name of the representative of the legal entity, address to which
the response to the request shall be sent.
If the request is made by an individual, then the request text shall contain: a
reference to the registration number of the tender, address of the Plots, full name of an
individual, address to which the response to the request shall be sent.
In case of the absence of the above information, explanations will not be
available.
– by written request received by the auction organizer no later than 10 (ten) days
before the date of termination of acceptance of bids, make an inspection of the Plot in
the presence of representative of the auction organizer. The auction organizer informs
the bidder about the date and time of inspection during 3 (three) business days from
the date of receipt of request in a way as specified in the request.

3.5. For participation in the auction, the applicant shall contribute a deposit in the
amount of 4 956 000 (four million nine hundred fifty six thousand) rubles. The
deposit is to be contributed by wire transfer, under the deposit agreement which is to
be concluded at the place of acceptance of applications as per the procedure prescribed
by Article 428 of the Civil Code of the Russian Federation, or to be credited by wire
transfer on the settlement account of the auction organizer as specified in this
Announcement, without conclusion of the deposit agreement, on no later than June 25,
2014.
The deposit is VAT exempt, to be transferred in the currency of the Russian
Federation in a lump sum according to the following banking details: settlement
account No. 40503810400020008040 at Open Joint-Stock Company “Sberbank of
Russia” (OJSC “Sberbank of Russia”), correspondent account No.
30101810400000000225 at the Operations Department of the Main Territorial
Department of Bank of Russia, BIC 044525225, Taxpayer Identification Number
(INN)/Taxpayer Registration Reason Code (KPP) 7709441907/770901001. To be
indicated in the section “Payment purpose”: “Deposit as the security of payment of the
right to conclude a lease agreement of two land plots (registration number of the
auction) purchased at the auction”.
A deposit is considered as contributed as of the moment of crediting of cash
assets on the settlement account of the auction organizer.
The performance of obligation for contribution of a deposit by third parties shall
not be allowed.
3.6. The auction organizer is entitled to annul the auction no later than 15 (fifteen)
days before the date of its holding, as well as to take a decision on the introduction of

amendments into the announcement and (or) auction documentation no later than 5
(five) days before the date of termination of acceptance of bids.
4. Procedure for holding of the auction, determination of its winner and
conclusion of the lease agreement
4.1. Determination of the auction participants is going to take place on June 27,
2014 at: city of Moscow, Slavyanskaya Square, house 4, bldg 1, Central Entrance,
room 321.
4.2. The auction is to be held on June 30, 2014 at 1.00 p.m. at the address
specified in clause 4.1 of this Announcement.
The auction participants are registered on the day of holding of the auction during
one (1) hour before the beginning of the auction.
The auction is held as per the procedure prescribed by the auction documentation.
An auction participant who has offered the highest price is recognized as the auction
winner.
4.3. The bidders who are not admitted to the participation in the auction are
refunded with a deposit in 3 (three) days from the date of signing of the bid acceptance
protocol, the auction participants, other than a winner – during 3 (three) days from the
date of signing of the auction outcome minutes. A deposit contributed by the auction
winner is set off towards the payment of price of the right of conclusion of the lease
agreement.
4.4. The price of the right of conclusion of the lease agreement shall be paid by
the auction winner no later than ten (10) days from the date of signing of the auction
outcome minutes.
4.5. The auction organizer ensures the signing with the auction winner of the
lease agreement and the transfer to the auction winner of the Plots under the
acceptance and transfer certificate, no earlier than ten (10) days from the date of
publication of the auction results on the Foundation’s web site, and no later than
twenty (20) days after the date of holding of the auction, provided the cash assets
constituting the price of the right of conclusion of the lease agreement were credited on
the Foundation’s account in the amount as determined in the auction outcome minutes.
4.6. If the auction winner has refused or avoided signing of the auction outcome
minutes or conclusion of the lease agreement or has violated the term of payment of
the right of conclusion of the lease agreement, prescribed by the auction outcome
minutes, the auction winner forfeits the right of conclusion of the lease agreement, and
the deposit contributed is kept back, or the auction organizer brings before the court a
claim for enforcement of the auction winner to the conclusion of the lease agreement,
damage recovery, or other requirements as provided by the civil legislation.
Data about the participant of the auction avoided to sign the lease agreement is to
be included to the register of bad-faith developers, provided for by Article 16.8 of the
Federal law
4.7. If the auction has been recognized as failed due to the fact that less than two
(2) participants took part in the auction, the Foundation shall, on the day of holding of
the auction, deliver or send to a single auction participant (his authorized

representative) a proposal for conclusion of the lease agreement at the initial price and,
if such participant agrees, the Foundation signs with him (her) the said agreement as
per the procedure, within the term and on the conditions as provided in clauses 4.4 and
4.5 of this Announcement.
5. Requirements to the auction participants
Pursuant to part 1 of article 16.7 of the Federal Law, the RHD Foundation sets the
following mandatory requirements to the auction participants (hereinafter – the
requirements).
5.1. The auction participant’s experience in the development shall not be less than
three years, provided that the total volume of commissioned housing objects
(residential premises) for the last three years preceding the final date for the
submission of applications for participation in the auction is not less than 15 000
square meters of the volume of commissioning of housing objects (residential
premises).
5.2. The auction participant shall have a permit to carry out work for the
organization of construction, reconstruction, capital repair of housing and civil
construction, which affect the safety of capital construction objects (clause 33.3 of the
List of types of work for engineering surveys, preparation of object documentation for
the construction, reconstruction, capital repair of capital construction objects, which
affect the security of capital construction objects, approved by the Order of the
Ministry of Regional Development of the Russian Federation No. 624 dated
30.12.2009).
5.3. The auction participant, a legal entity, has not been subject to liquidation and
an arbitration tribunal has not issued a decision on the introduction or extension of
period of the bankruptcy administration, the auction participant, a legal entity or
individual entrepreneur has not been declared insolvent (bankrupt) and there is no
bankruptcy proceeding opened as of the date of bidding for participation in the
auction.
5.4. The auction participant has not suspended its activities as of the date of
bidding for participation in the auction, in accordance with the Code of Administrative
Offences of the Russian Federation.
5.5. Absence of information about the auction participant (in terms of fulfillment
of obligations under contracts or agreements, the subject of which is construction,
reconstruction, complete overhaul of the capital construction objects, organization of
construction, reconstruction, complete overhaul of the capital construction objects, or
the construction or purchase of residential premises) in the unfair providers registers
that are maintained in accordance with the Federal Law No. 223-FZ dated July 18,
2011 "On the procurement of goods, works and services by certain types of legal
entities" and the Federal Law No. 94-FZ dated July 21, 2005 "On placing of orders for
delivery of goods, performance of work and services for state and municipal needs”, as
for a legal entity, an information about its founders, the chairman of the collegiate
executive body, a person who performs the functions of the sole executive body of the
auction participant.

5.6. Absence of information about the auction participant in the unfair developers
register that is maintained in accordance with the Federal Law.
5.7. If the auction participant is a person being a party to a simple partnership
agreement:
– the requirements as provided in clauses 5.1 and 5.2 of this Announcement shall
be applied in the aggregate in relation to the persons who are the parties to a simple
partnership agreement. In addition, each person who is a party to such agreement must
meet at least one of the above-mentioned requirements to the fullest extent.
– the requirements as provided in clauses 5.3-5.6 of this Announcement shall be
applied in relation to each person who is a party to a simple partnership agreement.
