A Message From the Chief During a Commission Meeting for the 2014 Budget process, the discussion turned to crime statistics, as they were occurring in Valley City. The Commissioners were interested in what the current numbers were, having seen the 2012 Annual Report, which detailed the activities of the Valley City Police Department for the 2012 calendar year. The result of the discussion was a request that the Valley City Police Department supply statistical information on the existing workload on a more frequent basis. This report is the next in that series. While these quarterly reports will not contain the breadth and depth of information that is contained in our Annual Reports, it should be able to answer the question, “What have you done for us lately?” With 2015 halfway completed we have finished our installation of the new Motorola Premier One Records Management System. As promised the State of North Dakota has designed and implemented an electronic patch between our RMS and the Barnes County Communications Center’s CAD system. The two electronic friends seem to working just fine. Initial training on the new software has been is now completed and all personnel are able to use the new RMS. I would also direct the reader to those statistics listed under the term “Other” in the various tables. You will see that that number is much lower and there will be a greater understanding of exactly what crimes have been committed in Valley City. The reason there was no first quarter report completed this year was because we did not have all of the reporting modules installed in the RMS which meant I could not get any statistics. That is now fixed so this will be the first report using only the new RMS data. VCPD has also received, installed, and now fielded our new in-car video system which was purchased earlier this year. We are very pleased with its performance so far and will be installing the access to the system at both the City Attorney and State Attorney’s offices shortly. Thank you, Chief Fred J. We have better success in obtaining meaningful data from the State in the manner numbers and types of accidents. We are still trying to get sufficient location and cause data. TOTALS 0 0 10 10 41 Here again, a robust CAD and Records Management System would help fill in the gaps for such information as, the intersections or locations with the most accidents, the most prevalent violation, and other information that would aid in directed traffic enforcement to help reduce the numbers of accidents. Further, there is no information in these statistics about “Non-Reported Traffic Accidents” or those accidents that occur and are not reported to the State. The State has now upgraded TraCS to version 10.5. This will enable us to get better data from the State reference our submissions into TracCS. The State is also looking at the possibility of having the TracCS data automatically downloaded into the new Motorola Premier One RMS package that we should have online by the end of 2015. VALLEY CITY POLICE DEPT. CITATIONS ISSUED DATA To go along with the traffic accident data another indicator that can be used for traffic enforcement is “Citations Issued” data from our personnel. We have recently found a way to get some of the citation issued data out of our current systems. We believe this information is very close to accurate although we have not had the opportunity to verify this information with hard counts. Again, as our technology improves, we will be able to present more accurate data.
