Standard 1 for Accredited Courses
This course is designed to provide individuals with the skills and
knowledge of multi-skilled theatre workers who can work as production
team leaders in small companies and community theatres as well as in
the production of festivals and events. The course offers a balance in
the development of performance, technical production, business and
theatre event and festival production skills. This is advantageous in
ensuring employment outcomes in various roles within the
entertainment industry, articulation to other courses within TAFE or
Higher Education and community voluntary needs.
Work at this level may be paid or unpaid. Possible job titles could
include :
 Community theatre worker
 Corporate entertainer
 Fringe/independent theatre creator
 Production manager
 Production assistant (senior role)

Script worker

Stage manager
It should be noted that attainment of the Diploma of Theatre Arts may
also be a component of the development of oneself as a performer or
artist.

3.1 Industry

needs
Standards 1 and 2 for Accredited Courses
Acting on the advice of the Curriculum Maintenance Manager for
Arts/Entertainment and Recreation Skills Victoria as copyright holder
for this Crown Copyright course has determined that there is a
continuing need for this course.
The course was originally developed based on the need for multiskilled theatre workers who have technical skills and performance
skills and who are able to develop, manage and market productions
for small companies and community theatres as well as festivals and
events. The course offers a balance in the development of
performance, technical production, business and theatre event and
festival production skills. This is advantageous in ensuring
employment outcomes in various roles within the Entertainment
Industry, articulation to other courses within TAFE or Higher Education
and community voluntary needs.
The Performing Arts is a major contributor to arts and culture nationally.
Educationally it is also an important knowledge-base for the arts and
humanities in general. Data in the recent Arts and Culture publication
that derive from the 2006 census report that Theatre, Dance and Other
Performing Arts events have the second largest

national attendance rates (behind Cinema) and Performing Artists are
the second largest group for employment in Arts and Culture in
Australia (behind Designers). They also report that 277,600 people
performed as actors, dancers or in other performing arts roles before
an audience in 2007.
Investigation of the Theatre industry in Victoria shows there is an array
of theatrical performances happening throughout the year at hundreds
of different venues. These range from large scale international touring
companies to amateur productions in schools and community halls. It
should be noted that Melbourne is considered one of the major centres
for theatre arts internationally- eg: the Melbourne Fringe Festival is the
second largest Fringe Festival in the world and further that local
councils commit substantially to cultural development through the
performing arts.
Accordingly, Skills Victoria has funded the re-accreditation of
21680VIC Diploma of Theatre Arts stating :
Although a niche area in the performing arts, current course providers
indicate an increase in demand for theatre arts training. Feedback
indicates that the structure of the course should be more flexible to suit
the career aspirations of students and acknowledge the increased
application of technology in Theatre Arts, particularly in sound,
production, stage design and lighting.
This course aligns to the Victorian Government's 'Securing Jobs for
Your Future - Skills for Victoria' strategy to meet the demands of
users, both individuals and businesses. The course aligns to the
objective of skills deepening, where courses are offered to people who
are progressing to a higher level within an industry.
Enrolment in the Diploma over the last three years has been :

2008 - 103 enrolments
2009 - 118 enrolments
Industry experience indicates a continuing demand for theatre arts
workers, managers and performers particularly in the burgeoning
community theatre and events area.

The course has been refined during two previous re-accreditations and
it was the opinion of the steering committee that its outcomes
continued to be valid.
The steering committee reviewed the course outcomes and confirmed
them as the skills and knowledge necessary to :
 develop advanced performance skills
 refine performance skills
 inform industry practice through research into theatrical
reference
 develop higher order technical production skills
 develop business management skills relating to organisational
characteristics, the operations and productions of small
companies and community theatre
 conduct rehearsals through to performance of full production
for audiences.
 stage manage a production for theatre, festival or event
Discussion centred on ways in which the course might be made more
flexible and to reflect technological advances. It was agreed that this
could be accomplished by :
 Rationalising the pre-requisites of Victorian units
 Updating all units
 Adding a unit to improve graduates’ freelance skills and
industry knowledge
 Adding an appendix which listed suitable endorsed units from
Training Packages which might be accessed as electives.
 Adding to the proviso that suitable Training Package units
could be utilised as electives the possibility of using suitable
units from accredited courses
All steering committee members undertook to consult with their
industry colleagues to ensure that their views represented a broad
industry view.
There were two periods of extensive consultation. The first considered
an initial draft and the second considered the inclusion of suitable
training package units as an appendix. . A skills-knowledge profile was
developed (Appendix 4)
All units were mapped against the Victorian Credit Matrix and an
employability skills table drawn up (Appendix 1)
Students currently enrolled in 21679VIC Certificate IV in Theatre Arts
may complete the existing qualification or choose to transfer to the
new qualification. A transition table is provided to show the relationship
between existing units and updated units. (Appendix 3)

Framework Diploma level. Upon successful completion of the
qualification participants will be able to:

incorporating theoretical concepts, with substantial depth in
concepts in development and refinement of advanced of
performance and business management skills
analyse and plan approaches to technical problems or
management requirements particularly in the planning and
organisation of live productions and events

technical productions and industry operations

Work
The National Standard for Licensing Persons Performing High Risk
Work applies to persons performing dogging and rigging work.
Completion of the following units is required for certification at either
basic, intermediate or advanced levels.

 CPCCLRG3001A Licence to perform rigging basic level
 CPCCLRG3002A Licence to perform rigging intermediate level
 CPCCLRG4001A Licence to perform rigging advanced level.

National Code of Practice for Induction for Construction Work
Sets and staging for some performances or events may fall within the
definition of construction work. If so, people entering the construction
site are required to complete the general induction training program
specified by the National Code of Practice for Induction Training for
Construction Work (Australian Safety Compensation Council, May
2007).
Achievement of the unit ' CPCCOHS1001A Work safely in the
construction industry' from the CPC08 Construction and Plumbing
Services Integrated Framework Training Package fulfils this
requirement.
Victorian RTOs must have written verification from WorkSafe to deliver
and assess the unit CPCCOHS1001A Work safely in the construction
industry before applying for an extension to their scope of registration
by following the process outlined previously for High Risk Work.

Standards 2, 6 and 7 for Accredited Courses
In order to receive the qualification participants must complete 13 units
comprising 4 compulsory units and 9 electives. These must be made up
as follows :
 Core Units - 4 compulsory units
 Technical Production Electives - 3 units
 Industry Practice Electives - 3 units
 Theatre, Festival and Event Production Electives - 3 units
Persons who do not complete the qualification will receive a Statement
of Attainment detailing those units successfully completed.

5.2 Entry
requirements
Standard 9 for Accredited Courses
To enter into the Diploma of Theatre Arts participants should have the
following competencies:





Basic performance skills including conceptual and expressive
skills
A knowledge of the entertainment industry
Basic technical production skills in audio, lighting and set
construction
Basic business skills relating to the operations and productions
of small companies and community theatre
The ability to rehearse, perform and stage a simple
performance for audiences.
These competencies are achieved in the Certificate IV in Theatre Arts.
Participants entering the Diploma of Theatre Arts not having
completed the Certificate IV in Theatre Arts will need to demonstrate
the above competencies by presentation of a portfolio of evidence.
It is recommended that participants have learning, literacy, numeracy
and oral communication skills equivalent to Australian Core Skills
Framework (ACSF) Level 4. Full details, descriptors and tests can be
found on the Department of Education, Employment and Workplace
Relations website: www.deewr.gov.au . Students may enter below this
level at the discretion of the RTO.
6. Assessment
6.1
Assessment
strategy
Standard 10 for Accredited Courses
Assessment strategies for the XXX Diploma of Theatre Arts must
comply with Standard 1 Element 1.5 of the Australian Quality Training
Framework (AQTF): Essential Conditions and Standards for Initial
Registration /Australian Quality Training Framework (AQTF): Essential
Conditions and Standards for Continuing Registration.
This standard ensures assessment strategies meet requirements of
the course and have been developed in consultation with industry
stakeholders.
Assessment strategies must therefore ensure that:

all assessments are valid, reliable and flexible and fair

learners are informed of the context and purpose of the
assessment and the assessment process

feedback is provided to learners about the outcomes of the
assessment process and guidance given for future options

time allowance to complete a task is reasonable and specified
to reflect the industry context in which the task takes place
Assessment strategies should be designed to:

cover a range of skills and knowledge required to demonstrate
achievement of the course aim

collect evidence on a number of occasions to suit a variety of
contexts and situations

be appropriate to the knowledge, skills, methods of delivery and
needs and characteristics of learners

assist assessors to interpret evidence consistently

recognise prior learning

be equitable to all groups of learners
Assessment methods are included in each unit and include :

written reports or presentations

review of portfolios of evidence

direct questioning combined with review of portfolios of
evidence by third party reports
A holistic approach to assessment, by combining the assessment
of more than one unit, is encouraged to better replicate working
practice and reduce the potential for over assessment.
Assessment of units imported from training packages must reflect
the requirements of the Assessment Guidelines for that training
package.
Assessment procedures for this course should include RPL/RCC
processes. The AQTF imposes requirements on RTOs about
Recognition of Prior Learning (RPL). Information and support needs to
be provided to applicants so they can gather reliable evidence to
support their claim for recognition of competencies held regardless of
how, when or where the learning occurred. However, if a gap is found
in the candidate’s competence, pathways may include action to
address the gap.

Australian Quality Training Framework (AQTF): Essential Conditions

7. Delivery
7.1 Delivery
modes
Standard 11 for Accredited Courses
There are no restrictions on offering the program on either a full-time
or part-time basis.
Delivery methods should allow for self-directed development and
achievement, high level and independent judgement and taking
accountability for outputs.
The use of workplace based research projects is encouraged as a
form of learning benefiting both learner and employer.
Some areas of content may be common to more than one
element/performance criteria and therefore integration may be
appropriate.
The following range of pathways is available to participants who wish
to complete the Diploma of Theatre Arts:
 Work-based training and assessment
 RTO-based training and assessment
 Part RTO and part work based training and assessment
 Recognition of prior learning combined with further training as
required
 Full time or part time study.
The appropriate pathway for individual participants must be negotiated
with the training provider. Delivery and assessment modes for each
pathway must be consistent with the evidence guide noted in the
course units of competence.
Providers may contextualise units to suit particular learners by using
material relevant to the students’ experience or traditions and by
extending the required knowledge of units. In contextualising units
nothing may be subtracted from the unit. Contextualisation of Training
Package units must follow the rules for contextualisation set down in
the Training Package.

Students may enter this course from a range of backgrounds

Experience in amateur ( in the sense of unpaid) theatre and
performing arts
The course contains endorsed units of competency from training
packages. Satisfactory completion of these units gives credit transfer
to courses containing them.

monitoring and
evaluation

The 22184VIC Diploma of Theatre Arts will be maintained and
monitored by the Curriculum Maintenance Manager Arts/Entertainment and Recreation
The CMM will organise and convene an appropriate course advisory
group at mid-point of its accreditation period, the membership of which
will comprise:
 Industry representatives
 Past or present students
 Relevant industry advisory bodies
 Provider representatives
Feedback will be sought from the broader industry and other providers
offering the course as part of the review process. Data will be
gathered using student satisfaction surveys, teacher critique and
industry consultation.
The group will:

Review the implementation of the course

Provide advice on changing industry training requirements

Monitor and evaluate course standards, delivery and
assessment

Recommend minor changes to the program.
Recommendations for significant changes to the course resulting from
course monitoring and evaluation procedures will be reported to the
VRQA. All RTOs delivering the course will be notified of any changes
by the CMM.

JD provided a course and project overview and reported that the current
courses were accredited in 2006 and due at the end of 2010. The reaccreditation process will address any changes in the Theatre Arts industry in
the last 5 years (the period of accreditation), review any issues within the
current course structure as well as look at impending developments over the
next 5 years.

JD reported that the Project Steering Committee (PSC) for re-accreditation
projects usually meets a minimum of three times over the duration of the project
as follows:

2ndand 3rd PSC meetings are typically held at 4-6 weeks intervals.

Draft course documents are normally reviewed at the 2nd PSC meeting
and then circulated to Industry and other stakeholders for comment and
feedback which is directed to the CMM office (JD & AH) and the
Curriculum Writer (DT).

The 3rd PSC meeting will be the final validation of the course
documents.

Extra PSC meetings can be held if further work and/or discussion are
needed.

This meeting was scheduled as a continuation of the first PSC meeting to
finalise the Skills Knowledge Profile of Certificate IV and Diploma of Theatre
Arts courses. It was noted that a large number of PSC members were not
present and all suggestions would need to be ratified by the full PSC.

It was recommended that feedback on the current course structures is sought
from approximately 5 former students (in addition to those on the PSC)

First Aid unit in Cert IV was discussed at the 1st PSC meeting (Minutes item
5.4) - The issue of retaining first aid as a core unit was raised again. Currently
the first aid unit is a pre-requisite for the Diploma as the Cert IV is embedded in
the Diploma qualification. The issue of entry pre-requisites will need to be
revised to ensure that the courses are not seen as nested.
GD felt that to retain First Aid as a core unit it needed to be applicable to the
outcomes of both the Certificate IV and the Diploma courses. In addition, many
who come to VU for RPL only require gap training in the first aid unit – they
have been practising in industry without a first aid certificate.
o Suggestion: remove from core and place as an elective in the
physical theatre stream with the electrical units.
Due to the limited number of PSC present this will go out to all PSC

Development of Skills Knowledge Profile for the Diploma

It was again noted that the Certificate IV and the Diploma need to clearly
demonstrate a difference in vocational outcome as nested courses were no
longer permitted. Working from the Executive Summary for the current Diploma
the PSC identified the following course outcomes for Diploma level students:

GD suggested changing the course rules so that it is not obligatory to select
one unit from each of the three areas within the Technical Production stream
(Sound, Audio & Set Construction). This way the course is more open and not
‘one size fits all’.*
*(amendment to text as per minute item 1.3 from meeting on 13/09/10 )
MW voiced an objection to this and advocated retaining the current course
structure as completing units from each ‘stream’ gives students an
understanding of the different functions required for a theatre performance and
an appreciation of the perspective of those who work exclusively in those
functions.
BA felt that under the current structure some people are being taught things
they will never use again such as using a lighting board. There was general
agreement that :
o Students should be taught the basic understanding and theories
of light and lighting for performance without getting too technical
o
Spatial design and stage craft skills currently incorporated into
Certificate IV should be retained.
JD outlined the structure of Allied Health qualification which has ‘specialisation
streams’ as well as a ‘generic stream’ in the Diploma and suggested the
solution could be a structure similar to this.
DT stated that he can write a broad unit for performance-oriented students to
learn about lighting, audio, sets, stage compositions if the PSC felt this was a
possible option. There are a number of existing units which could inform this
such as CUVDSP15 Research and apply techniques for application to spatial
design. The unit could be adapted by adding the elements: ‘manipulate
elements of theatre’ and ‘creating a work’.

the professional engagement of other Swinburne graduates as guest workers at Red Stitch particularly stage managers and operators,FOH managers and creatives
the dedicated Graduate Program pathway whereby a candidate is selected for a one year
internship at Red Stitch as an Ensemble member with full entitlements and responsibilities
the inclusion in our permanent Red Stitch Ensemble of graduates from Swinburne's theatre arts
courses.
Red Stitch have read and reviewed the new units in the Certificate IV and Diploma of Theatre Arts as per
the submission. We are in agreement with t he structure of the proposed core and elective units, and
believer the vocational and educationalpathways to be consistent with the course aims.
There is a dearth of multi skilled workers within the theatre sector and Swinburne produces graduates
who have the requisite training to meet this need, which is precisely why we are so deeply invested in
