Welcome & Review of Agenda
 Meeting was called to order at 9:35 AM by chair M Malinowski
 Introductions and welcome
 Agenda was reviewed and clarified
Approval of Minutes of September 9, 2014(FF/TT)
General Public Comment Period
 No comments from the public
Membership
 TCRC representation is needed
 CALM should be invited
Training & TA through RTT/ELL Grant/ Community Forum – Joyce
 Joyce has had phone calls with Robert and Jennifer (ASQ liaison) at WestEd.
 Joyce was given a Part C to Part B transition flow chart
 Documents from previous resource training (through FRC) were reviewed
 Florene reported that Patty Moore will be keynote
 Joyce is looking for a venue – Sharol Viker is reported to have F5 money to assist with
venue and refreshments
 Discussion regarding using WestEd to assist with creation/distribution of IFSP survey at
the forum
o Children with IFSPs/ECE staff participating in IFSPS/why or why not
 Early start modules have been opened to the community through DDS/CDE funds
 Need a title for the forum
 Speakers are being contacted by Florene
 Marya will contact Rosie at TCRC for speaker
 Suggestion was made to begin forum with ICCAT talking points
Review and Update Activity Plan
 Follow up on Position Statement:
o Discussion re: changes in service delivery for preschool services in South County and
expanding position statement to include preschool
Operating under the authority of the Santa Barbara Board of Supervisors and Santa Barbara County Education Office

o Sub-committee will be formed
o Will send out document to relevant partners and ask for feedback and participation
in sub-committee for preschool expansion (SBCEO, etc) – Joyce will send
Joyce will send out activity plan and it will be reviewed at the next meeting

 Potential survey to be distributed at forum (discussed above)

Other Business
 Quality Action Team Talking Points – Flo
o Use four talking points already on website
o Use inclusion definition from position statement
 Translation of ES service provision in ECE settings – Amy will check with office to
determine if Alpha can provide this
 Referral Chart Update – the following changes were noted:
o CATCH – ext 4480 (N County line will be added)
o Web N County – CALM
o S County- FSA Collaborative
o SBCEO is providing nursing (SB/Lompoc/Santa Ynez)
o Webline no longer exists – Florene will work with Joyce to fix contacts
o Review updated version at next meeting

Announcements
 SE Conference in Ventura (Ventura County Office of Ed) with Sandi Walters on March 28
– Joyce will send out info
 ECS 112 Preschool Child with Special Needs offered at Hancock spring semester
Tuesdays at 6 pm
 Joyce discussed two upcoming funding opportunities:
o Federal government RFA for preschool expansion – SB county selected with inclusion
focus in SM and Lompoc; F5 lead with local partners – funding will be announced in
Dec/Jan
o QIRS block grant for quality – guidelines not yet released
