Welcome Message from
IPMA Chair – Ron Seymour
This year’s forum will be very exciting
because the IPMA is partnering with the
new Office of the State Chief Information
Officer (OCIO), Consolidated Technology
Services (CTS) and our Corporate
Members to bring you a series of events
that are directly in line or very relevant to
the new strategic direction of Information
Technology
in
Washington
State
government. Forum 2012 is focused on
bring you sessions that are relevant to the
challenges and opportunities that IT
professional are facing today. Over the 2
days of Forum, there will be 38 sessions
that will cover the topics that you have told
the IPMA that you would like to learn
more about. The hardest part for attendees
will be figuring out which sessions to
attend. There are sessions addressing
where the future of IT is heading, session
related to dealing with issues of today, and
session to teach us how to improve on
what we are already doing.
Forum’s
sessions will cover a wide variety of topics
including: some of the OCIO’s strategies
for Washington State IT, Cloud
Computing and what it means to State IT,
Software as a Service (SaaS), Mobile
computing including Bring your own
device (BYOD), Business intelligence and
Analysis, and much more.
The State of Washington’s CIO Bharat
Shyam will be Tuesday’s keynote speaker.
He will speak to the directions he sees for
State IT and Wednesday's keynote speaker
will be Rob St. John, Director of CTS.
Rob will describe how CTS will support
the direction of the CIO. Please stop by
and visit our Forum corporate members
and vendors and especially the IPMA’s
booth. Let us know what you think of this
year’s event. Remember, the Forum is the
centerpiece of a year-long effort by the
IPMA to provide you and your colleagues

Washington State’s Technology Strategies.

Speaker bio: Bharat Shyam was appointed
by Governor Chris Gregoire as the state’s
Chief Information Officer on November
15, 2011.
With nearly 20 years of
experience at Microsoft, he brings a deep
understanding of software and technology
to his new role. Bharat graduated with a
B.S. in Computer Science and Engineering
from IIT Bombay and went on to earn an
M.S. in Computer Science from Stanford
University. Bharat began his career at
Microsoft in 1993 as a software design
engineer, developing early prototypes of
one of the nation’s first smartphones. He
most recently served as General Manager
for Windows Azure working on the
Developer Platform.

Targeted Audience: Persons in a
supervisory or management capacity

Session Description: Many speakers have
discussed the topic of leadership. Most
will tell you that leaders are born and not
made and vice versa. Some will say that
delegation is the key to being a good
leader. Others will tell you that without
compassion for others and a vision for the
future, then there is no way you can be a
leader. In the grand scheme of project
management, leadership is a necessary
skill and most aspects of leadership can be
learned. In this presentation, the speaker
will
demonstrate
that
the
word
"Leadership" is actually an acronym that
depicts the key facets of a good leader.

students through the fundamentals of being
a good leader.

“learnable” skills of a good leader.
Speaker Bio: Gregg D. Richie is a Senior
Project Manager at Key Consulting, Inc.,
based in Tucson, AZ, which provides
consulting and training in project

techniques,
including
advanced usage of Microsoft Project. He
also teaches project planning at the
University of Washington and other topics
at colleges in Western Washington on a
part‐time basis. His education includes two
technical degrees; one in computer
programming and one in civil engineering
& architectural drafting; he also holds a
Bachelor of Science from Southern Illinois
University in Workforce Education and
Development; and a Master’s Certificate
from Villanova University in Applied
Project Management.

Washington is evaluating adoption of
Office 365 as one of its first initiatives to
adopt Software as a Service (SAAS).

comprehensive set of trusted programs we
now use, with the added advantages
coming from data hosting on Microsoft’s
network of world-class data centers. With
Microsoft Office 365 Online Services, you
can access these products from anywhere
on almost any device. DNR, along with
the OCIO and CTS, have been leading the
effort to develop a business case to
determine if this new offering can reduce
our overall IT expenditures, provide
increased functionality and business value
to employees, retain or improve the quality
of service, and position the state for the

working with Public Sector customers
since 1987 when she started in sales at the
Westin Hotel in Seattle. She continued in
government sales at Xerox Business
Services in 1996 when she supported the
WA State Printer and the digital document
management services on the Olympia
campus. Her role at the state led to a
position at Microsoft in 2002 on the US
Public Sector team selling to State and
Local government customers in the MidAtlantic region, culminating in a role as a
Regional Sales Manager for the east region
states. She joined Amazon Web Services
in September 2011, to start up the PNW
territory for State and Local Government
and Education sales on the newly formed
AWS WW Public Sector team.
Mark Korver joined Amazon Web
Services WW Public Sector team in
September 2011. He was an AWS
customer before joining AWS as a
Solution Architect. Mark likes to take
problems, break them down and create
technology strategies that can be
communicated to engineers and managed
to completion. He is a web applications
development and geospatial professional
with over 15 years’ experience in the US
and Japan. Academic background includes
a Master's degree from MIT's School of
Architecture and Planning with a focus on
technology transfer.

the private sector have been relentlessly
focused on doing more with less with their
IT budgets. The trends in hardware costs
and networking costs have helped. Private
companies have also adopted tools that
enable them to understand and track the
contributors to costs for the IT services
that they provide. Washington State needs
to emulate some of these examples and do
more to understand and manage IT
spending. IT leaders in WA State will also
be called upon by the CIO to adopt these
tools and be much more transparent about
where IT dollars are being spent. This need

Executive (Governor’s office) and
Legislators to understand how the $1
billion in annual IT spending contributes
value to the citizens. Washington State

Chris Madill was recently named Program
Director for the Washington Traffic Safety
Commission, spending the previous 7
years as program manager and chair of the
State’s Traffic Records Coordinating
Committee.
Chris has extensive
experience
developing
process
improvement strategies and accompanying
operational plans.
Chris holds a
Bachelor’s Degree in Psychology from
Brigham Young University and a Master’s
Degree in Organizational Leadership from
Gonzaga University.
Sabra Schneider has a 18-year career in
public-service and currently serves as the
Director of Electronic Communications for
the City of Seattle, where she oversees
Community Technology, the Citywide
Web Team and the Seattle Channel.
Previously Sabra led web, social media
and government 2.0 efforts for King
County and was a tenured faculty member
at South Seattle Community College.
Sabra has a Bachelor's Degree in
Multimedia Communications from the
University of California, Santa Cruz and a

Doug Mah is responsible for the OCIO’s
open data initiative. He has over 23 years
of public service experience including

Speaker Bio: Rob is a 25+ year employee
of Washington State Government, the last
15 or so have been managing some aspect

joined DSHS in 1985, first working
directly with clients and later becoming a
systems administrator, supporting the
state’s welfare reform effort by leading the
development of the state’s WorkFirst case

systems. In 2007, Rob was named the
Chief Information Officer (CIO) at DSHS
where he served until joining the newly

Officer (OCIO) as deputy. In April 2011,
Rob was named the director of
