Position Summary
The Housing Specialist/Coordinator of the Homeless Prevention/Rapid Re-Housing (HPRP)
services is responsible for the implementation, staffing, spending, planning, and community
interface in this role. The Housing Specialist/Coordinator is also responsible for
implementation of the landlord recruitment/retention plan, networking with landlords,
creating relationships and providing landlord mediation services.
The Housing Specialist monitors implementation of program grants, and provides leadership
and thorough implementation of the accreditation as well as the performance and quality
improvement processes within the sphere of leadership.

Essential Functions
1. Develop, evaluate and manage supervisory staff working with HPRP services. Ensure
program staff are aware of agency policies and use the policies in the daily
administration of program and staff issues. Ensure all service sites have adequate
standard and emergency staffing for delivery of services.
2. Implement policies and procedures in line with accreditation standards. Implement
performance and quality improvement process in compliance with agency’s process.
Ensure that all employees in program understand these and work accordingly.
3. Identify and develop program-specific outcomes to ensure program effectiveness and
impact, and the ability to report that to funders and the community. Design and
manage program services directly related to those outcomes.
4. Implement a strong case management component and services focused on moving
people out of homelessness quickly as well as preventing homelessness.

5. Conduct routine staff meetings and training sessions; document according to
accreditation standards.
6. Develop and manage a comprehensive outreach/ working relationship with
stakeholders including other community members, especially landlords. Implement a
landlord recruitment and retention plan. Maintain awareness of changes in market
and community processes that can impact services; bring forward prospective
recommendations to deal with expected changes.
7. Oversee the full spectrum of Homelessness Prevention and Rapid Exit/Rapid Rehousing
services, ensuring compliance with grant requirements and implementation of best
practices including Housing First and/or similar initiatives.
8. Ensure all data processing, HMIS reporting and file management is in compliance with
funding requirements and internal agency procedures. Review quarterly reports and
suggest changes as needed for compliance and accuracy.
9. Complete reports and statistical analysis of activities as directed by supervisor. Assist
with requests for data and reporting, to ensure compliance with grants and funding
agency requirements.
10. Facilitate and convene Landlord and Tenant Advisory Board.
11. NOTE: Catholic Charities considers this position to be a mandated reporter of elder
and child abuse.
Other Responsibilities
1.
Work with Diocese of Santa Rosa and local parishes as appropriate and requested.
2.
Perform other related duties as assigned.

Education, Experience, and Skills Required
1. A bachelor’s degree and two years’ experience in human services; or substantial
experience in human services, including at least two years’ experience with shelter or
outreach services required. Master’s degree preferred.
2. Strong written and verbal communication skills; organizational, conflict resolution and

computer literacy.
3. Prior experience and understanding of causes of homelessness; experience working
with landlords, local rental markets and/or housing sales.
4. Knowledge of Housing First.
5. Cooperative, friendly, and helpful attitude with clients and co-workers. Ability to work
closely with other employees to ensure positive, constructive environment within the
program or department, and throughout the agency.
6. Ability to thrive in a flexible, fast-paced and growth-oriented environment, while
maintaining a sense of humor and a positive, solution-oriented approach.
7. Passion and enthusiasm for the mission of CCDSR and its clients.
8. Possess valid driver's license; at least state required minimum of auto insurance.
9. Computer literacy required, including experience with Excel, Outlook, Word, etc.
10. Bilingual (English/Spanish) preferred.
11. Must pass fingerprinting prior to start of employment.
Physical Requirements
1.
Requires ability to sit up to 3-6 hours per day with intermittent occasional walking,
standing, and bending.
2.
Occasionally may be required to lift items up to 10 pounds to a height up to 3 feet.
3.
Occasionally may be required to carry items up to 10 pounds for distances up to 500
feet.
