JOB TITLE: REPORTS TO: EMPLOYMENT STATUS: TIME COMMITMENT: STARTING SALARY: Housing Locator Program Manager Non-Exempt Full-time Depends on Experience Position Summary The Housing Locator and Advocate is responsible for landlord recruitment and retention to increase the county-wide housing inventory, networking with landlords, creating relationships and providing landlord mediation services. The Housing Locator and Advocate will work closely with outreach and housing staff to ensure proper housing placement in alignment with the Housing First values. Supervisorial Responsibilities Volunteers 1-5 Essential Functions 1. Negotiate with landlords to “sell” program and convince landlords to accept tenants they would normally screen out. Create and maintain positive working relationships with suitable Property Managers and Landlords for long term coordination of permanent housing services for Catholic Charities clients. 2. Consult with legal services staff regarding actions to prevent evictions. Negotiate with clients experiencing conflict to find compromise solutions to domestic problems, including outside mediation services for more serious conflict. 3. Create and implement a landlord recruitment and retention plan. 4. Advocate on behalf of the programs and/or the specific participants to landlords, focusing on obtaining housing for homeless veterans. 5. Develop and manage a comprehensive outreach/ working relationship with stakeholders including other community members, especially landlords. Implement a landlord recruitment and retention plan. Maintain awareness of changes in market and community processes that can impact services; bring forward prospective recommendations to deal with expected changes. 6. Design and implement a landlord advisory board to assist with housing location across County of Sonoma. 7. Create network of landlords, focused on retention, mediation, and fair housing to Recruitment/Housing Locator Job Announcement 914 program recipients. 8. Implement policies and procedures in line with accreditation standards. Implement performance and quality improvement process in compliance with agency’s process. 9. Identify and develop program-specific outcomes to ensure program effectiveness and impact, and the ability to report that to funders and the community. Design and manage program services directly related to those outcomes. 10. Complete reports and statistical analysis of activities as directed by supervisor. Assist with requests for data and reporting, to ensure compliance with grants and funding agency requirements. 11. Participate in community meetings, contributing to the leadership of housing goals in the community. 12. NOTE: Catholic Charities considers this position to be a mandated reporter of elder and child abuse. Other Responsibilities 1. Work with Diocese of Santa Rosa and local parishes as appropriate and requested. 2. Perform other related duties as assigned. Two years’ experience in human services; or two years’ experience in real estate or landlord recruitment and retention. 2. Strong written and verbal communication skills; organizational, conflict resolution and computer literacy. 3. Prior experience and understanding of causes of homelessness. 4. Knowledge of Housing First. 5. Cooperative, friendly, and helpful attitude with clients and co-workers. Ability to work closely with other employees to ensure positive, constructive environment within the Recruitment/Housing Locator Job Announcement 914 program or department, and throughout the agency. 6. Ability to thrive in a flexible, fast-paced and growth-oriented environment, while maintaining a sense of humor and a positive, solution-oriented approach. 7. Passion and enthusiasm for the mission of CCDSR and its clients. 8. Possess valid driver's license; at least state required minimum of auto insurance. 9. Computer literacy required, including experience with Excel, Outlook, Word, etc. 10. Bilingual (English/Spanish) preferred. 11. Must pass fingerprinting prior to start of employment. Physical Requirements 1. Requires ability to sit up to 3-6 hours per day with intermittent occasional walking, standing, and bending. 2. Occasionally may be required to lift items up to 10 pounds to a height up to 3 feet. 3. Occasionally may be required to carry items up to 10 pounds for distances up to 500 feet.
