Further suggestions made by CISF
(1)
Timely Finalization of DGS&D Rate Contract: Inordinate delay in conclusion of R/Cs tells on
the operational preparedness of the Forces apart from non-utilization of budgetary allocations. In
certain cases, RCs for various uniform stores are not there for many years, such as Belt synthetic,
Pack 08, Pouches Ammunition, Haver Sack, Frog Bayonet, Blanket Woollen Superior, Cloth BD
Serge, Vest Cotton, Beret Cap, Terry Towel, Jersey Woollen, Under Pant Woollen, Cap Balclava,
Gloves Leather, Socks Woollen Khaki, etc.
DGS&D should conclude Rate contracts of stores in time and wherever there is delay in conclusion of
Rate contracts, the existing RCs should be extended till fresh RC is in place.
(2)
Fixing a time frame for notification of RC once the tenders are opened in the DGS&D. A
time frame for notification of RC may be fixed once the tenders are opened so that the CPMFs could
take further necessary action at their end whether to wait for conclusion of RC or to go for tendering if
there is delay.
(3)
Non-supply of Cotton Durries: These stores are exclusively reserved for protected sector.
M/s WDO, who is on RC, is not delivering the stores seeking amendment in the payment terms. The
payment condition of 50 % payment on provisional receipt of consignment and balance 50% on
acceptance of stores is not acceptable to them. They have mentioned that the rates applicable to
WDO is provisional and balance 50% from the paying authority is made only after finalization of Rates
for the respective financial year after analysis of the data by the M/o Finance, Cost and Accounts
Division, which takes 3 to 4 years. With the above result, the procurement of cotton durries is stuck
up.
(4)
Payment terms for freight charges for steel trunks: As per the terms of delivery, the stores
are to be delivered at the consignees place, whereas in the RC, freight charges are prescribed only

for distances up to 500 km. Since freight charges have not been specified for distances beyond 500
Km, supplies are not made for locations beyond 500 km.
(5)
Non availability of Rate Contract for CNG Heavy category vehicles: Even though CNG
BS-IV is mandatory in NCR, from Apr 2010, DGS&D is yet to bring Rate Contracts for CNG Heavy
Category Vehicles. In the last coordinating meeting held under AS(F), DGS&D had assured to notify
R/Cs for CNG Buses by the first week of Nov.12. They have only brought Medium category vehicles.
CISF has urgent requirement of 24 heavy category buses

Non-raising of Bills by M/s Hero Honda & M/S Toyota Kirloskar: The vendors are not
raising bills against the delivery of Vehicles made by them. Non-claiming of bills results in nonutilization of budgetary allotment and surrender of funds.
(7)
Non availability of Details in respect of Vehicles on DGS&D Rate Contract in DGS&D
Website: This causes inconvenience to the DDOs. Even where the information is available, it is
incomplete. The issue was brought to the notice of the DGS&D in earlier meetings.
(8)
DGS&D Rate contracts for most of the Vehicles expired on 31st March, 2013: Neither
fresh Rate Contracts have been concluded nor existing Contracts extended.
(9)
Delay in communicating payment details: Details of utilization of funds was made available
only after the closure of financial year by CCA and, therefore, the DDOs were not in a position to
appropriate the unutilized funds. CCA Supply should communicate the payment details by email to
the PAOs in time preferably immediately after making the payment to the suppliers.
