CAUCUS MEETING DECEMBER 6, 2011 6:30 P.M. Members Present: Present were Mayor William Henfey, President of Council Patrick Rosenello, Councilpersons Robert McCullion, Edwin Koehler, Margaret Bishop, Richard Ogen and Kellyann Tolomeo. Councilman Salvatore Zampirri was not present. Also present were Acting City Administrator Louis Belasco, Solicitor William Kaufmann and Engineer Ralph Petrella. PRESIDENT OF COUNCIL ROSENELLO stated that a resolution will be added to the agenda tonight for authorization to advertise for bids for a lease on the City property at 24th & Boardwalk. ACTING CITY ADMINISTRATOR BELASCO stated that there are two changes to the Lighthouse Management Agreement. One states that the Mayor and Council must approve the annual maintenance and operating plan, the other states that the City can choose the auditor. PRESIDENT OF COUNCIL ROSENELLO stated that management of the Lighthouse by the Friends of the Hereford Inlet Lighthouse, Inc. will be formalized by this agreement. Under this agreement the employees will be employed by the Friends, not the City. This agreement protects the City. The Lighthouse is leased to the City by the NJDEP so the City is still responsible. Every year the Friends will submit a maintenance plan and annual budget, etc. SOLICITOR KAUFMANN stated that the lease with the NJDEP indicates that the City is permitted to enter into an agreement with the Friends of the Hereford Inlet Lighthouse, Inc. for management and maintenance. The City is delegating these to the Friends. They will submit a proposed budget at the beginning of each year and an annual report at the end of each year. COUNCILMAN MCCULLION asked if this agreement removes the City from operation of the Lighthouse. PRESIDENT OF COUNCIL ROSENELLO stated that since the building is owned by the State and leased to the City, the City still is ultimately responsible. We are just delegating to the Friends the authority to maintain, operate, etc. This agreement legalizes many of the daily operations that are already in place. The Friends have already signed the agreement. ACTING CITY ADMINISTRATOR BELASCO stated that there are 2 promotions and 2 appointments for Public Works on the agenda. That department had 31 employees in 2005-2006, 29 for a couple of years, and is currently operating with only 22. There may be more hires in the near future. The City sold a Bond Anticipation Note recently at an interest rate of 0.9%. This is excellent for the City. In the next meeting there will be a resolution exercising the second one-year option of the Waste Management contract. There is another one-year option left, with possible bidding for a new contract in late 2013. Various sections of the new zoning ordinance have been reviewed and forwarded to Eric Gundrum. They will also be forwarded to Bill Kaufmann for his review and then adoption by Council. PRESIDENT OF COUNCIL ROSENELLO stated that he was under the impression that the zoning ordinance would be adopted as an entire new ordinance, not the various sections being adopted piecemeal. SOLICITOR KAUFMANN stated that he has not seen the sections yet but adoption of the entire ordinance is preferable to piecemeal. After introduction it needs to be referred back to the Planning Board for its comment so it is better to adopt one new ordinance. COUNCILMAN OGEN stated that the entire ordinance should be adopted with all sections at once, not a section at a time. SOLICITOR KAUFMANN stated that the entire ordinance should be adopted together, but Council will need to review each section separately in caucus. CAUCUS MEETING DECEMBER 6, 2011 MAYOR HENFEY stated that when the public hears of changes, there may be a rush to obtain permits, though that might not happen. PRESIDENT OF COUNCIL ROSENELLO stated that a schedule should be put together, with a section or two for each caucus meeting, until the entire ordinance has been reviewed and is ready for adoption. MAYOR HENFEY asked if the Entertainment District should be reviewed first. SOLICITOR KAUFMANN stated that it will be difficult to review if there have been changes to the zoning district boundaries. PRESIDENT OF COUNCIL ROSENELLO stated that there will be inconsistencies in the various zones unless they are dealt with all together. SOLICITOR KAUFMANN stated that it is better to review the zones together rather than let the process lag behind. PRESIDENT OF COUNCIL ROSENELLO stated that if all have drafts of the new ordinance, then we will have a schedule prepared, with a list of significant changes. We can start with the R-1 Zone, where there are minor changes and then move on to zones with significant changes, such as GB and RH. At our next meeting we can begin to discuss the changes. MAYOR HENFEY stated that the lease for the City property at 24th & Boardwalk will be bid out for a minimum bid of $35,000 for the first year with the next two years at 2% increases. In the next meeting there will be appointments of Dispatcher and Crossing Guard for the Police Department, promotions in the Fire Department, and tonight Bill Auty’s name will presented for the vacancy on the Planning Board. Also, James Barnabei for the vacancy of the unexpired term on the GWTIDA board and then the full term beginning in January. Robert DelMonte will also be reappointed to another full term. On a motion by Koehler, seconded by McCullion, that the caucus meeting be adjourned until the regular meeting at 7:00 PM. Carried. 6:59 P.M. REGULAR MEETING DECEMBER 6, 2011 7:00 P.M. A regular meeting of the North Wildwood City Council was held on the evening of the above date in the City Hall. The President of Council stated, “The meeting is now open. Adequate notice of this meeting has been provided by posting a copy of the notice of the time and place of this meeting on the City Clerk’s bulletin board and by mailing a copy of the same to The Herald, The Press and Wildwood Leader on January 5, 2011.” ROLL CALL: Present were Mayor William Henfey, President of Council Patrick Rosenello, Councilpersons Robert McCullion, Edwin Koehler, Margaret Bishop, Richard Ogen and Kellyann Tolomeo. Hearing none, he then asked the Clerk if she had received any objections in writing, the Clerk stated none, the President of Council declared the hearing closed. MAYOR HENFEY thanked the Friends of the Lighthouse for the nice evening on Friday. Thanks to all City departments that helped. The event was very well attended. The Pearl Harbor Ceremony will be held at the Greek Church. PUBLIC: None.
