CAUCUS MEETING
MARCH 6, 2007
6:30 P.M.
Members Present:
Present were President of Council Patrick Rosenello,
Councilpersons Walter Larcombe, Edwin Koehler, Joseph Duncan, Kellyann Tolomeo
and Robert Maschio. Mayor William Henfey and Councilperson Robert McCullion
were both on vacation. Also present were City Administrator Raymond Townsend,
Solicitor William Kaufmann and Engineer Ralph Petrella.
CITY ADMINISTRATOR TOWNSEND stated Lew Ostrander will be the Zoning
Officer for the City beginning Monday. Townsend will memo Departments. All
permit applications are to be sent to Secretary Liz Caulkins for Lew to sign off.
Townsend stated that John Allison will now do special projects, safety and compliance
and also recycling.
CITY ADMINISTRATOR TOWNSEND also noted the State is now allowing dog
license fees to go up to $21.00. Currently North Wildwood has a fee for a non-neutered
dog of $6.20 and a neutered dog of $3.20. The City Clerk and Administrator will look
at other local town fees to compare our fees to theirs. Townsend stated this will be
coming up in the near future for Council.
CITY ADMINISTRATOR TOWNSEND spoke of the Inter-local Service Agreement
Resolution with the City of Wildwood for Construction services that is on the agenda
this evening. A Hold Harmless form will also be signed soon which should resolve any
liability issues.
CITY ADMINISTRATOR TOWNSEND also went over the “pending projects list”
with Council members.
On a motion by Larcombe, seconded by Koehler, that the caucus meeting be adjourned
until the regular meeting begins at 7:00 PM.

A regular meeting of the North Wildwood City Council was held on the evening of the
above date in the City Hall. The President of Council stated that “The meeting is now
open. Adequate notice of this meeting has been provided by posting a copy of the
notice of the time and place of this meeting on the City Clerk’s bulletin board and by
mailing a copy of the same to The Herald, The Press and Wildwood Leader on January
3, 2007.”

Administrator Townsend explained that
Wildwood will be a true lead agency instead of a Management Board as with JCOW.
ORDINANCES:
ORDINANCE NO. 1514 On a motion by Koehler, seconded by Duncan, that
Ordinance No. 1514 be placed on its second reading. Carried.
The Clerk read Ordinance No. 1514 by its title, as required by Law, known as
“Calendar Year 2007 -An Ordinance to Exceed the Municipal Budget Appropriation
Limits and to Establish a Cap Bank.” The Clerk announced it has been published
according to Law, posted on the City Clerk’s bulletin board with copies available in the
City Clerk’s Office on request.
The President of Council stated this was the time and place to hold a public hearing on
Ordinance No. 1514 and asked if anyone present had any objections to the passage of
this Ordinance. Hearing none, he then asked the Clerk if she had received any
objections in writing, the Clerk stated none, the President of Council declared the
hearing closed.

affirmative, the President of Council declared Ordinance No. 1514 duly adopted.
ORDINANCE NO. 1515 - On a motion by Larcombe, seconded by Koehler, that
Ordinance No. 1515 be placed on its first reading. Carried.
The Clerk read Ordinance No. 1515 by its title, known as “An Ordinance to be known
as the “Salary Ordinance” Fixing and Determining the Salary and Compensation
Ranges to be Paid to the Elective and Appointive Officers of the City of North
Wildwood, in the County of Cape May and State of New Jersey Providing for the
Raising of the Amounts Thereof by Taxation and Providing for the Time and Meeting
of Payment Thereof.”
On a motion by Larcombe, seconded by Duncan, that Ordinance No. 1515 be passed on
its first reading and published according to Law, the Clerk called the roll, all voting in
the affirmative, the President of Council declared Ordinance No. 1515 passed on its first
reading.
ORDINANCE NO. 1516 - On a motion by Duncan, seconded by Koehler, that
Ordinance No. 1516 be placed on its first reading. Carried.
The Clerk read Ordinance No. 1516 by its title, known as Establishing Requirements
for the Proper Disposal of Pet Solid Waste in the City of North Wildwood, so as to
Protect Public Health, Safety and Welfare, and to Prescribe Penalties for Failure to
Comply.”
On a motion by Koehler, seconded by Duncan, that Ordinance No. 1516 be passed on its
first reading and published according to Law, the Clerk called the roll, all voting in the
affirmative, the President of Council declared Ordinance No. 1516 passed on its first
reading.

COUNCIL:
COUNCILMAN DUNCAN thanked members of the public, friends, residents and city
employees for supporting him with the “Plunge for Andrew”. Duncan stated he raised
just over $200.00. Duncan noted the spectators were near 2,000 with approximately
200 doing the plunge. Duncan mentioned this is a good cause and this shows respect
for a hometown man who lost his life on 9-11-01. Duncan has a goal for 2008 of
$500.00.
COUNCILMAN MASCHIO stated this weekend is the Annual Erin Express Pub
Crawl which will benefit the Fresh Air Home this year. This will begin at 8:00 PM to
1:00 AM on Saturday night.
Also the Optimist Club Tournament will be from
Thursday through Sunday at the North Wildwood Recreation Center.
COUNCILWOMAN TOLOMEO congratulated the Wildwood Boys on their win last
night. Also Tolomeo congratulated Bob Maschio on his new business venture.
COUNCILMAN KOEHLER reminded everyone of the Annual St. Patrick’s Day
Parade on the 17th.
PUBLIC:
EVERETT McCORKELL, 410 East 13th Avenue, asked about having a notice about
the new times of Council meetings placed in the sewer bills. Administrator Townsend
noted several notices will be placed in those bills along with a notation of the Council
meetings and times.
JIM KOCH, 1301 Surf Avenue, questioned the new Pet Disposal Waste Ordinance
introduced this evening. Koch stated he remembers Wildwood Crest supplying little
bags for doggy waste and maybe that would work for us now. Koch would still like to
see the sign at 16th and the Boardwalk illuminated and also the sign on West Spruce
Avenue. Koch asked if North Wildwood will have one person representing us with the
new Wildwood Construction Office. Rosenello explained we have a service agreement
with the City of Wildwood to perform these services for our City at a cost. Koch asked
who will be sued if the same thing happens to them as what happened to JCOW with our
Solicitor stating the City of Wildwood. Koch asked if the GWTIDA charges had been
changed for condos as other charges are distinguished between small and larger
businesses. Koch exampled parking lots as one fee for a small lot and a larger fee for
a larger lot. Koch feels there should be a smaller fee for a one bedroom or efficiency
unit as opposed to a 3-5 bedroom condo. Presently all pay the same GWTIDA fee.
GEORGE FUREY, 211 E. 14th Avenue, asked several questions about the budget.
Furey asked if the $2 million in surplus is mandated with the Administrator stating it is
not mandated but our City must have some fall back. Mayor and Council decide how
much of surplus gets added to the current budget each year. Furey asked about over $2
million in debt service with the Administrator stating the City goes for the best rates
usually 3-4% interest.
Also Furey questioned only $150,000.00 in capital
improvements with Townsend noting this amount is for the fund to use for the
percentage required. This year $4 million is for road improvements and this fund will
covers the percentage required down for that bond.
KAREN ALLEN, 600 Virginia Avenue, asked if the beach bike path from 21st to 16th
Avenues will be replaced before summer. Rosenello referred to Harry Wozunk, Public
Works Supervisor, who stated it is scheduled to be put back in April.
