DEPARTMENT DESCRIPTION
The HR department supports the strategic aims and work of MPS through the establishment of best
practice and high standards in all aspects of people management and development. The HR team
work with managers and staff to deliver a positive working environment that enables and supports all
staff to perform at their best and help to secure a sustainable future for MPS
JOB PURPOSE
To work in conjunction with the rest of the Human Resources (HR) and Talent and Development (T&D)
teams to design and deliver a wide range of learning and development solutions to teams across the 3
MPS UK sites. The role will include supporting the identification of systems training requirements
across the organisation and provide innovative and cost effective development solutions to ensure that
the IT skills of users across MPS enables the delivery of organisation, team and personal objectives.
To lead the design and delivery of training initiatives required by larger system developments, ensuring
that necessary procedural and cultural change is adopted. To work alongside project leads and senior
representatives within the business to ensure that those changes become fully embedded in the
organisation.
RESOURCES MANAGEMENT
Management responsibility for: None
Reports to: Talent and Development Manager
Budgetary/financial framework: Management of project budgets from the Talent and Development
budget usually to a total of £10,000. Role holders will provide recommendations on the materials and
resources required to deliver training workshop and projects.
KEY RESPONSIBILITIES





Systems and procedures training – in conjunction with senior representatives from the business
and Systems and Change team design, develop and deliver programs of systems and procedural
training where significant change must be adopted
IT Training – In conjunction with the Systems and Change team design and deliver programs of IT
skills and project related training for staff
Telephone Support – Provide telephone support to people with IT queries, resolving these where
appropriate or referring on to others for further support
Training Needs Analysis – Lead the collation and analysis of systems and procedural knowledge
and other IT skills required by individuals and teams for their role/s and identify the most suitable
skills and knowledge development path. Work with Systems and Change and staff within all
business areas to understand the key themes where development is required
Project Delivery – Takes responsibility for the delivery of key parts of the T&D plans as agreed
with the T&D manager. On occasion leading on projects from the initiation and scoping phase

through to delivery and evaluation
Encourage adoption of use of new systems and technology - Working with senior members of
staff, change leads and project managers to promote the most positive and effective approach to
use of new systems and technology
Talent and Development team plans – Support the development of the T&D plans by inputting to
the planning process, feeding in ideas and potential solutions. Once agreed acts as a champion to
their key contacts by communicating the plans in a positive way.
Coaching support – Provide a range of systems, procedural and IT coaching support to
individuals and teams on a range of topics
Design of Distance Learning Materials – Alongside the Systems and Change team develop a
range of just in time and distance learning materials to support the development of IT skills
HR and T&D System developments – Contribute to system developments originating within the
T&D/HR team, such as learning management and the development of e-learning, providing
technical input where needed
Evaluation and Quality Assurance - Continually measure the effectiveness of the development
solutions that are put in place, providing management information and seeking opportunities to
further improve the systems/IT training offer
Horizon Scanning – Keep up to date on innovation in the IT development field, establishing best
practice and proposing and implementing solutions that will lead MPS’ approach to IT development
MAIN JOB REQUIREMENTS AND PERSON SPECIFICATION
Education/Qualifications/Training:

Certificate in training practice or similar – Desirable
Specific Experience:
Required
 Demonstrate the ability to understand complex organisations, systems and procedures and use
this understanding to deliver innovative development solutions
 Experience of design, delivery and facilitation of IT workshops using a range of different
learning techniques
 Advanced knowledge of Microsoft packages including CRM and Sharepoint
 Experience of office technologies, including but not limited to: Blackberry, Digital Dictaphone
Recording, Remote Working and Telephones
 Experience of using a range of evaluation techniques to prove effectiveness of learning
interventions and return on investment
 Evidence of working in a one to one and one to team coaching role to improve effectiveness
 Delivery of a range of learning and development / HR projects in a complex organisation
Desired
 Experience of designing e-learning and working with learning management systems
Abilities/Skills/Knowledge:
 Good project management skills with the ability to engage with key stakeholders
 Strong presentation skills with the ability to deliver on a range of topics to a wider range of
audiences who may be resistant to change and where strong persuasive ability is needed

closely with the Systems and Change team and they must be able to manage this matrix
management and lead and maintain excellent relationships.

A requirement to balance day to day priorities with short to medium term priorities

Some areas of the role will be frequently occurring and require a standardised approach

The project elements of the role will require independent thinking and proposing solution
methods to their line manager or project leads.

The role will work across all areas of MPS and the role holder/s must understand the functions
of the different parts of the organisation in order to provide the right support and deliver a high
level of customer service.
3. IMPACT – What is the overall impact of this role on the organisation and the scope for
driving the organisation forward? What is the influence of the role on the internal
organisation and its employees/associates?

The role is solutions focused and it is necessary for the role holder to make recommendations
on the best IT training solutions to the Head of IT and Talent and Development Manager who
will be responsible for the ultimate decision making.

Day to day decision making on none strategic areas will be within the scope and expectation of
the role.

The role will interact with a range of people at different levels in the organisation to provide IT
advice and support.

The role holder/s will work with teams and managers to find the best solution to their immediate
and short to medium term IT development requirements.

The role holder/s will work on projects that have an IT development requirement. The projects
will often have senior stakeholders and the role holder will require a level of credibility, influence
and impact to work at this level.

The role holder/s will act as the project leads for the development aspect of IT projects with the
guidance and support of the Talent and Development Manager and / or the designated project
manager.
5. RESOURCES – What resources are they responsible for managing? People, technology,
finance and third party relationship management.

The role holder will be required to manage IT assets required to deliver their role.

They will advise on the best use of budgets and resources available to the Talent and
Development team.
