Somerset Area School District Minutes of June 10, 2014 The Somerset Area School District Board met in regular session on June 10, 2014 at 7:30 PM in the Conference Room of the Administration Office with President Randy Welker presiding. The meeting was opened with the flag salute. The following members were present at roll call: Brian Brant Jon Critchfield Chuck Olson Andra Snyder Randy Welker Other officer of the Board present was Leanne E. Heiple, Board Secretary/Director of Finance and Operations. Also present in official capacity: Krista Mathias, Superintendent, William R. Carroll, and Benjamin A. Carroll, Solicitors. The following visitors were present as per the attached list. Dave Mapes presented the Board with a plaque for hosting the Hershey Track & Field Games for the past 37 years. It was moved by Critchfield, seconded by Snyder that the final 2014/2015 General Fund Budget in the amount of $35,569,506, be duly adopted. Roll Call Vote Recorded - Yes – 5, No – 0, Motion Carried. It was moved by Critchfield, seconded by Snyder that the school real estate tax levy be the same as last year at 39.50 mills for the 2014/2015 fiscal year as per the following resolution: WHEREAS, the Board of Directors of the Somerset Area School District is authorized by law to enact, levy and assess taxes on properties taxable for school purposes, by the authority of the Public School Code of 1949, as amended: BE IT RESOLVED that thirty-nine and five tenths mills be used for the general operation of the district during the 2014/2015 school year. June 10, 2014 NOW, THEREFORE, BE IT RESOLVED AND IT IS HEREBY RESOLVED that in order to meet the expenditures of the various accounts as itemized in the budget for the school year 2014/2015, beginning the first day of July, 2014, and ending the thirtieth day of June, 2015, the revenue shall be provided by a tax on real estate as assessed by the County of Somerset, PA in the municipalities of Somerset Borough, Somerset Township, Jefferson Township, and Lincoln Township at a rate of thirty-nine and five tenths mills, which rate is three dollars ninety-five cents ($3.95) per $100 of assessed valuation and maintaining the discount of 2% within two months and penalty of 10% after four months as adopted June 19, 1981. It was moved by Critchfield, seconded by Snyder that the Board instruct the Director of Finance and Operations to transfer $100,000 from the General Fund to the Capital Reserve Fund prior to the close of business June 30, 2014. It was moved by Critchfield, seconded by Olson that the Board instruct the Director of Finance and Operations to desegregate $38,159.00 from the June 30, 2014 General Fund Assigned Fund Balance for the purpose of funding the 2013/2014 health insurance premium payments for administrator and teacher retirees. A further tax resolution was moved by Critchfield, seconded by Snyder as follows: BE IT RESOLVED AND IT IS HEREBY RESOLVED that a per capita tax of Five ($5.00) Dollars shall be levied on all residents eighteen (18) years of age or older in accordance with the provision of Section 679 of the School Code, and further maintaining the penalty of 10% after four months as adopted June 19, 1981. June 10, 2014 It was moved by Critchfield, seconded by Olson that the Capital Tax Collection Bureau be appointed the collector of the Per Capita Tax (Section 679) for the 2014/2015 school year at a rate of 4% commission. It was moved by Critchfield, seconded by Olson that the following resolution for reenactment of Act 511 Taxes for the 2014/2015 fiscal year be approved: WHEREAS, the Board of School Directors of the Somerset Area School District has adopted various resolutions for the fiscal school year 2014/2015, under the provisions of that Act known as the “Local Tax Enabling Act,” Act No. 511 of 1965: NOW, THEREFORE, BE IT RESOLVED, AND IT IS HEREBY RESOLVED by the Board of School Directors of the Somerset Area School District, under the provisions of Act No. 511, the resolutions providing for the assessment, levy, and collection of the following taxes be, and the same are hereby levied and re-enacted, without substantial change, for the fiscal school year 2014/2015 as follows: 1. A tax of Five ($5.00) Dollars, for general revenue purposes, upon each person eighteen (18) years of age or older residing in the territorial limits of the Somerset Area School District; 2. An annual local service tax of a flat rate of Five ($5.00) Dollars on each individual, eighteen (18) years of age or older, engaged in an occupation within the territorial limits of the Somerset Area School District; 3. An annual tax of a flat rate of Ten ($10.00) Dollars on the occupations of all persons, eighteen (18) years of age or older residing within the territorial limits of the Somerset Area School District. Provided, however, that this occupation tax shall be a flat rate of Five ($5.00) Dollars for those persons residing in any political subdivision composing this District which has also validly re-enacted such a Ten ($10.00) Dollar flat rate occupation tax; 4. A tax upon residents of the Somerset Area School District at the rate of onehalf (1/2%) percent upon the net profits of all businesses or professions of residents of the School District; 5. A tax upon deeds which transfer and convey lands, tenements or hereditaments situated wholly or in part in the municipalities forming the said school district at a rate of one-half (1/2%); 6. A mercantile tax of one-half (1/2) mill on any business, commercial, or professional activity conducted in the school district; and June 10, 2014 7. A tax of one-half (1/2) mill upon the privilege of transacting business by wholesale and retail vendors of tangible personal property, goods, wares, and merchandise within the said school district. It was moved by Critchfield, seconded by Olson that the Capital Tax Collection Bureau be appointed the collector of the Act 511 Tax for the 2014/2015 school year at a rate of 2 ½% - 4% commission. It was moved by Critchfield, seconded by Snyder that the Somerset County Recorder of Deeds be appointed the collector of the Real Estate Transfer Tax for the 2014/2015 school year at the rate of 2% commission. It was moved by Critchfield, seconded by Olson that Capital Tax Collection Bureau be appointed as delinquent collector of Adult Resident and Per Capita Taxes effective July 1, 2014, to June 30, 2015. It was moved by Critchfield, seconded by Snyder that the Tax Claim Bureau be appointed as delinquent collector of real estate taxes effective July 1, 2014, to June 30, 2015, at the rate of 5% commission. It was moved by Critchfield, seconded by Olson that the District’s Property/Casualty and Liability Insurance package through the PSBA/ACE Trust, Cover Insurance Agency, be renewed for the policy period July 1, 2014, to July 1, 2015 at a premium of $111,566. June 10, 2014 It was moved by Critchfield, seconded by Snyder that the Board authorize the procurement of bonds as part of this package for the Board Secretary/Director of Finance and Operations, Treasurer of the Board, Supervisor of Business Affairs, Coordinator of Purchasing and Accounts Payable, Executive Secretary to the Superintendent, Grants and Benefits Coordinator and Accounts Receivable Clerk/Student Activity Funds Coordinator in the amount of $25,000 each.
