Sealed bids may be submitted to the office of the City Clerk at 1827 N. Squirrel Road, Auburn Hills, Michigan 48326 The City reserves the right to reject any or all bids or waive any irregularities which it deems in the best interest of the City. Pricing shall be stated in units of quantity specified in the Bid Document. In case of a discrepancy in computing the amount of the bid, the unit price bid will govern. All quantities stated, unless indicated otherwise are estimates and the City reserves the right to increase or decrease the quantity at the unit price bid as best fits its needs. The City of Auburn Hills is requesting a new and complete unit RetroSign 4500 with GPS (sign retroreflectometer with integrated GPS). Unit includes carrying case, traceable calibration standard, battery charger, data transfer cable and Windows software. 2 SPECIFICATIONS AS FOLLOWS: RetroSign GR3 Specification for handheld Retrometer with GPS and RFID for determining the coefficient of retroreflected luminance (RA) of sign sheeting 1. MEASUREMENT PARAMETERS: 1.1. Illumination and Observation: The retroreflectometer (instrument) should be constructed to meet the following geometries. 1.1.1. Illumination angle of -4.0º 1.1.2. Observation angles of 0.2º, 0.5º, and 1.0º 1.1.3. Light source should be CIE illuminant type A 1.1.4. Light source and receptor angular aperture of 0.1º 1.1.5. ASTM E 1709 with additional observation angles 1.1.6. Must be equipped with a lens 1.1.7. Light must be collimated - -1 1.2. Working Range: The instrument shall have a working range of 0 to 2000 cd·m ²·lx . 1.3. Measurement: The instrument shall be able to sequentially measure R at observations angles A of 0.2º, 0.5º, and 1.0º in a single measurement. 1.4. Color Correction: The instrument shall have built-in, automatic color correction to allow measurement of various colors or type of sign sheeting. Recalibration shall not be necessary for each individual color or type. Application of a mathematical color correction factor, either manually or through software interface, shall not be necessary. 1.5. Point Aperture Measurement: The instrument shall utilize ASTM standard point aperture geometry, enabling the user to determine if microprismatic sheeting material has been applied with the correct orientation (datum mark). 1.6. Stray Light Compensation: The instrument shall detect for and compensate for the actual level of stray light present as part of each retroreflectivity measurement. 1.7. Measurement Area Reduction: The instrument shall be supplied with a lens reducer to allow accurate measurement of small text or background without being affected by surrounding sheeting of different color or type. 1.8. Positioning Data: The instrument shall have a built-in WAAS GPS. 1.8.1. The accuracy of the GPS data under optimal conditions shall be 6.6 ft. (2.0m) CEP or better. 1.8.2. The accuracy of each GPS fix shall appear on the instrument display and be included in the data storage. 1.9. Sign Identification Data: The instrument shall have a built-in RFID reader. 1.9.1. The ID reader shall be compatible with commercially available passive 13.56 MHz tags/labels. 1.9.2. The ID reader shall not require the instrument to be aligned with the ID tag/label at any particular angle to take accurate ID readings. 1.9.3. To ensure positive identification of each sign in a cluster configuration, the ID reader shall not read correctly placed ID tags/labels at a distance of more than 3 in. (8 cm) from the ID reader. 2. CALIBRATION: 2.1. Calibration: The instrument shall be supplied with a single white reflection standard and a zero reflection standard for calibration. The white reflection standard shall be traceable to an accredited national standards laboratory through an ISO 17025 certified calibration and testing laboratory. Basic Construction The instrument shall be rigidly constructed to maintain a fixed geometry and must not contain any foldable or collapsible parts. 3.2. Portability: The instrument shall be self-contained, portable and be supplied with a shoulder strap and a foamlined carrying case. 3.3. Dimensions: The instrument’s physical dimensions shall be a maximum of 3.3 in. (83 mm) wide, 12.8 in. (324 mm) tall, and 11.6 in (295 mm) long. The instrument shall weigh less than 4.5 lb. (2.1kg). 3.4. Power Source: The instrument shall be powered by a commercially available, replaceable, environmentally friendly, Nickel Metal Hydride 9.6V, 2.6 Ah rechargeable battery. 3.5. Electronics Shielding: The instrument shall comply with FCC CFR47 part 15 class A to be fully shielded to eliminate external electromagnetic interference with its performance and block internal electromagnetic radiation. 4. USE AND CONTROL: 4.1. Use of the instrument shall be through the use of a sealed keyboard, liquid crystal display with user controlled backlighting and finger trigger button. 4.2. Data Storage: The instrument shall utilize internal non-volatile memory for storing measurement data. The instrument shall be capable of storing approximately 250,000 measurements. Each measurement shall at a minimum consist of the coefficient of retroreflected luminance (R ), GPS location data, GPS accuracy data, RFID data, optional manual ID A data, date and time of measurement, and sequence number of the reading. 4.3. Data Output: The instrument shall be equipped with a USB computer interface to allow for data output, preprogramming, extended control, calibration and diagnostics. 4.4. Internal Error Detection: The instrument shall indicate to the user on the display whenever a measurement may contain excess stray light. The instrument shall also indicate on the display whenever other detected errors exist such as incorrect calibration or low battery. 4.5. Averaging function: The instrument shall display a running average of measurement results that can be easily reset from the main display. 5. EQUIPMENT: 5.1. The instrument shall be equipped complete with an instrument user’s manual, quick guide, battery, spare battery, battery charger, stabilizing flange, lens reducer, Windows™ compatible software with users manual, data cable, shoulder strap, carrying case, one white reflection standard, and certificate of conformance and traceability. 5.2. The instrument shall have a temperature operating range of 32ºF to 122ºF (0ºC to 50ºC). 6. WARRANTY: 6.1. The instrument shall be warranted for a period of one year against defective parts and workmanship.
