Objective of Project MOH Holdings Pte Ltd (MOHH) is pleased to invite proposals to provide Video Consultation (VC) as a fully managed suite of services to improve productivity for patient care and collaboration among the healthcare professionals. 1.1 VC is aligned with the National Telehealth Strategy, which positions Telehealth as a “workforce multiplier” that enables the shift from institution-based care towards home/community care. 1.2 VC can be leveraged for Singapore to efficiently enable provider-to-patient care, as well as provider-to-provider collaboration and training. The benefits include timely intervention, increased right siting of care, reduced unnecessary referrals to tertiary institutions, reduced travels for both providers and patients, enabling remote interactions in times of pandemic outbreaks where physical contacts need to be minimised etc. 1.3 To scale the VC capabilities and benefits across healthcare institutions (HCIs), care providers such as nursing homes, residential facilities and day care centres, a common VC platform to be hosted by a managed service provider must be established. 1.4 The following foundational VC capabilities shall be implemented in this project: (a) (b) (c) (d) Multi-party high definition (HD) capable video and audio quality; Video recording, storage and playback; Document sharing, instant messaging and annotation; Scheduling through desktop email programmes and web-based email services; (e) Support for VC standards-compliant end points including desktop PCs, laptops, tablets, mobile devices and room systems; (f) Pay-per-use charging model. 1.5 The purpose of this Request for Proposal (RFP) is to source for a strategic partner to perform the following: (a) Provide Video Consultation (VC) as a fully managed suite of services Page 1 of 5 (b) Provide training and support for users to use the VC System to meet their needs; (c) Enable 25 care providers in the community such as nursing homes, residential facilities, day care centres that are working in partnership with HCIs (IMH and CGH), with basic VC equipment as well as necessary network infrastructure upgrade and broadband subscription. (d) Provide required documentations (e) Provide maintenance and support services (on-boarding and service support) for a contract term of two (2) years. 2. Participating Procedures The Request for Proposal (RFP) process shall be as follows: 1) Interested Vendor shall first read the Confidentiality Undertakings Letter (“Letter”) and Annexure 1 attached in Annex A to this Notice. If the vendor is agreeable to be bound by the terms of this Letter and Annexure 1, the interested Vendor may proceed to request for the RFP documents by sending an email to procurement@mohh.com.sg to request for the electronic RFP documents. In the email, please state the following: − company name; − company registration number; − business address; and − the name, designation, contact number and email address of your company representative who will be the primary contact for all communications with MOHH relating to the RFP (“Representative”), with the Subject line as “Response to MHHISDRFP15214 – Common Video Consultation Platform”. 2) Interested Vendor is required to fill up the Eligibility Information Form (attached in Annex B) and attach all necessary supporting documents in the same email to request for the RFP documents. MOH Holdings Pte Ltd will perform the eligibility assessment based on:− Experience in providing and managing end to end video services to at least 3 customers in Singapore. − Experience in the pay per use charging model (by per minute block) and have the process capability to bill different healthcare institutions organizations. − Experience in support and logistics management to serve a large user base involving at least 3 groups of users (e.g. care providers / patients / caregivers) and at least 1000 users. − Experience in integration of video services with hospital electronic medical record systems (EMRs). − Experience in integration of video services with scheduling system. The release of the full RFP document is subject to the assessment result of eligibility. Only Interested Vendors who have been assessed by MOH Holdings Pte Ltd to fulfill the eligibility requirement will be released the electronic RFP documents.
