POSITION DESCRIPTION Organisational Strategic Direction Holroyd City Council has established a set of plans that outline the long-term vision for the future of our city, which has been created in partnership with our community. The Living Holroyd Community Strategic Plan provides the core vision for Holroyd’s future and the key community outcomes that form the basis of Council’s planning. The Delivery Program (incorporating Council’s Annual Operational Plan) establishes a rolling program of actions and priorities outlining how Council will work toward delivering the strategies contained within the Community Strategic Plan. It is these plans that drive our organisation and all staff have a responsibility in understanding that each program, each service and each decision identified in the Operational Plan is linked to the actions of the Delivery Program which in turn respond to the outcomes and strategies of the Living Holroyd community Strategic Plan. Position Title: ENVIRONMENTAL HEALTH TEAM LEADER Location: 16 MEMORIAL AVENUE, MERRYLANDS Position Number SP-EP-16 Grade Holroyd City Council Grade 17 (plus Market Rate adjustment, incl. remote response allowance) Reports To MANAGER ENVIRONMENTAL HEALTH Division ENVIRONMENTAL AND PLANNING SERVICES Hours 70 per fortnight Award Local Government (State) Award Budget Income – $2.65 M Expenditure - $3.72M (14/15) Staff Responsibility 4 Direct reporting Staff, 20 Staff in total, Contract Service providers as required Position Purpose The Environmental Health Team Leader is responsible for the development, implementation and verification and reporting on Strategies and Actions from Council’s Community Strategic Plan, Delivery Program and Operational Plan. The Environmental Health Team consists of several teams across the areas of; Environmental Policy, Environmental Health, Environmental Protection, Public Health, Environmental and Waste Education, Companion Animal Management and Parking Patrol. Title Updated: Page 1 of 6 The Environmental Health Team Leader is supported by the Senior Environmental Health Officer, Senior Environmental Sustainability Officer, Senior Environmental Protection Officer and Senior Parking Patrol Officer: To supervise the Senior Environmental Health Officer, Senior Environmental Sustainability Officer, Two Environmental Health Officers, Environmental Sustainability Officer, Trainee Environmental Health Officer, Senior Environmental Protection Officer , Three Environmental Protection Officers, Environmental Health and Waste Education Officers, Senior Parking Patrol Officer, Six Parking Patrol Officers and Waste Initiatives Projects Officers. To ensure that Holroyd City Council is at the forefront of Environmental Sustainability Policy Development and implementation. To ensure that Holroyd City Council is at the forefront of Environmental Health practice. To ensure that the Environmental Protection Team maintain and enforce environmental health, safety and convenience standards as provided for in various statues. To ensure that the Parking Patrol Officer Team patrol allocated beats and issue Parking Penalty Infringement Notices for breaches of parking and associated offences. To ensure budgetary responsibilities are followed and budgetary procedures are meet for areas where financial responsibility is assigned 1. Selection Criteria Essential Criteria: 1.1 Completion of the UWS B.App.Sci. (Env. Health) course, relevant tertiary qualifications in Environmental Management or equivalent. 1.2 Extensive operational knowledge of legislation (Acts, Regulations and supporting Guidelines/Standards/Codes), including but not limited to; Local Government Act 1993, Protection of the Environment Operations Act 1997, Food Act 2003, Public Health Act 2010, Impounding Act 1993, Roads Act 1993, Road Transport Act 2013, Road Rules 2014 and the Companion Animals Act 1998. 1.3 Experience in the supervision of staff, including their professional development, performance management and reporting against set benchmarks. 1.4 Experience in the development, monitoring and reporting on; Community Strategic Plans, Delivery Plans, Annual Operational Plans and Budgets. 1.5 Extensive operational experience in the management of investigations and enforcement action for a diverse range of areas, including but not limited to; Pollution Incidents, Council’s responsibilities under the NSW Food Regulation Partnership, Skin Penetration Surveillance Programs, Legionella Surveillance Programs, Environmental Assessment of Industry, Local Government Act and Companion Animals Act. 1.6 Experience in the environmental and public health assessment of development applications, including but not limited to Acoustic Reports, Contamination Reports, Environmental Impact Statements, Preliminary Hazard Analysis Reports and Odour Impact Assessments. 1.7 Extensive Operational experience in the delivery of sustainability initiatives and programs, including but not limited to the following plans and programs; Energy Savings Action Plan, Water Efficiency Plan, Sustainability Action Plan, Better Waste and Recycling Fund. 1.8 Experience in dealing with Senior Management Team and Councillors, including the preparation of reports, delivery of presentations, and provision of advice on a range of matters. Principal Responsibilities 4.1 Leadership of the Environmental Health Team 4.1.1 Lead the Environmental Health Unit to ensure that: A. The Environmental Health Team; i. Coordinates a systematic response to the control and education of regulated premises/systems, including but not limited to; food businesses, legionella surveillance and skin penetration surveillance. ii. Conducts and coordinates the investigation of Environmental Health matters. iii. Conducts and coordinates the Environmental Assessment of Development Applications. iv. Identifies, reviews and develops strategies to enhance Environmental Health practice. v. Coordinates an effective Environmental Assessment Program to ensure industry is aware of its obligations under the Protection of Environment Operations Act 1997. vi. Conduct regular inspections on building sites to ensure adequate erosion and sediment control measures are implemented. vii. Coordinates through the Senior EHO the background noise monitoring program and the local waterway monitoring program. B The Environmental Sustainability Team; i. Researches and responds to environmental issues through the development and implementation of environmental policies. ii. Coordinates the development and implementation of Council’s environmental sustainability programs. iii. Coordinates the development of Council’s Energy Saving Action Plan and Water Efficiency Plan. iv. Undertake environmental and waste education planning, development and implementation as required to assist with environmental policy implementation. v. Identify and apply for funding opportunities, such as waste and environmental sustainability grants. Administer grants, including monitoring of grant outcomes and budgets during implementation and to manage interim and final reporting requirements. C The Environment Protection Team; i. Investigate nuisance and public health complaints under the Local Government Act. ii. Investigate complaints and resolve issues concerning companion animals. iii. Provide a fast response service to reports of illegal Asbestos removal and Council’s total prohibition of refuse burning. iv. Conduct patrols of weight-limited roads and take appropriate legal action. v. Conduct regular inspections on building sites to ensure adequate erosion and sediment control measures are implemented. vi. Seize and impound abandoned articles. vii. Conduct regular patrols of illegal dumping hot spots and investigate instances of illegal dumping in conjunction with the Western Sydney Regional Illegal Dumping Squad Officer assigned to the Holroyd area. viii. Respond to complaints via pager service of out of hours relating to out of hours building work, Companion Animals issues, matters of public safety and emergency. ix. Assist Council’s Facility Management Unit, as required, to oversee the activities of Council’s security contractor. Title Updated: Page 4 of 6 D The Parking Patrol Team; i. Patrol allocated beats of restricted street parking zones and issue Parking Infringement Notices for breaches of parking and associated offences. ii. Detect and respond to instances of illegal parking and take appropriate action. iii. Police the provisions of Part 5 (Parking) of the Local Government Act 1993 in Council’s Free Parking Areas, issue Infringement Notices where necessary and attend Court whenever required. 4.2 Development of Strategies and Actions within Council Integrated Planning and Reporting framework i. Develop Strategies and Actions for Council’s Community Strategic Plan, Delivery Program and Operational Plan that enhance areas of responsibility of the Environmental Health Unit. ii. Implement Strategies and Actions for Council’s Community Strategic Plan, Delivery Program and Operational Plan that enhance areas of responsibility of the Environmental Health Unit. iii. Verify and Report on Strategies and Actions for Council’s Community Strategic Plan, Delivery Program and Operational Plan that enhance areas of responsibility of the Environmental Health Unit. 5. Risk Management Manager Risk Responsibilities Managers are the risk owners and are required to create an environment where the management of risk is accepted as the personal responsibility of all staff, volunteers and contractors. Managers are accountable for the implementation and maintenance of sound risk management processes and structures within their area of responsibility in conformity with Council’s risk management framework. 6. Work Health Safety Managers, Supervisors, Team Leaders WHS Responsibilities Set a high standard and provide leadership that progresses Council’s Work Health Safety and Rehabilitation program to achieve its stated objectives by encouraging the involvement of all people in achieving a safe and healthy workplace. Program training for site specific needs Achieve set health and safety objectives and develop plans to implement programs and procedures to ensure compliance with the relevant health and safety legislation and standards. Provide the necessary resources, plant and equipment to ensure the highest standard of health and safety where appropriate and within the budget made available to Council. Ensure all plant and/or procedures which are used in the conduct of work are regularly inspected and tested to verify that they conform to standards, legislative requirements and/or specifications. Promote and support rehabilitation in the workplace and identify and make available suitable duties for employees who are part of Council’s Rehabilitation Program. Ensure WHS is an agenda item at all team meetings. Keep employees informed of health, safety and rehabilitation matters. Child Related Position This position is not currently designated as child related but Council may at any time choose to apply to the Commission for Children and Young People to have this role designated as child related, even though it may not involve face to face contact with children.
