FOREWORD
In 2013 we launched the first edition of the Index with the objective of promoting Romania internationally as a leader for software development, as well as a high-end software and IT software
provider.
Our interactions with companies, clients and industry stakeholders have indicated a strong
interest in common promotion efforts for the industry and the country, so as to make individual
companies’ efforts easier and their offer more visible on various markets.
While IT exports are still lead by software outsourcing companies and R&D centres, we have
been consistent in our mission to support companies and the industry as a whole in growing the
business and expanding the existing potential.
We have started this year’s edition of Romanian Software Index with a new approach, to reflect
our constant concern over the last years regarding the development of the industry: promoting
Romanian software products.
Along with supporting the software services segment that has laid the foundation for the
current development of the industry, ANIS is a firm believer and promoter of the opportunities
offered by innovative projects and products.
The launch of an independent dedicated website, along with the printed catalogue is another step that we are taking in the direction of promoting the Romanian companies and their
products and services. We are aiming for this platform to become a meeting point for all those
interested in partnering with Romanian companies or acquiring their services – an information
and benchmarking resource for all those interested.
We are aware that bringing together companies and products that are not only representative
for the local industry, but also enjoying significant market success involves a medium-to-long
term effort invested in this project - and we are fully committed to deploying this effort.
Setting up a dedicated section for Products in our Index is only part of the mix of activities and
projects that ANIS is putting together for the more constant development of an industry business model based on innovation and IP creation.

ANIS - Employers’ Association of the
Software and Services Industry
Overview: Priorities, objectives, projects
ANIS represents the interests of Romanian IT companies and supports the development of the
software and services industry, as well as the growth of companies involved both in outsourcing
projects and in developing proprietary applications.
The association was founded in 1998 and now includes approx. 100 members – companies with
both Romanian and foreign capital, small and medium companies as well as multinational ones,
with presence in the main technical universities in the country.
ANIS aims to contribute to promoting Romania as a regional leader for software development
and established exporter for high quality software products and services. ANIS is also acting as
main point of contact for information regarding the industry.
Vision: Romanian software from “lohn” to brand
Following member consultations and decisions of the association’s General Assembly, ANIS’
efforts on short and medium term are concentrated towards promoting a new business model
for the national software industry onto the creation of proprietary software.
The local industry is under the pressure of changing focus from human resources – technically
qualified, but cheap – that can develop custom made software, to creating innovative software
projects with local capital. This way we can address the need of creating many more jobs in an
industry which is growing significantly.
ANIS’ vision can be transposed in 3-pillars strategy:
• A plan to grow the internal software market – for creating local products that can be exported
in later stages
• A plan to encourage creation of proprietary software products – startups, accelerators, incubators, entrepreneurial education programs
• A plan to support outsourcing and R&D centers, based on creativity and not on costs.
ANIS projects on short and medium term:
• Release of an extensive study on the evolution of the local IT industry, to track a path for
future development and create premises for product development based business model
• Planning a vision of growth of the local industry, to maximize opportunities for various types
of companies in the software and services business and promoting this vision to organizations and governmental bodies that can contribute to setting up concrete support measures
for this vision
• Development of programs and events to support companies in their efforts to identify and
approach potential customers
• Continuous involvement in working groups and committees that analyse and propose measures for supporting the growth of the industry.

Overview of the Software & IT Services
Industry in Romania
A Healthy Information Technology Market
The IT market in Romania grew 4.3% year on year in 2012 to reach a value of $2.92 billion. Hardware accounted for 70.3% of the total market, while software made up 14.8% and IT services
14.9%. IT spending in Romania is expected to grow at a CAGR (Compound Annual Growth Rate)
of 2.4% over the next five years to total $3.37 billion in 2017. With an expected CAGR of 3.3%
during the same period, the software market will expand more and at a faster pace than the
overall IT industry, thus representing a huge opportunity for Romanian companies directly or
indirectly involved in software development, customization and commercialization.
Active Local Companies within a Dynamic Competitive Environment
Local companies have constantly begrudged the position of large international technology
vendors and, over the last couple of years, were able to gain some competitive advantage by
providing services at lower prices. Local providers also gained an upper hand by delivering services more efficiently and with more flexible contract conditions. In addition, there is a large and
constantly growing group of small but very active IT services providers that typically target very
specific types of small and medium-sized businesses (SMBs), and these players have already
gained solid reputations in niche areas. These companies are managing to prosper, even with
a limited number of clients and lower prices, as their size and structure allows them to keep a
handle on organizational expenditures.
A Solid Near-shore/Offshore Services Centre
Despite several factors needing improvement to maintain or increase the country’s attractiveness for future foreign direct investments (FDI), outsourcing remains a very profitable business in Romania. There is a sizable number of local companies that provide exclusive custom
software development for offshore/near-shore clients in the U.S., Western Europe (France, Italy,
Germany, Benelux, United Kingdom), and, more recently, the Middle East.
Romania currently has around 50 offshore centers owned by large international IT vendors.
More than half of these are business process outsourcing (BPO) centers, 30% are IT services-related centers, and less than 20% are R&D facilities. During the last five years, off shoring in Romania has moved from basic near-shore provisions to services with high added value (engineering and software development).
ANIS estimates indicate the number of employees currently working in outsourcing (local, offshore, and near-shore) is around 50,000, compared with the 15,000 recorded in 2007.
Development Trends and Future Outlook
According to ANIS-IDC industry study published in 2013, only 11% of all companies interviewed
are involved exclusively in developing commercial packaged software, while a large portion
(43%) are involved only in custom software development for third parties.
Despite the fact that 46% of the companies said that they are involved both in commercial
packaged software and custom software, if we take a look at the revenue split from the two
types of activities, only 29.5% of this revenue is stemming from developing and selling commercial packaged software. This means that local software companies are still largely focused on
custom development projects that usually have a quicker turnaround and generate the majority
of operational revenue streams.
A closer look at the main packaged software categories developed and commercialized in Romania shows that the application markets currently dominates the scene, while system infrastructure software and application development & deployment software perform less successfully.
According to IDC forecast ending in 2017, the most dynamic software group in Romania will be
the “Application Development & Deployment” segment with an estimated CAGR (Compounded
Annual Growth Rate) of 5.2%, followed by the “Applications” and “System Infrastructure Software” with CAGRs of 3.2% and 2.3% respectively.
The results presented show the distribution of the commercial packaged software categories
developed by the local companies: the Enterprise Resource Management (ERM) applications are
the most popular - 54% of all respondents motioning their involvement in developing this kind
of application, followed by Operating and Manufacturing Applications (41%) and CRM (Customer
Relationship Management) applications with 38%.

According to IDC-ANIS survey, in terms of vertical split, the top three most popular vertical
industries are manufacturing, finance (including banking, insurance, leasing and other finance)
and retail & wholesale each with 13%, followed by government (11%) and business and personal
services (10%). The least popular destinations for the development of local packaged commercial applications are construction, education and telecommunications.
In terms of revenue model the traditional licensing model based on fixed license fees and recurrent maintenance revenue is still predominant when it comes to selling commercial packaged
application (close to 80%). The subscription based revenue specific to the cloud delivery model
counts only for 18.8% of all revenue stemming from commercial packaged software.

Distinctive Features Influencing Romania’s Software Market now and in the near future
Romania as an outsourcing location
The growth of the local software market (both for packaged and custom applications) has two
main sources of development. The first one is establishment of new offshore/near-shore centers
in Romania by foreign companies seeking new opportunities in terms of cost development
operations and the second one is the rise of the local companies that should be more involved in
creating their own IP and successful branded applications.
With the increasing cost of doing business in the Central European countries, many international
vendors specialized in offshore/near-shore activities started to look more toward the East for
viable locations for hosting their development operations. Countries such as Romania, Bulgaria, Croatia, Slovenia, and Moldova soon became preferred locations for such activities due to
several factors, including lower operational costs, availability of highly skilled workers, language
proficiency, and labor force size. Among these countries, Romania stood out as an increasingly
attractive location, with many vendors choosing to set up their offshore/near-shore operations
in the country.
It is worth mentioning that the main competitive advantages offered by Romania are still the
lower costs of doing business compared to other countries in the region, highly skilled and large
pool of human resources, as well as the market size.
Despite these competitive advantages, several factors need improvement in order to maintain
and increase the country’s attractiveness for future foreign direct investment, including bureaucracy, business transparency, corruption, and private-public partnerships related to education
and human resources. However, despite the current drawbacks, the long-term ICT investment
prospects for the country appear to be positive.
The role of custom development services
Although the number of local Romanian companies that have developed and exported proprietary IT products is still low, the major strengths of local IT services providers reside in custom
development services (software development on demand) and testing and support services
around applications for the finance, telecom, manufacturing, and government sectors. This
is why, if we look at the structure of export of services, the portion related to the export of IP
(intellectual property), namely pure software licenses is still very low compared to the custom
development services.
An export-oriented IT services economy
In terms of export revenue structure, the overwhelming majority of IT services revenue comes
from customization services (including custom application development services and applica-

tion customization) and support services. These two categories accounted for over 62% of total
IT services exports in 2012. The other traditional outsourcing services, such as business process
outsourcing (BPO), managed services, research and development services and engineering services account together for the remaining 35% of total IT services exports. However, we expect
that BPO and engineering-related activities to catch up in the near future and increase their
shares in the total volume of export of IT services.
Romania’s IT services offshore market reached approximately $522 million in 2012 (excluding
export of pure licenses) and is expected to accelerate its impetus in the next years. The structure of the offshore/near-shore market in Romania is the following: IT services (CAD-custom
application development, support & testing services) account for 60.2%, BPO services (26.8%)
and R&D (engineering services) account for the remaining 13%.

B2B Reservation System
It offers travel agents real time access into a web based booking engine so they can search and
book travel services in the name of their clients bookings through a control panel from which
they can manage all the reservation processes and also their sub-agents and operators.
B2C Internet Booking System
It‘s a user-friendly interface that allows selling travel products to end customers directly on the
travel portal website, being connected with multiple travel services providers (hotels, flights,
transfers, tours, cars, vacation homes) and also GDSs (Amadeus, Galileo, Worldspan). It’s easily
managed from it’s own dedicated back-office system, having at the same time front and backend interfaces.
Contracting and Extranet System
It’s a stand-alone web-based system which can be connected directly to a B2B or B2C
reservation software and allows travel agents to upload their own contracted hotels and
give them access to their online system so they can input their own hotel data (description,
allotments, rates, special offers, restrictions).
