STATUTE OF THE NATIONAL SCIENCE AND ART FOUNDATION
Chapter I
Denomination. Place. Functioning time.
Art. 1. Denomination, juridical personality.
(1) The National Science and Art Foundation, named further on Foundation, is a
representative Romanian organization, with juridical personality, independent,
non-governmental, apolitical and non-profit. It carries on its activity under the
auspices of the Romanian Academy.
Art. 2. Place.
(1) The headquarters of the Foundation is in Bucharest, str. Dem. I. Dobrescu,
no. 11, sector 1.
(2) The Foundation may change its headquarters, being allowed to hold, by
renting or by title of property, other places also, each one having limited
representative authority, according to the entrusted service mandate.
Art. 3. Branches and representations.
(1) The Foundation may set up regional, zonal, local branches or any other
proper organizations suitable for promoting its initiatives, purposes and
objectives on the entire territory of Romania. The Foundation may also open
representations abroad or may agree upon employing external representatives
under the terms of observing, according to the case, the Romanian or
international legislation.
(2) The branches and the representations of the Foundation have no juridical
personality.
Art.4. Functioning time
(1) The Foundation functioning time is unlimited, from the date juridical
personality is obtained.
Chapter II
Aim and objective of the Foundation.
Art. 5. Main aim
(1) The main aim of the Foundation is to support the activities in the field of
science and art.
Art. 6. Means of action
The Foundation brings to public knowledge the object of activity, the immediate
projects or the prospective aim (programs) by printing and publishing informative
materials and publications, by radio and TV broadcasts, by information and
documentation centers, by any other advertising forms and means.
Art. 7. European affiliation
(1) The Foundation is concerned with its integration in the European circuit by
affiliations or by promoting some organization initiatives of its own.
Art. 8. Partnership
(1) The Foundation achieves its aim through its own means or through
association, in partnership with representatives of central or local public
authorities, with institutions, economical agents, physical or juridical persons from
Romania or abroad which can contribute, in one way or another, to the
fulfillement of the Foundation aim.
Art. 9. Objective of activity
(1) In order to carry out its main aim, the Foundation intends to achieve the
following principal objectives:
a) organization of national or international scientific colloquiae and seminars;
b) administration of the publications to be printed;
c) programs of conjunctural studies;
d) programs of relations;
e) publishing books, reviews and other scientific and artistic publications;
f) organizing lectures delivered by personalities from Romania or abroad;
g) offering scholarships for specialisation of researchers, specialists and
students, granted by the Foundation. The scholarships will be obtained by
contest according to Regulations elaborated by the Steering Committee of the
Foundation.
h) support of basic research by individual or group competitive grants, open to
any applicant; initiation of research projects and their achievement; participation
to projects offered by scientific and humanistic institutions from Romania and
abroad, i) carrying out studies analizing the scientific activity in Romania and
yearly publications of the results of this analysis; supporting the prioritary
research projects;
j) supporting the process of European cultural integration and offering practical
solutions in the field of science and art; k) organizion of non-profit economical
activities in order to ensure the funds necessary for carrying on the Foundation
activity;
(2). In the spirit of the Statute, the Foundation also has other activities based on
economical contracts, according to the present legislation. The Foundation may,
therefore, organize production units, commercial, banking or any other kind of
services, required by the objective and the purpose of activity, keeping, in the
same time, in all circumstances, its character as a non-profit organization
(3). The Foundation conceives and organizes its practical programs in such a
way as to play the role of a dynamic factor of scientific and artistic life and,
implicitly, of the civil society, having in view to make the Romanian society pay
attention to the development of these fields.
