KRA 1 Transparent, Accountable, and Participatory Governance
1. Conduct of Anti-Red Tape Act (Republic Act 9485) -Report Card Survey (ART A-RCS) on
high density/most complained government agencies.

Forty-one (41) offices covering eight (8) agencies in Western Visayas

RCS Researchers are either CSC Personnel or Volunteers from
Partner Institutions
CSCR06 has partnered with three (3) SUCs in the conduct of ART ARCS namely: Aklan State University, Capiz State University and
Carlos Hilado Memorial State College.
Of the forty-one (41) offices surveyed , fifty-one percent (51%) or
twenty-one (21) offices have been surveyed by non-CSC Personnel
comprising of volunteers from Partner Institutions and former
PASADA Volunteers.

2. Surprise visits to government agencies in coordination with other Civil Society Organizations

agencies with reported Citizen's Charter in 2010.

Status of Assistance
7 agencies under Level1 Assistance have been monitored and will be
subjected to another Report Card Survey to be tentatively conducted
in the first Quarter of 2013.
CSCR06 is still waiting for confirmation with the Head of Agency
under Level 2 Assistance as to the date of the conduct of SDEP.

Status of Assistance
Based on the Monthly Status Report on the conduct of the RCS Exit
Conference for Failed Agencies submitted to the Office for Strategy
Management last October 5, 2012, three (3) offices were evaluated
as SDEP Level 1 Assistance and two (2) agencies were classified
under the SDEP Level 2 Assistance.
Those agencies that have initially been evaluated under Level 1
Assistance will be monitored in the 4 th Quarter of 2012 while those
evaluated under Level 2 Assistance will be subjected to Level 2
Assistance within this year.
CSCR06 will evaluate the level of assistance of the other five 95)
agencies after CSC FOs have reported the outcome of the Exit
Conference with the Heads of Offices.

4. Award CSC Seal of Excellence to agencies with excellent rating on ARTA-RCS
In 2011 , CSCR06 has awarded the esc Seal of Excellence to Sago City Water District. The awarding
ceremony was conducted last July 6, 2012 at the Sago City Community Center with no less than
Assistant Commissioner David June Cabanag graced the occasion.
For 2012, there are ten (10) offices that are candidates for the esc Seal of Excellence after they have
earned an EXCELLENT rating in the conduct of the Report Card Survey.
Two (2) agencies have so far been validated and earned the CSC Seal of Service Excellence. They are
BIR ROO No. 76 (Victorias City, Negros Occidental) and BIRR DO No. 77 (Bacolod City). The
awarding ceremonies will be held in Bacolod City on November 29, 2012.
