A) During this prior outage condition generation curtailment of the St. Joseph and St.
Leon wind farms concurrent with TLR on MHEX_N may be required when
Manitoba to USA flows are north to prevent post contingent overloads on G37C following a trip of B10T or D602F.
B) The SOL for MHEX_S and MHEX_ N is the same if the MISO RTCA and MISO
Flowgate Monitoring Tool is unavailable prior to or during this outage.
C) If the MISO RTCA shows possible overloads on the Forbes TR7 500/230 transformer
(for the loss of the Forbes 500 kV Line 601) , MISO to review the following: i/ Pre Contingent flow on 500 kV Line 601 > 500MW. The loss of the Forbes
500 kV Line 601 will initiate a cross trip of D602F, and a HVDC reduction equivalent to 115% of the pre contingent flow on Line 602. ii/ Pre Contingent flow on 500 kV Line 601 between 350-500MW – the loss of the Forbes 500 kV Line 601 will initiate an HVDC reduction equivalent to 46% of the pre contingent flow on Line 602. iii/ Pre Contingent flow on 500 kV Line 601 <350MW – There will be No
HVDC reduction for loss of the Forbes 500 kV Line 601
If the MISO RTCA shows possible overloads on the Forbes TR7 500/230 transformer
(for the loss of the Forbes TR8 500/230 transformer ) MISO to implement congestion management to mitigate overload conditions.

Instructions to
MHEB
Operator:
A) TOI Extentions - This TOI may be extended until 23:59 by performing the following steps:
1.
Verify system conditions to confirm there are no additional tie line facilities
outages, or new internal MH outages.
2.
Review RTCA to confirm there are no new contingencies.
3.
Contact MISO to confirm there are no new outages, if there are no new outages
provide notice to MISO that MH is extending the TOI.
4.
Extend the outage in COLA.
5.
Update TLAP outage table.
6.
Provide notice to affected balancing authorities
B) For MHEX_N:
- The MHEX_N will at all times remain below 400 MW as measured at Dorsey,
Letellier, Richer and Glenboro stations.
- Manitoba Hydro will self-supply part of the CRSG as follows;
Manitoba Hydro Self-Supply > 270-MHEX_S
This will equates to a CRSG of 230.
C) AGC Control – Treat as system intact.
- Miso RC will monitor R50M and adjust AGC as necessary.
