David Marlow of AI Solutions gave presentation on Toolkit CS on how to manage CDM and ensure LB Hounslow’s compliance as far as CDM is concerned. He presented outline of all the CDM stages with in LB Hounslow and guidance for using Toolkit CS at each of those stages. SG explained how LB Hounslow manage and comply with CDM health and safety regulations supported by Toolkit CS hosted solution. This software is being integrated to outlook. 1. Matters Discussed General discussion from previous notes of meeting held on 8th May 2009. SG - proposed to invite Duro Basic of TfL in the next meeting on 27th November. GM – emphasised on TfL to attend meeting as regard to TfL fund allocation matters. 2. Traffic Management Act : Trevor Collett presented TMA 2004 SG- informed that we have put in applications to DFT with other 17 London boroughs & TfL for permit scheme. 3. Dropped Kerb : (Crossovers) Agreed to circulate borough’s crossover policy. It was decided to circulate crossover questionnaires. 4. London wide Skid Resistance Project JG- proposed for policy and guidance on London wide Skid resistance rather than individual borough policy. SG- Road 2000 project to commission scanner survey. 5. LoTAG Asset Management SG- We have got 100% asset inventory and also video inventory. We have completed Highways Asset Management Plan –HAMP-V3 and linked with PFI. skid résistance, crossovers all included in HAMP. Hounslow carried out coring survey for the whole network @500m interval to ascertain details of pavement. JK –appreciated the coring for pavement which will give basic guide for the section of the road layer. JG- raised the issue of video inventory, which could be via Google earth. There was a doubt that Google might not be able to give all the elements of the road like street lighting column, bollard, road sign etc. Video survey needed to be specific. SG – one million pounds has been given to all London boroughs & TfL for asset management by DFT 6. CDM 2007 Training Project It was agreed by all that training was required for CDM 2007 .Draft programme will be sending to Ziggy Gaca and training will be organised. We need to allocate budget to use for training. 7. ZG Research /Trials /Training SG – We have been carrying out micro surfacing –cold overlay of 6mm thick. Burlington road was done last year as a trial for micro surfacing and we have the programme for further 20 roads. Patching needed to be done before micro surfacing. Section 58 will cover statutory undertakers so that they cannot touch the road up to two years. We are working together with TRL on this. If trial goes ok, we will continue micro surfacing. This is a low cost option for resurfacing and cost is approx.£3.50/M2. JG – requested to circulate specification. He is keen to know the criteria, its application and how to select road. SG JK-Richmond tried micro surfacing last year. 8. Benchmarking Exercise Ziggy Gaca will circulate questioners to all members as regards to winter gritting. ZG JG-We need to know the rate for winter grit per vehicle charge and what are the rate other boroughs are paying for hire cost of vehicle. 9. AOB- LBH PFI Project SG- We have submitted outline business case to DFT. It is anticipated that work will start in January 2013.
