REGULAR BOARD MEETING –OCTOBER 17, 2007
Minutes of the regular meeting of the Board of School Directors of the Connellsville Area School District
held in the Connellsville Area Senior High School, 201 Falcon Drive, Connellsville, Pennsylvania, on
Wednesday, October 17, 2007, at 7:00 PM.
CALL TO ORDER
The meeting was called to order by the President, Francis Mongell at 7:10 p.m.

Kenneth Nicholson was absent.
Others present included Superintendent Duncan, District Administrators Chrise, Clawson, Cunningham,
Lembo, Marko, Matthews, Omatick, Savini and Wilson, Building Administrator Stern, Solicitor Cordaro,
two reporters and approximately five concerned citizens.
MOMENT OF SILENCE/PLEDGE OF ALLEGIANCE
A moment of silence was observed and followed by the Pledge of Allegiance, led by President Mongell.
MINUTES OF PREVIOUS MEETING
President Mongell called for approval of the minutes of the September 19, 2007, meeting, whereupon motion
was made by Mr. Galand and seconded by Mrs. Lint to approve said minutes, a copy of same having been
previously received by all board members and distributed to all buildings. The following voted in favor:
Blocker, Dolde, Galand, Harvey, Lape, Lint, Mongell and Zadylak.
TREASURER’S REPORT
President Mongell called for approval of the Treasurer's Report, whereupon motion was made by Mrs. Lint
and seconded by Mrs. Blocker to approve said report, having same spread upon the minutes. The following
voted in favor: Blocker, Dolde, Galand, Harvey, Lape, Lint, Mongell and Zadylak.

Janice Albright, invited everyone to attend a presentation by Author Jim O’Brien at the Senior High School
Library, Thursday, November 8, 2007 at 6:00 p.m.
David McIntire, concerned parent, agreed to hold his comments regarding the future possibility of closing
South Side Elementary School until the board is ready to discuss after the school board’s organization
meeting in December.
REPORT OF DEPARTMENTS:
ATHLETICS
Motion was made by Mrs. Blocker and seconded by Mrs. Lint to award the bids for winter sports supplies
and equipment to the lowest responsible bidder meeting specifications. The following voted in favor:
Blocker, Dolde, Galand, Harvey, Lape, Lint, Mongell and Zadylak.
Motion was made by Mrs. Blocker and seconded by Mr. Harvey to approve the following supplemental
contract for the 2007-2008 school year, contingent upon receipt of a “signed” contract no later than one
month after issuance, including the posting of the position if the contingency is not met:
Junior High East Wrestling Assistant Coach, Ron Wiltrout, (82% of salary to be determined)
The following voted in favor: Blocker, Dolde, Galand, Harvey, Lape, Lint and Mongell. The following voted
against: Zadylak. Motion Carried 7-1
Motion was made by Mrs. Blocker and seconded by Mr. Harvey to approve the following supplemental
contract for the 2007-2008 school year, contingent upon receipt of a “signed” contract no later than one

BUILDINGS AND GROUNDS
Motion was made by Mr. Lape and seconded by Mr. Galand to table the request to submit “PlanCon A:
Project Justification” and PlanCon B: “Schematic Design Acceptance” to the Pennsylvania Department of
Education for construction and renovations of the Connellsville Career and Technical Center.
The following voted in favor: Blocker, Dolde, Galand, Harvey, Lape, Lint, Mongell and Zadylak.
Motion was tabled.
Motion was made Mr. Lape and seconded by Mr. Dolde to renew the HVAC Service Agreement between the
Connellsville Area School District and Combustion Service & Equipment Company as proposed.
The following voted in favor: Blocker, Dolde, Galand, Harvey, Lape, Lint, Mongell and Zadylak.
Motion was made by Mr. Lape and seconded by Mr. Harvey to permit Linda Shearer and the Connellsville
Area High School Patriots to refurbish the Connellsville Senior High School War Memorial at a cost of
approximately $5,000 to be funded by donations in accordance with plan as presented to the board on
October 15, 2007. The following voted in favor: Blocker, Dolde, Galand, Harvey, Lape, Lint, Mongell and
Zadylak.

Motion was made by Mr. Harvey and seconded by Mrs. Blocker for an additional 13 students to participate
in the Skills USA Western Region Leadership Training Workshop, Seven Springs Resort, Wednesday thru
Friday, October 31 thru November 2, 2007, at an additional cost of $2,700.00 for registration and lodging, in
accordance with the district student travel policy. The following voted in favor: Blocker, Dolde, Galand,
Lape, Lint and Mongell. The following voted against: Harvey and Zadylak. Motion Carried 6-2
Motion was made by Mr. Harvey and seconded by Mr. Dolde to admit Rosemary Thorpe as a non-traditional
student in the cosmetology program for the 2007-2008 school year in accordance with the School-Day
Education Plan. The following voted in favor: Blocker, Dolde, Galand, Harvey, Lape, Lint, Mongell and
Zadylak.
Motion was made by Mr. Harvey and seconded by Mrs. Lint to approve the Commercial Truck Driving
Training Program Agreement between the Connellsville Area Career and Technical Center and Pennsylvania
Training Consultants, LLC, an affiliate of Stone & Company, Connellsville, PA, as proposed. The following
voted in favor: Blocker, Dolde, Galand, Harvey, Lape, Lint, Mongell and Zadylak.
CURRICULUM
Motion was made by Mr. Galand and seconded by Mrs. Lint for Jennie Becker, Senior High School Math
teacher, to attend a seminar entitled, “Freedom: The Essence of Mathematics”, Valley Forge, PA,
Wednesday thru Friday, November 7 thru November 9, 2007, at an approximate cost of $200.00 for one
substitute for two days and with all other costs to be paid by California University of PA, in accordance with
the district travel policy. The following voted in favor: Blocker, Dolde, Galand, Harvey, Lape, Lint, Mongell
and Zadylak.
Motion was made by Mr. Galand and seconded by Mr. Dolde to approve the following additions to the
professional substitute list for the 2007-2008 school year:

School Librarian, to attend the American Association of School Librarians Conference, Reno, Nevada,
Thursday thru Sunday, October 25 thru October 28, 2007, at a maximum cost of $200.00, in accordance with
the Conference Travel Reimbursement Guidelines. The following voted in favor: Blocker, Dolde, Galand,
Harvey, Lape, Lint, Mongell and Zadylak.

FINANCE
Motion was made by Mr. Zadylak and seconded by Mr. Lape to compensate Patricia Miller $7.50/hr for
duties performed as a seasonal tax clerk/secretary in the City of Connellsville’s Treasurer Office for
assistance in the collection of school district real estate taxes for the 2007-2008 fiscal year, effective
October 18, 2007, estimated annual expense is approximately $3,000.00. The following voted in favor:
Blocker, Dolde, Galand, Harvey, Lape, Lint, Mongell and Zadylak.
Motion was made by Mr. Zadylak and seconded by Mr. Dolde to discontinue participation with Pennsylvania

Motion was made by Mr. Dolde and seconded by Mrs. Blocker to table the request for the Board of School
Directors of the Connellsville Area School District to hereby authorize the Administration to work with
Public Financial Management, Inc. as Financial Advisor, Thorp Reed & Armstrong, LLP, as Bond Counsel
and the local Solicitor to prepare the necessary documents and analyses for a new money financing in the
amount of $10,000,000 as seen in Option 2 of the PFM analysis for sale via a competitive internet auction.
The following voted in favor: Blocker, Dolde, Galand, Harvey, Lape, Lint, Mongell and Zadylak.

FOOD SERVICE
Motion was made by Mrs. Lint and seconded by Mr. Lape to hire Katy Proud as a four-hour cafeteria
employee for a 30 day probationary period at $11.77 per hour in accordance with Local 491 Collective
Bargaining Agreement, subject to satisfactory job performance. The following voted in favor: Blocker,
Dolde, Galand, Harvey, Lape, Lint, Mongell and Zadylak.
Motion was made by Mrs. Lint and seconded by Mr. Dolde to change a 5 hour position at South Side
Elementary School to a 4 hour position effective November 7, 2007. The following voted in favor: Blocker,
Dolde, Galand, Harvey, Lape, Lint, Mongell and Zadylak.

PERSONNEL AND REVIEW
Motion was made by Mr. Harvey and seconded by Mrs. Lint to approve the following supplemental contract
for the 2007-2008 school year, contingent upon receipt of a “signed” contract no later than one month after
issuance, including the posting of the position if the contingency is not met:
Junior High West Yearbook Advisor, Stacey Huffman, (82% of salary to be determined)

Annual Thespian Conference, York, PA, Thursday thru Saturday, November 29 thru December 1, 2007, at
an approximate cost of $600.00 for three substitutes for two days, and with all other costs to be paid by the

SUPERINTENDENT’S REPORT
It is hard to believe we are nearing the end of our first nine-week grading period for the 2007-08 school term.
Thank the board for approval of the new CDL training cooperative program with Stone & Company. This
will greatly enhance employment opportunities in Connellsville Area and provide better paying jobs.
Plans are being finalized for our second Veteran’s Day Program to be held on November 8 at Connellsville
Area Senior High School, beginning at 8:00 A.M... Senior high school students are to invite a Veteran to
share breakfast and the special program, which will be broadcast live on our district TV channel. Veterans
need not wait for a student invitation, just contact Linda Shearer at the senior high school and let her know
you would like to be part of the program.
We will soon be facing winter weather. We will try to inform our parents, students, and staff as quickly as
possible of need to delay or cancel school.

Jennifer Weaver, Federal Programs Secretary, will be retiring effective January 2, 2008, and the

Barbara Hennesey, City of Connellsville seasonal tax clerk/secretary, resigned effective October 5,

Julie Eichner, Junior High East teacher, will be taking a leave of absence in accordance with the
Family and Medical Leave Act beginning October 10, 2007, with the ending date to be determined.

Susan Mizikar, Junior High East teacher, will be taking an unpaid disability leave of absence
effective approximately November 15, 2007 with the ending date to be determined by her and her
physician.

Kelly Cunningham, Junior High East Special Education teacher, will be attending a seminar designed
toward successful inclusion, Pittsburgh, PA, Tuesday, December 4, 2007, at a maximum cost of
