Learning network in my context means:
- The learning network dimension is basically about connecting the
different stakeholders together and finding ways to share and
communicate of knowledge.
- In my context, establishing a Human Resource Information System
implies developing an innovation value-system by establishing a
Unit responsible for all functions and business units, which will
serve as sources of information – including public decision makers
and stakeholders. This unit will discuss how the different
ministries and their different departments can be connected and
learn from each other in order to best be able to operate and
utilize a Human Resource Information System "HRIS".
- In this regard, all locations of the organization have an innovation
responsibility – to source ideas and forward them to those
responsible for corporate strategy. All connections are considered
nodes in a network – adding value with each interaction.

Benefiting from the experiences of the private sector and governments
abroad of HRIS
Establishing a unit responsible for discuss how the different ministries and
their different departments can be connected and learn from each other in
order to best be able to operate and utilize a Human Resource Information
System "HRIS".
Establishing IT Department responsible for Communication within the
organization by developing computer/communications technology, besides
connecting the governorates (geographic centers), and providing
opportunities for dialogue and learning.

Establishing information coordination unit responsible for
discuss how the different ministries and their different
departments can be connected and learn from each other
