Qualifications Education/Certification Master’s Degree OR Bachelor’s Degree with a CPA Special Knowledge/Skills Ability to interpret Texas Education Agency Financial Accountability System Resource Guide as required by TEA Knowledge of generally accepted accounting principles and the application of these principles to public school finance Ability to use data processing applications including word processing and spreadsheets Ability to interpret and analyze policies, procedures and data Effective organizational, communication, and interpersonal skills Ability to manage budgets and personnel Experience Five years directly related experience MAJOR RESPONSIBILITIES AND DUTIES Instructional and Program Management 1. Prepares the District’s budgets for presentation to the Board of Trustees. 2. Gathers all pertinent information from principals, department heads, and other administrators to prepare the annual budgets. 3. Applies state and federal guidelines to local program funding to check for supplemental versus supplant. 4. Develops and compiles needs assessments for District campuses and departments and uses the data to develop budget. 5. Responds to external and internal audits for verification of compliance with all local, state, and federal program applications. 6. With prior approval of supervisors, negotiates with Texas Education Agency staff all changes in submitted applications. 7. Supports campus initiated instructional and curriculum projects to ensure educational needs of the District are met. 8. Coordinates externally funded school projects with the regions, principals, campus committees, instructional personnel and other staff as appropriate. 9. Collaborates with Research and Evaluation Department in collecting and reporting District and private school student data. 10. Coordinates services provided to private schools that qualify for compensatory funding. 11. Performs monthly analysis of revenues and expenditures to determine the receipt and use of budgeted funds. 12. Serves in the absence of the Chief Financial Officer. Personnel Management 13. Defines job performance expectations and its responsibilities for staff selection, staff assignments, and the progress of technical assistance efforts at the campus level as applicable. Supervises and coordinates the activities of professional and classified personnel assigned to the unit of Budget and External Funding. Applies site-based decision-making concepts. Collects data for the completion of federal and state documents (e.g., applications, audits, etc.). Attends state and federal external funding meetings approved by supervisors. Attends school board meetings and prepares reports for the Board as requested by supervisors. Works at developing and maintaining a positive and collaborative climate, inter-regionally and interdepartmentally, as within the areas of Budget and External Funding. Policy, Reports, and Law 21. Adheres to District policy and state guidelines, and is responsible for performance evaluations of all respective personnel. 22. Assists in developing and administering procedures and policies related to job assignments. Budget and Inventory 23. Prepares and administers the local, state, and federal budget and funding distributions for the areas of External Funding. 24. Recommends and oversees the purchase and allocation of instructional materials and equipment. 25. Coordinates the maintenance, review, and development of district/campus external funding budgets with the collaboration of program directors. 26. Collaborates with Research and Evaluation, Finance, Advanced Academics, Connecting Languages, Special Education, and other departments to make effective use of external funds according to state and federal provisions. Student Management 27. Supports the District’s student discipline and management system. Communication and Community Relations 28. Develops a systematic process that responds to campus, parental, and community inquiries. 29. Communicates funding guidelines to District personnel and the general public. Professional Growth and Development 30. Serves on job-related and other committees assigned and approved by supervisors. 31. Stays current with and insures that staff is informed about the latest research trends and developments in all assigned areas of responsibility. 32. Participates in human resource growth activities approved by supervisors. Supervisory Responsibilities Supervises all assigned personnel.
