Senior Evaluation Specialist and Team Leader, Final Performance
Evaluation of Juba – Nimule Roads Project, South Sudan

Project Summary:
USAID/South Sudan’s Office of Economic Growth has supported the construction, rehabilitation, and
maintenance of the Juba-Nimule Road since 2007. This project has paved 192 km of road between Juba
and Nimule, providing access and benefit to nearly 2 million people – direct and indirect beneficiaries –
towards addressing USAID’s Strategic Objective 10: Promote Stability, Recovery and Democratic
Reform. The evaluation will aim to assess economic benefits to road users, as well as social benefits
(access to education and health services); in addition, the evaluation will document lessons learned,
best practices and other considerations for future infrastructure investments.
Position Summary:
The Team Leader will take responsibility for assessing and analyzing the project results against
evaluation questions and producing a high quality report which documents findings, conclusions and
recommendations. The short-term assignment is currently estimated to begin on or about November 2013
and will last approximately 2 months. The exact timing will be determined upon the project needs and
start dates.
Responsibilities:
 Provide leadership for the team and determine roles and responsibilities for the entire team.
 Finalize the evaluation design and data collection tools.
 Coordinate the process of assembling the final findings and recommendations into a high quality
document.
Qualifications:
 Master’s degree or higher in business, economics or a similar field relevant to evaluation of the
transport sector.
 At least 15 years’ experience with team leadership, project/program evaluations, and data
analysis (10 of which should be in a developing country context).
 Analytical evaluation experience and excellent report writing skills required.
 Experience with USAID or another donor.
 The ability to travel throughout South Sudan as necessary.
 Experience in South Sudan or East Africa (preferred but not required).
