Project Summary:
Under the Jordan Monitoring and Evaluation Support Project (MESP), MSI is conducting a performance
evaluation of USAID’s Strengthening Health Outcomes through the Private Sector (SHOPS) project, a
five year $38 million activity that is ending in July 2015. SHOPS has worked to involve non-governmental
organizations and for-profit entities in increasing availability, improving quality, and expanding coverage
of essential health products and services in family planning. The purpose of this evaluation is to assess
how effective the project was in meeting its objectives of increasing the demand for and supply of family
planning services; to assess the sustainability of project outcomes and practices; to identify causal factors
of outcomes and sustainability; and to provide recommendations on how to make future projects with
similar objectives more effective and more sustainable.
Position Summary:
The Evaluation Specialist will work with technical experts on the evaluation team to design quantitative
and qualitative design methodologies and tools, oversee data collection, ensure that the technical
expertise of the evaluation team is effectively utilized, lead in data analysis and reporting to ensure
linkage of findings, conclusions and recommendations, and ensure the evaluation process and reporting
meet USAID evaluation requirements.
The Evaluation Specialist will also serve as the team leader, overseeing a team of up to five Jordanian
and international technical specialists, and maximizing use of their particular skills and expertise.
Overseeing the smooth operation of the evaluation process, the team leader is responsible for quickly
and effectively identifying and addressing issues that might hinder the evaluation. The evaluation is
anticipated to begin in late April and conclude in June/July, with 45-60 working days/level of effort (LOE).
The Evaluation Specialist will be located in Amman, Jordan.
Responsibilities:
 Ensure clarity of roles and responsibilities of team members.
 Design evaluation methodology to address evaluation questions using quantitative and qualitative
approaches.
 Lead in evaluation tool design and define approach to analysis.
 Produce evaluation design report detailing methodology.
 Conduct literature review.
 Oversee training and pilot testing of data collection tools by subcontracted firm.
 Lead the team’s data collection efforts.
 Lead data analysis and facilitate evaluation team in detailing findings, conclusions and
recommendations that address the evaluation questions.

Meet deliverable deadlines.
Oversee quality control of evaluation process and deliverables using MSI quality control
templates.
Lead evaluation team in structuring evaluation report and final presentation.
Responsible for producing reports and presentations in professional-level English language,
especially as some team members may not be native English speakers.
Lead presentations and briefings to USAID and other project stakeholders.
Write final report that meets USAID evaluation requirements.
Qualifications:
 Master’s degree in a health related field.
 At least five (5) years of evaluation experience that includes qualitative and quantitative research,
design and analysis.
 Knowledge of USAID Evaluation Policy, practices, tools, and techniques.
 Experience in the health sector; experience in family planning, social marketing/behavior change
communication, private sector, cost recovery preferred.
 Demonstrated skill in structuring and producing reports and PowerPoint presentations.
 Excellent oral and written English skills are required; knowledge of Arabic is preffered.
