Proposal Summary:
MSI is seeking Senior Program Development Officers for an anticipated USAID/OTI-funded program. The
goal of this project is to provide USAID with the means to support local communities and partners
advance peace and democracy in Lebanon.
Position Summary:
The Senior Program Development Officer will develop and implement program support activities to
beneficiary groups and organizations for community improvement and capacity building. The Senior
Program Development Officers will be based in Beirut and various regions outside Beirut, and should be
comfortable travelling throughout the country. The Officer should also be comfortable taking the lead and
providing innovative solutions to a fast-paced, energetic and exciting program.
**Please note: This is a local position. Only Lebanese citizens are eligible to apply.**
Responsibilities:
 Identify potential program beneficiary groups and organizations in-country.
 Prepare draft proposals for activities to be supported by the program.
 Prepare draft Memoranda of Understanding (MoU) between MSI and its partners.
 Manage and coordinate program implementation with Regional Program Manager and program
staff.
 Coordinate with program teams to ensure the procurement and delivery of materials to programsupported beneficiaries
 Conduct monitoring visits and prepare reports to assess implementation of program-supported
activities.
 Provide support and deliver training to improve the capacities of national NGOs, communitybased organizations, and local groups in-country.
 Represent the MSI program in inter-agency coordination meetings, and meetings with state-level
line ministries and other government offices for sectors of work related to the program.
 On a regular basis, submit information on activity implementation for reporting in quarterly and
other reports.

Comply with program staff safety procedures at all times, and contribute to building a strong
culture of staff safety in the program.
Qualifications:
 At least three years of prior program officer experience with an NGO.
 Demonstrated experience working with community-based organizations and groups in
participatory program development and implementation.
 Demonstrated experience in programs requiring community-level engagement.
 Excellent organizational skills and writing skills.
 Excellent interpersonal, listening, and communication skills.
 Ability to deliver training on topics related to local CBO/NGO organizational strengthening.
 Ability to perform project monitoring and evaluation.
 Strong computer skills, specifically in MS Word, Excel, Power Point, and Outlook.
 Proven ability to work effectively independently and as a team member.
 Willingness to be based in a rural area of a transition country.
 Proficiency in written and oral English and Arabic.
