Proposal Summary:
The purpose of the contract is to supplement existing monitoring and evaluation
efforts by USAID/Afghanistan for the Mission’s three gender activities under the Advancing Women’s
Empowerment Project (AWEP). Gender Monitoring, Evaluation, and Learning (GENMEL) will
systematically collect and analyze performance information by monitoring and evaluating the results of
Promote, MORE, and the Gender Legacy Initiatives to ensure that AWEP is achieving its goal of
advancing gender equality and women’s empowerment in Afghanistan.
Position Summary:
The Chief of Party will be be a development professional who shall have responsibility for the overall
management of the contract, including liaison and coordination with USAID and the Contractor’s home
office.S/he must be able to interact effectively with Mission, Embassy, and GIRoA officials, as well as staff
from other Implementing Partners. S/he must have outstanding representational skills for meetings with
senior Mission, Embassy, Congressional delegations/other VIPs and GIRoA officials. S/he shall have
demonstrated knowledge of program/activity and strategy designs, design and implementation of
performance monitoring tools and mechanisms (performance output and impact indicators),
information/data gathering, results reporting, design and implementation of impact assessments and
evaluations, surveys and quantitative analysis.
Responsibilities:

Liaise and coordinate with USAID and MSI headquarters.

Ensure quality oversight of all services, products, and personnel, including those from
subcontractors and short-term staff.

Interact effectively with Mission, Embassy, and GIRoA officials, as well as staff from other
Implementing Partners.

Attend meetings with senior officials from Missions, Embassies, and Congressional delegations.
Qualifications:

At least 12 years of international development experience, including post-conflict countries.

Extensive experience monitoring and evaluating international assistance and women’s/gender
programs in complex, culturally diverse settings.

Demonstrated management experience, with experience recruiting and supervising long term and
short-term U.S., third country and local experts.

Outstanding representational skills to synchronize reporting and communications with
Implementing Partners and for meetings with senior Mission, Embassy, Congressional
delegations/other VIPs and GIRoA officials.

Demonstrated success in providing technical and programmatic guidance to diverse stakeholders
on optimal mechanisms and methodologies for quality performance monitoring, data validations,
planning, quality controls, accountability mechanisms, assessments and evaluations.
Familiarity with standard business IT applications and statistical methods.
Excellent English skills, particularly in speaking, writing, reporting, and presentation language
skills.
Knowledge of relevant federal regulations and procedures as well as work experience in postconflict countries.
Demonstrated knowledge in program/activity and strategy designs, design and implementation of
performance monitoring tools and mechanisms (performance output and impact indicators),
information/data gathering, results reporting, design and implementation of impact assessments
and evaluations, surveys and quantitative analysis.
S/he must have demonstrated success in providing technical and programmatic guidance to

Master’s degree strongly preferred.
