Introductions Vipin Gupta and Astrid Sheil are shadowing Dr. Morales until the fall of 2015, when they will take up their respective assignments on other campuses as part of their American Council on Education fellowships. Dr. Fremont introduced Dave Johnson, the new Associate Vice President for Strategic Communications. 2. Invitation from the Asian Faculty, Staff, and Student Association (AFSSA) Josephine Mendoza invited members of the Administrative Council to the May 14, 4 to 6:30 AFSSA Spring Scholarship and Recognition Ceremony, which will include a light dinner. 1 3. Policy: Key Request (First Read) Comments on the revised policy are to be sent to Mike Sylvester. The revised policy will then move forward with a 30-day campus review and will return to the Administrative Council for a second read. Each division is asked to prepare a checklist as part of the onboarding process for new employees. 4. Update: Strategic Planning Members of the Administrative Council are asked to review the objectives and strategies and get their feedback to Sam Sudhakar by Friday. Working groups are preparing back-of-the-envelope figures for implementation costs of the goals and objectives which the Strategic Planning Advisory Committee (SPAC) will review. The metrics must be reachable. SPAC has been discussing how to share the plan with the community. It was noted that the Mayor of San Bernardino has attended all of the community stakeholder meetings and has aligned the City’s strategic planning process with Cal State San Bernardino’s (CSUSB). The goal is for the plan to be the university’s plan, not the President’s plan. 5. Update: Enrollment Management Summer 2015: Total headcount (resident and non-resident) is at 2,373, compared to 2,055 at the same time last year. Total full time equivalent student (FTES), both resident and non-resident, is at 1,450, compared to 1,227 at the same time last year. Mean Unit Load (MUL) is at 9.07, compared to 8.81 at the same time last year. The summer enrollment target is 3,573. Summer will be run through the College of Extended Learning with the exception of the doctoral program and the Summer Language Intensive Program. 2 The College of Social and Behavioral Sciences’ enrollment is up over 14% for the summer compared to last year. Fall 2015: Enrollment target for first time freshmen (FTF) is 2,600 and for upper division transfers (UDT) is 2,660. FTF admissions are currently at 8,110, compared to 7,570 last year at this time. UDT admissions are currently at 4,959, compared to 4,624 last year at this time. The deadline for the enrollment confirmation deposit (ECD) is May 1: o FTF ECDs are at 3,206, compared to 2,777 last year at this time. o UDT ECDs are at 2,899, compared to 2,575 last year at this time. Noted: students who did not pay the ECD by May 1 are being placed on a waitlist. The June 6 English Placement Test (EPT) and Entry Level Mathematics (ELM) exams will need to be hand scored in order to identify those students who are required to participate in Coyote First STEP from that group of test takers. The hand scoring will limit the number of students who will be able to take those exams in June. 6. Update: Coyote First STEP The program is geared to accommodate 2,000 students or 1,000 in July and 1,000 in August. The call center is up and running; the website and communications plan have been rolled out. Students will be issued a standard Coyote OneCard. 3 7. Update: 50th Anniversary A kickoff event will be the “Legacy of Leadership,” scheduled for an on-campus location the night prior to Convocation in order to launch a new venue. Dr. Fremont will be rolling out digital letterhead next month to be used beginning July 1; this will save on printing costs for letterhead which has to be turned into scrap paper if it is not used by the conclusion of academic year 2015-16. The President’s Showcase has been set for March 5, 2016 and is titled “Then and Now.” Collateral and marketing material will be unrolled later in the summer; “mobile” material, which can be used at multiple events, will be created. 7. President’s Report Campus safety is a key priority for Dr. Morales, who summarized various incidents over this past year and the steps taken to address them. He thanked the community for continuing to direct individuals to the “CARE” Team. A search is underway for a new Chief of Police; once that position is filled, a search will begin for the Chief’s Lieutenant. The campus continues to work with city, county, state, and federal agencies. CSUSB students have completed the Agent of Change training in significant numbers; training for MPPs is being rolled out through Skillsoft; training for faculty is currently being negotiated at the Chancellor’s Office. Staff will also be required to undergo Title Nine (IX) training. A faculty and staff equity program is being implemented so that this year’s process can be completed by the end of the year. Key CSUSB administrators attended a meeting on the quarter to semester conversion (Q2S) on April 29. Dr. Morales will be discussing a potential administrative structure with those attendees so that planning can begin in Fall Quarter 2015. Like the Strategic Plan, the Q2S process will be transparent and organic, from the bottom up, and will use the process to identify opportunities for the campus. 4 The Latino Book and Family Festival was held on May 2 in the Student Union. Dr. Morales thanked Mr. Caballero and the Library staff along with Kiwanis of Greater San Bernardino and Libreria del Pueblo for bringing this event to campus. Dr. Morales is assembling a governing board to consist of himself, Chancellor Wilcox, Inland Empire Economic Partnership President Paul Granillo, Coachella Valley Economic Partnership Vice President for Workforce Excellence Sheila Thornton, Superintendent Ted Alejandre (San Bernardino), Superintendent Kenn Young (Riverside), and a community college representative still to be identified. Meetings are continuing to discuss an organizational structure for implementation of the award funds. Dr. Morales serves on the Linked Learning Board; CSUSB serves as a member of the Linked Learning Regional Hub. In order to move the dial forward on our 4-year and 6-year graduation rates, we need to impact our Kindergarten-through-twelfth-grade communities. Dr. Morales has convened a meeting with the superintendents from the districts with whom we have signed Memoranda of Understanding on Tuesday, May 12, to discuss college readiness. Dr. Morales congratulated Dean Jamal Nassar for his leadership of the College of Social and Behavioral Sciences (SBS). Five outstanding new members, including Dr. Nassar, were inducted into the SBS Hall of Fame. A farewell is planned for Dr. Nassar on June 1. Dr. Morales congratulated the Sociology Club for their Colton Joint Unified School District’s Community Partnership Award. The annual Arts and Music Festival is scheduled for Friday, May 15. Judy Rodriguez Watson will receive her honorary degree at the College of Education ceremony; an event in her honor is scheduled for June 2. Phil and Lee Hixon will receive their honorary degrees at the Palm Desert Campus ceremony; an event in their honor is scheduled for June 18. Dr. Morales congratulated Dr. Carolyn Eggleston for her Arrowhead United Way Women’s Leadership Award. 5 A new dean has been appointed for SBS, Dr. Rafik Mohamed; Dr. Ballman was thanked for leading the search process. 8. Announcements (Roundtable) Dr. Jenny Zorn has been named the new provost at Cal State University, Bakersfield and will take office in academic year 2015-16. A farewell for Dr. Zorn is being hosted by President Morales and Provost Bodman on Thursday, May 21, from 3-5 in the Panorama Room, Lower Commons. The new Associated Students, Incorporated President is Bryce Davis. The Pfau Library will align their strategic plan with the campus’ to ensure that they are in lockstep. The Library is also planning a 24-hour study room, and is currently looking at the actual demand and the elements which need to be included. Pam Buchanan, a CSUSB doctoral student, won second place in the Cal State University Student Research Symposium. The Governor’s May Revise Budget will be released on either Thursday or Friday. University Development is setting meetings with each college dean to plan the 2015-16 fundraising process. Identity management is now live. All members of the campus community will have to take this step through the My Coyote portal. 2,500 faculty and staff members have completed the process to date; 4,000 students have done so as well. 6 The OnBase project has translated the study abroad form into an online process. The Computerized Information Access (CIA) form has also been transitioned. Please contact Sam Sudhakar with any other forms and processes which should be translated into an online form and process. Longtime CSUSB faculty member Rowena Santiago’s mother has passed away. The campus is invited to attend to her memorial service on Saturday, May 16. A handout with details is available for those who wish to attend. The proposed residential facility is on the agenda for presentation at next week’s Board of Trustees. The presentation will be shared with the Administrative Council at the June 1 meeting. Models will be brought to campus as well for viewing and feedback. The campus master plan process will be rolled out at San Bernardino this quarter and at Palm Desert in the fall. The first town hall is scheduled for June 4, with one session during the day and another in the evening to ensure students are brought into the process. Components include a detailed review of the current status of space, classrooms, offices, and their utilization; campus safety; a lighting review; parking; and enrollment trends over the next ten years. The plan will ultimately be presented to the Board of Trustees for approval. The process requires a high level of participation from across the campus. Searches are underway for an Associate Vice President for Facilities Planning and Management (the previous search was unsuccessful), a Director of Risk Management, and a Chief of Police.
