President’s Report President Morales thanked the members of the Administrative Council for all their work over the past academic year and shared the following announcements and updates: Dr. Fred Volkwein (Professor Emeritus, Penn State) successfully concluded an external review of Institutional Research. The Memoranda of Understanding (MOU) process with our surrounding school districts is continuing. Training in the Violence Against Women Act requirements is scheduled for June 9. 1 Cal State San Bernardino (CSUSB) is planning a reception for alumnus and chair of the CSU Board of Trustees, Lou Monville, in the coming academic year. Mr. Bruce Varner, the chair of the University of California Board, will also be included in the reception. Both are members of the CSUSB Philanthropic Foundation Board of Directors. CSUSB has been invited to participate in “TheDream.US,” which provides scholarship dollars for Assembly Bill (AB) 540 students. He congratulated the Theatre Department on their production of the play, “The Balcony.” The Spring 2014 Outstanding Students Dinner was a memorable evening. He thanked Dr. Fiene along with the faculty-staff-student group which organized the first Lavender Graduation; it was a wonderful celebration of inclusiveness on the campus. Dr. Morales thanked the following members of the Administrative Council for their service as they are retiring: Dr. Clark, Mr. Gardner, and Ms. Kray. It is also Dr. Zorn’s last meeting before she leaves to take up the post of Interim Provost at Humboldt State University. Dr. Bodman provided information of a new ranking system, which TIME Magazine has implemented and which places CSUSB as 37th in the U.S.; UCR is ranked as first. 2. Women Who Lead Conference Dr. Zorn reported on the conference, at which the President of Mount St. Mary’s delivered the keynote address. Participants were surveyed and provided feedback on future events. A related event was also held which featured a talk on leadership by the female head of a San Bernardino-based company. Dr. Zorn will inform Dr. Morales of the next convener of this group / event so that he can support that person and the team. 2 3. Report: Western Association of Schools and Colleges (WASC) Reaccreditation The next set of questions is due to WASC on July 31. Planning is now underway for the Fall 2014 on-site visit. Dr. Zorn attended a WASC conference which offered a workshop on how to run a visit. The on-site will be focused on the lines of inquiry. Dr. Zorn provided an initial outline of the on-site; Carol Dixon will assist with the logistics. 4. Introduction: Dr. Rob Morgan, Director of Threat Assessment Dr. Morgan also serves as the chair of the Campus Assessment Response and Education or “CARE” Committee (formerly, the Campus Behavior Committee). His responsibilities encompass students, faculty, and staff. He will be reaching out to students, using a public health model, and will also be developing training for faculty and staff. His extension is 73518. 5. Commencement Planning June 2015 Commencement will be held in the Citizen’s Bank Arena; students expressed a desire to move the location to accommodate more guests (6-13 guests per student, depending on the ceremony). Associated Students, Incorporated (ASI) surveyed 2000 students, with 80% in favor of the move. Ms. Kray has asked Shannon Stratton to share the results with Carol Dixon. CSUSB has a 3-year contract with the Citizen’s Bank Arena. Four ceremonies will be held on Saturday. The university will also look for a way to cover 1 parking ticket per student. Graduate students will attend their college’s graduation ceremony; the Deans decided that Education will be part of the Arts & Letters ceremony. Decisions are still to be made on using one or two lines; the goal is to continue with calling individual names as long as we are able. The December ceremony will continue to take place in the Coussoulis Arena. 3 6. Water Conservation Rollout Mr. Simpson produced a report for the Chancellor’s Office describing what steps CSUSB has been taking to conserve water. Over 32% has been saved over the past several years. One-third to one-half of irrigation is provided by a well; 80% of the Palm Desert Campus (PDC) is xeriscaped; 10% is xeriscaped at the San Bernardino Campus (SBC). The current plan at SBC is to xeriscape the exterior areas of the campus and retain turf on the internal areas. 7. Policies: Removal - Campus Fiscal Efficiency Suggestion Program and 2001/02 General Fund Budget (Second Read) The Campus Fiscal Efficiency Suggestion Program policy has been replaced with a feedback box policy which is already in use. Approved for removal by the Administrative Council. The 2001/02 General Fund Budget policy is no longer relevant and has been approved for removal by the Administrative Council. 8. Update: Enrollment Management CSUSB’s student success rate and mean unit load are increasing. Elements affecting the final Fall 2014 enrollment include the implementation of impaction for four majors and the summer remediation requirement (70% of CSUSB freshmen require remediation). The PDC freshman target should be met. Transfer enrollment is anticipated to have much less melt; the number of transfer students has doubled and there is an increase in the local community college yield. Dr. Bodman and the Deans will finalize the plan to open up additional sections; CSUSB has the funds to cover this cost. 4 9. Policies: Hospitality (First Read) Proposed: eliminate the CSUSB Hospitality Policy and replace it with the CSU Hospitality Policy. Approved by the Administrative Council; only one read of this policy is required. 10. Update: Hispanic Educational Technology Services (HETS) Publicity Rollout Dr. Sudhakar provided an update on the publicity rollout of access to HETS for our K-12 and our community partners. The website is “virtualplaza.org” and the password is “calstate2013”; HETS will provide CSUSB with usage statistics at the end of the calendar year. Information has been shared with some of the superintendents as part of the MOU discussions; Dr. Clark has discussed HETS in greater detail with the San Bernardino City Unified School District. CSUSB now offers a number of sites with training opportunities to faculty and staff: HETS, Lynda.com, and Skillsoft; concern is that they may be in competition with each other. Another program, NBC Learn, is being implemented with the Chancellor’s Office and local elementary schools in the coming school year. 11. Policies: CSUSB Training Policy on Prohibiting Discrimination, Harassment and Retaliation (DHR) Against Employees and Third Parties and Procedure for Handling DHR Allegations by Employees and Third Parties (Second Read) The CSU has discussed this policy with all the collective bargaining units. Approved by the Administrative Council. 12. Policies: Drug-Free Workplace (Second Read) This policy is required for compliance with federal regulations; it had not been updated since 1991; changes were made as the result of an audit. Approved by the Administrative Council. 5 13. Policies: Outside Employment Disclosure Requirement (Second Read) This policy will apply to both CSU and University Enterprise Corporation (UEC) employees. There is nothing to prevent a second job; the requirement is that a Management Personnel Plan (MPP) employee must notify their direct administrator of outside employment (the policy only applies to MPP’s). The policy applies to someone holding a second position at another campus in the CSU. Approved by the Administrative Council with corrections. 14. Announcements (Roundtable) Dr. Haynes announced the Educational Advisory Board (EAB) rollout on June 4 with a kickoff beginning at 8:30 (a continental breakfast is available from 8:00). Dr. Caballero announced the Latino and Indigenous Student Recognition ceremony for Saturday, June 7; it is sold out. Dr. Fiene announced that the Credential ceremony is full. Dr. Nassar announced the College of Social and Behavioral Sciences Awards ceremony at 6:00 this evening. Dr. Thompson shared that 103 students presented at the third annual Student Research Symposium last week. The first year, it was 30 student presenters. Every college was included. The Symposium also served as the forum for the announcement of the inaugural faculty award for Outstanding Scholarship, Research, and Creative Activity—Dr. Monty Van Wart. Francisca Beer organized the event and received thanks from the Administrative Council for her work. 6 Dr. Fremont reported on two honorary degree events: the reception for Hardy Brown was a success, with 125 attendees; the reception for the Cardenas’ is scheduled for the 11th. Dr. Lopez-Wagner announced that Institutional Research is fully staffed as of today. Dr. Sudhakar announced that the Virtual Technology grants for 2014-15 will be announced tomorrow. He also shared that Dr. Michael Chen will be joining Information Technology Services as the Director of Academic Technologies and Innovation (ATI). The inaugural Outstanding Lecturer Award will be announced tomorrow, June 3rd. The open annual budget forum is scheduled for June 4th; Dr. Morales asked that Administrative Council members ensure that this information is shared with the faculty and staff in all divisions. Six Class 1 gas line leaks have been identified; the gas company will handle the repairs over the course of a week. Dr. Rose shared the College of Business and Public Administration held their student awards luncheon on Friday with 300-400 people in attendance. Dr. Clark, Ms. Kray, and Mr. Gardner expressed their thanks to their colleagues for their time at CSUSB.
